Minutes of the Meeting of the Parish Council on 18/12/18
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mrs S Smith, Mrs G Dennis, Mr P Dawson,
Mr M O’Connor, and Mr T Smith
Also Present: Mrs J Trotter (Clerk)
Visitors:- None.
1) Apologies for Absence:- Cllr L Strange and Cllr J Ranby (Ill)
Resolved: To accept the above apologies.
2) To receive declarations of interest in accordance with the 2011 Localism Act:-
Item 8 – Cllr T Smith.
3) Notes of last meeting on 20th November 2018, to be approved as minutes:-
The minutes were signed as a true record.
It was proposed by Cllr Dawson, seconded by Cllr Pattison and
Resolved: That notes be approved minutes.
4) Chair and Council’s Comments:-
• Low Church Road flooded opposite Dovecote.
• Grates at the footway on Church Street near the Post Office are blocked.
Clerk to report both issues to Highways.
5) Reports from District and County Councillors:-
WLDC Councillor:
Reported appropriately on attendance at WLDC committee meetings.
6) Crime
No report sent from PCSO team.
7) Clerks Report on Matters Outstanding:-
All action points from November meeting completed.
8) Planning:-

No comment.

Planning application for change of use and conversion of workshop to a 1no. bed dwelling – Amended materials
The Council consider that the cladding materials are not in keeping with the adjacent buildings and street view, and the Council is in agreement with observations from the nearest neighbour.

Resolved: All Invoices were passed for payment.
11) Reports from Meetings
Cllr Pattison reported on his attendance at the LRSP meeting:
• Agreement to propose change to speed limit on A46 from Market Rasen to Caistor to 50mph from 60mph – implemented changes hoped to be by late Spring 2019.
• No changes to Osgodby Top Road speed limit.
• Discussions were also undertaken with consideration given to changes to speed limit on A46 by Gallamore Lane given the current multiple differences in speed limit on this stretch of road.
Discussions between Councillors ensued with regard to efficacy and cost of average speed cameras.
The Clerk reported that the School have have received a visit from OFSTED Inspectors and have been rated again as “Good”. A copy of the Inspector’s letter and report is available on the School website.
12) To discuss and resolve on decisions regarding spending of CIL monies
£480.94 received. Discussion ensued with regard to expenditure, and it was proposed that £292.50 be allocated to grass cutting contractor costs and the remaining sum be allocated to the fitting of the new noticeboard at Wilkinson Drive end.
It was proposed by Cllr P Dawson, seconded by Cllr M O’Connor and
Resolved: That the CIL monies be allocated in budget as per the proposal.
13) To discuss and resolve on decisions regarding publication of Council Information on Websites
The Council reviewed the ICO model publication scheme and after discussion, it was proposed that the Parish Council continue to publish information in line with model scheme on Parish Council LCC website, and the webmaster of the community site be asked to utilise a link to the LCC Parish Council website in order to ensure that information is not duplicated.
It was proposed by Cllr T Smith, seconded by Cllr D Pattison and
Resolved: That a link be placed on the community website to the Parish Council LCC Website.
14) Consider request from Osgodby Parish Council regarding a joint “Good Neighbour Scheme”
Clerk gave brief overview following information provided by Osgodby Parish Council. Cllrs discussed the difficulties with the voluntary aspect of such a scheme, and the current level of informal good neighbour practice within the parish. Concerns were expressed with regard to formalising the good practice.
It was proposed by Cllr P Dawson, seconded by Cllr G Dennis and
Resolved: That the Council leave the informal arrangements in place in the parish.
15) Items for next meeting
Discuss and resolve on Precept for 2019-20
Discuss and resolve on quote to prune established trees at burial ground
The Chair wished parishioners and Councillors a Happy Christmas, and thanked the Clerk for her hard work over the year.
There being no other business the meeting closed at 8.45pm.
