MIDDLE RASEN PARISH COUNCIL

Minutes of the Meeting of the Parish Council on 15/09/2026

Present:-  Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr G Dennis, Cllr M O’Connor, Cllr J Padley, Cllr A Miller, Cllr P Thomas, and Cllr S Cartwright

Also Present:  Mrs A Harrison (Clerk)

1.  Apologies for Absence –  Cllr S Bunney (WLDC)

Resolved: That apologies be accepted from above member(s) of the Council

2.  To receive declarations of interest in accordance with the 2011 Localism Act:- none

3.  Notes of last meeting on 18th August 2026, to be approved as minutes:-

Notes be signed as a true record.

4.  Chair and Council’s Comments:- 

• Cllr Stamp informed the Council that Highways does not consider the dead trees on Gainsborough Road require removal. Cllr Thomas proposed, and Cllr Miller seconded, that the Clerk obtain an assessment and quotation from a local contractor for any necessary works and associated costs.
• Cllr Dennis suggested that the Parish Council should encourage greater involvement in village matters from residents of all ages. Cllr Miller agreed to explore ideas to improve multi-generational engagement within the village.
• Cllr Miller reported that the garage owner continues to park cars behind the bollards on Gainsborough Road. Cllr Miller and Cllr Stamp will consider placing a planter in the gap to prevent parking.  It was also suggested that a planter be placed opposite, near the junction with Low Church Road, to prevent parking on the pavement.
• Cllr Pattison reported an increase in dog fouling around the village. The  Clerk will request an article in Community Spirit and display posters on the noticeboards to encourage dog owners to clean up after their dogs.

5.  Reports from District and County Councillors:- 

• Following report received from Cllr Bunney in his absence:

• Local Government Reform after everything is now on pause and the status quo remains District and Parish Elections will be held on May 6th, 2027. 
• Incident in Market Rasen - Saturday 12th 2027 - Two young men from outside the area chased a resident down Union Street.  The resident took shelter in a shop and the police were called.  One of the pursers had a Machete -  at some stage one of the individuals was cut and received medical treatment.  The whole incident was around drugs.   The two pursuers have been arrested, charged, and remanded by Magistrates until a further hearing in October - giving time for evidence to be collated.
• Emergency Planning    We need to hold a meeting to refresh and amend the plan - to include consideration of extreme weather conditions and potential food /water shortages.   I would like to hold the meeting preferably on  September 23rd at 11am in the Festival Hall Committee Room.

6.  Crime and Vandalism

• Updates received from Inspector Head and Lincs Alert Team

7.  Clerks Report on Matters Outstanding:-

• Letter sent to HR Bourn requesting they remove the dead trees along Gainsborough Road 
• Thank you sent to C Miller at LCC for the prompt and professional job carried out on the footpath next to the Old Graveyard on Low Church Road
• Letter sent to Cllr D Brookes at LCC to log the Parish Council’s objections to the proposed booking system at the recycling centre on Gallamore Lane
• Highways have completed the works on South Lane to repair the potholes

Planning application for proposed car port/garden store building with associated driveway/hardstanding – no comments

Planning Granted:-

WL/2026/00592 – Gig Cottage, Gainsborough Road, Middle Rasen, LN8 3JU

Outline planning application for 2no. dwellings – access, layout, and scale to be considered and not reserved for subsequent applications being variation of condition 6 of planning permission 138387 granted 21 March 2019 : Revised private drive layout – granted with conditions

11.  Reports from meetings: - see item 12  Cllr Thomas had a meeting with LCC regarding the request for a footpath from the village to the new supermarket – still waiting for reply 

12.  To Discuss and Resolve on Village Plan and Set Date for Public Meeting

Cllr Thomas informed the Council that due to Local Government Re-organisation being put on pause, the plan needed to be amended

Resolved:   That Cllr Thomas continues to update the Council at next meeting

13.  Discuss Options for Projects in the Village for Grant Funding Application

Proposed by Cllr O’Connor and seconded by Cllr Miller

Resolved:   That Cllr Miller look into applying for a grant from WLDC to purchase two new planters for the village

14. Discuss and Resolve on Winter Maintenance

Proposed by Cllr Dennis and seconded by Cllr Miller

Resolved:   That the contract for snow clearance (not gritting) be awarded to Mr P Sellers of Greem Grass Contracting for winter period 2026-27

15. Discuss and Resolve on Parish Council Policies

a.  Safeguarding – Policy unchanged since last review 

b.  Equal Opportunities - Policy unchanged since last review

Proposed by Cllr Stamp and seconded by Cllr Pattison

Resolved:   That policies be accepted as tabled

16. Items for next meeting

• Discuss and resolve on proposed budget and estimate precept for 2027-28
• Discuss and resolve on donation and wreath for RBL Poppy Appeal
• Discuss progress of the Village Plan Sub Committee
• Discuss options for projects in the village from WLDC Grant Funding and/or CIL Monies
