MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 20/01/2026
Present:-
Cllr Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr M O’Connor, Cllr P Dawson, Cllr G Dennis, Cllr J Padley, Cllr A Miller, and Cllr P Thomas

1. Apologies for Absence – Cllr S Cartwright
Resolved: That apologies be accepted from above member(s) of the Council
2. To receive declarations of interest in accordance with the 2011 Localism Act:-
3. Notes of last meeting on 16th December 2025, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Stamp requested the Councils agreement to continue with the reinstatement of the stocks on Low Church Road which will cost approximately £200.00 after being vandalised. It was agreed by all members. The incident has been reported to police
- Cllr Stamp informed the council that 3 bags of bulbs for village have been donated by Market Rasen Rotary Club
- Cllr Miller let the Council know that she had set up a Facebook Site to publish information relevant to Parishioners
- Cllr Dennis had been approached by a parishioner regarding the overflowing of the dyke on Old Gallamore Lane. Clerk to try and trace owner to request the dyke be dug out
- Cllr Dawson gave the Council the sad news an Ex-Councillor of Middle Rasen, Mrs C Sellers had passed away. The Council would like to pass on their condolences to the family
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney informed the Council that the new food waste bins would be arriving shortly for all homes with information on use being sent out this week
- Cllr Bunney stated that if the Parish Council wish to place grit bins in an area not meeting the criteria for a LCC bin we can purchase and place private bins but the parish council would be responsible for re filling and making sure they are not placed where it can be seen as a hazard to road users
LCC Matters:
- Cllr Bunney suggested when reporting potholes, it is always best to get photos to add to reports on Fix My Street
- Flooding issues:-
- Dovecote – a camera is to be put in the drain to check for blockages
- Near Middle Rasen Primary School – environmental agency, internal drainage board and highways are investigating as a collective as a priority
- Cllr Bunney reminded the Council of the online briefing on local government reorganisation on Monday 2nd February at 6pm
6. Crime and Vandalism: -
- Monthly updates for West Lindsey received
- Stocks on Low Church Road damaged/vandalised
7. Clerks Report on Matters Outstanding:-
- Final Precept sent to WLDC then received an updated with a reduced taxbase Original amount £21,340.96 now increases Council Tax by 2.08%. £20,907.48 would be a 0% change – agreed to keep as set at previous meeting
- All contractors notified of Councils decision on tree works at Gods Acre
- The two large potholes on North Street reported to Highways
- Opposite Brimmer Beck – reply received
We are sorry we are not taking further action on this request at this stage. The County Council is already aware of the overall carriageway condition on the road described. In this case we have raised all necessary works to have the carriageway made safe. Please be aware that all roads are inspected for safety and condition at a frequency in accordance with Council policy.
- Near North Farm – In Progress
- The three flood areas around the village have been reported to Highways – Investigating
- Quotes requested for costings to cut back the verge along Gallamore Lane
- I have requested information on the Preservation Orders for the trees on Chantrey Park

11. Reports from meetings: See Item 12
12. Discuss the progress of the Village Plan sub committee
Cllr Thomas provided the following updates:
- The group met on Friday 16th January to discuss progress. The Committee looked at expanding services provided for medical procedures by having a health hub and asked the council if that was something they felt was needed. Cllr Thomas asked the Parish Council to think about the need and also potential sites for the hub as this will be discussed at the next meeting
Resolved: That Cllr Thomas will continue with updating the Council at the next meeting
13. Discuss and Resolve on all Councillors having Approved Email Addresses
Clerk gave details of two quotes received
- Cloud Next Sales - £99.99 + VAT per year
- Aubergine - £160.00 + VAT per year
Proposed by Cllr Thomas and seconded by Cllr Dawson
Resolved: That the Clerk contact Cloud Next Sales to start the set-up process

- Discuss the Progress of the Village Plan Sub Committee
- Discuss and resolve on placing a CCTV camera near the stocks
- Discuss and resolve on cutting back the tree near the stocks
