MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 18/08/2026
Present:- Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr G Dennis, Cllr J Padley, and Cllr P Thomas
Also Present: Mrs A Harrison (Clerk)
Visitors: Cllr S Bunney (WLDC)
1. Apologies for Absence – Cllr A Miller, and Cllr S Cartwright
Resolved: That apologies be accepted from above member(s) of the Council
2. To receive declarations of interest in accordance with the 2011 Localism Act:- none
3. Notes of last meeting on 21st July 2026, to be approved as minutes:-
Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Stamp informed the Council on trees which have died on Gainsborough Road after the junction into Market Rasen near the planter – Clerk to write to landowner to request they are removed
- Cllr Thomas suggested the Parish Council put forward a proposal to have a footpath along Gallamore Lane to link the village to Market Rasen. It was proposed, seconded, and agreed by all that Cllr Thomas draws up the proposal to put forward to Lincolnshire County Council Active Travel Officers
- Cllr Dawson requested a letter of thanks to be sent to LCC Highways Department for the prompt work on clearing the tree roots and resurfacing the footpath at the old churchyard – Clerk to send the letter
- Cllr Stamp brought forward his objections to the up-coming booking system at the Recycling Centre on Gallimore Lane Industrial Estate. It was proposed and agreed by all Councillors that a letter of objection is sent to LCC as all councillors agreed that there is no need for a booking system as no issue with cars queuing and will result in an increase in fly tipping – Clerk to draw up letter of objection
- Cllr Thomas asked if the Parish have any projects in mind to apply for the available Grant funding from West Lindsey District Council. This is to be added to agenda for September’s meeting to discuss further
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney is still having meetings to discuss the objections to the incoming booking system of the Recycling Centre on Gallamore Industrial Estate
LCC Matters:
- Cllr Bunney informed the Council that the reform of the new 4 unitaries is still being finalised, but our area will have two elected councillors in office
6. Crime and Vandalism
- Updates received from Inspector Head and Lincs Alert Team
7. Clerks Report on Matters Outstanding:-
- Poor condition of South Lane reported to Highways – works scheduled
- Overgrown bushes on Mill Lane reported to Highways– response received:
- We are sending you this message to let you know that an officer has attended to investigate the reported vegetation. We acknowledge that the vegetation is encroaching towards the road edge however it does not require maintenance at this time. If significant growth is seen and the growth enters the carriageway, please report this to us again and we will look to enforce its maintenance with the owner. Thank you for reporting this matter.
- Trip hazard from tree roots on the pavement beside the Old Graveyard reported to Highways – repair completed by Highways
- Parish Council and Primary School Head sent letters to Cllr Bunney supporting the request to extend the yellow zigzags outside the Primary School
- Letters sent to two homeowners on The Row, Church Street, requesting they cut back trees obstructing the highway – They are looking into getting them cut back
- A quote was requested from a local pressure-washing contractor to clean all four bus shelters on Gainsborough Road, inside and out. Aaron of Lincs Pressure Washing Services offered to conduct the work free of charge and said he would be happy to support similar projects for the Parish Council to help the local community.
- Mr C Robinson has moved and raised the bench on Gainsborough Road as requested by the Parish Council
- The overgrown bushes on North Street have been cut back by Highways

12. To discuss the progress of the Village Plan Sub Committee
Cllr Thomas updated the Council that the Committee are putting together a document it can be presented to the Council and the public hopefully in September/October

Resolved: That Cllr Thomas continues to update the Council at next meeting
13. Discuss and Resolve on Burial Ground Regulations and Fees
Burial Fee Comparison Sheet and Regulations distributed to all Councillors prior to the meeting
Proposed by Cllr Dennis and seconded by Cllr Dawson
Resolved: That the Regulations and Fees remain the same
