MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 23/06/2026
Present:- Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr G Dennis, Cllr A Miller, Cllr P Thomas, and Cllr S Cartwright
Also Present: Mrs A Harrison (Clerk)
Visitors: Cllr S Bunney (WLDC)
1. Apologies for Absence – Cllr M O’Connor
Resolved: That apologies be accepted from above member(s) of the Council
2. To receive declarations of interest in accordance with the 2011 Localism Act:- none
3. Notes of last meeting on 19th May 2026, to be approved as minutes:-
Resolved: Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Stamp thanked Cllr Miller and Cllr Pattison for their work on repairing the two bus shelters on Gainsborough Road
- Cllr Dawson had received complaints from parishioners about the overgrown hedge near junction of Gainsborough Road and Low Church Road causing access issues on the footpath – clerk to contact the homeowner to request it is cut back
- Cllr Dawson mentioned that the bin outside Crossroads Stores needs emptying more frequently – Clerk to put a request into WLDC that the bin be emptied daily
- Cllr Thomas mentioned parking at Middle Rasen School on sports day was a massive issue, he will speak to the head to see what can be done
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney informed the Council that the layby on Lincoln Lane did not belong to Highways, but he has asked to see if they can remove the hard standing
- Anti-social behaviour – shop linked to other shops in villages around the area for support
- WLDC are looking at introducing a booking system at the recycling centre. Cllr Bunney has put in objections for this at the Market Rasen Site
- Cllr Bunney asked the Council for their thoughts on Market Rasen Surgery. He has received complaints from various parishioners and wants to get the Councils views
LCC Matters:
- Cllr Bunney informed the Council that we will know more about what will happen at RAF Scampton by autumn
- By autumn we should also hear how the areas will be divided up as per the devolution plan
- Highways seem to be getting on top of pothole issues in the village with less being reported
6. Crime and Vandalism
Updates received from Inspector Head and Lincs Alert Team
7. Clerks Report on Matters Outstanding:-
- Contractor contacted for options and costs on moving the bench on Gainsborough Road – to discuss and resolve at item 12
- Letter sent to shop owners at Crossroads Store to show support against anti-social behaviour and information of the ASB Team at West Lindsey District Council
- Letter sent to purchaser of burial plot requesting the area be cut back and reduced to the agreed plot size

Planning Granted:-
PL/0030/26 – Middle Rasen Priamary School
To vary condition 1 (five-year limit) of planning permission 143038 - application for a new detached mobile classroom block with associated ramps and footpaths - (granted by 136482 and as previously amended by 143038) – Granted with conditions

12. To discuss and resolve on options and costs for moving the bench on Gainsborough Road
Parish Contractor has quoted £40.00 to move the bench forward
Proposed by Cllr Thomas and seconded by Cllr Cartwright
Resolved: That Mr Robinson move the bench forward and raise slightly higher if possible
13. To discuss the progress of the Village Plan Sub Committee
No update this month
Resolved: That Cllr Thomas continue to update the Council at next meeting
