Minutes of the Meeting of the Parish Council on 15/01/19
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mrs S Smith, Mrs G Dennis, Mr P Dawson,
Mr J Padley and Mr T Smith
Also Present: Mrs J Trotter (Clerk)
Visitors:- None.
1) Apologies for Absence:-
Cllr Strange (Bereavement) and Cllr M O’Connor and Cllr Ranby (Ill).
Resolved: To accept apologies as stated above.
2) To receive declarations of interest in accordance with the 2011 Localism Act:-
Cllr T Smith – Item 8.
Resolved: To accept declaration of interest as stated.
3) Notes of last meeting on 18th December 2018, to be approved as minutes:-
The minutes were signed as a true record.
Resolved: That the minutes were a true record and signed by the Chair.
Cllr J Padley arrived at the meeting – 7.32pm.
4) Chair and Council’s Comments:-
• The Chair observed that the Circus has taken up residence on Lincoln Lane with a large number of vehicles. The WL District Councillor assured Council that enforcement is monitoring the progression of the application.
• Cllr Dennis to meet with Highways Officers regarding hedging to be cut along Woodhill.
5) Reports from District and County Councillors:-
WLDC Councillor:
• Meetings with Director for Economic Growth (WLDC) to discuss regeneration of Market Rasen and the impact on the locality.
• Leisure Centre will be presented to planning committee in February.
6) Crime
The Chair reported on an incident in Market Rasen involving several police vehicles today.
RTA at the A46/A631 junction discussed.
7) Clerks Report on Matters Outstanding:-
Matters reported to Highways Office both over LCC system and in person.
Liaison with Highways Officer regarding new noticeboard.
A46 Lincoln Lane Laybys to be cleared by end of w/c 14/1/19.
8) Planning:-
138387 - Gig Cottage, Gainsborough Road, Middle Rasen, Market Rasen, LN8 3JU
Outline planning application for 3no. dwellings - access, layout and scale to be considered and not reserved for subsequent applications.
No comment. The Parish Council feel that any observations/objections will be wilfully ignored by the planning department. Passed by majority. (6-1)
138582 – Moorby, Skinners Lane, Middle Rasen, LN8 3JD
Planning application for part change of use to install and use 7 no. loose-box stables within existing agricultural building.
No objections.

Planning application for change of use and conversion of workshop to a 1 no bed dwelling
Planning Inspectorate Appeal Notification:

Resolved: All Invoices were passed for payment and Quarter 3 reconciliation approved.
11) Reports from Meetings
No meetings attended.
12) Discuss and resolve on Precept for 2019-20
£18,000.00.
It was proposed by Cllr D Pattison, seconded by Cllr T Smith and
Resolved: To precept for £18,000.00
13) Discuss and resolve on quote to prune established trees at burial ground
Lincolnshire Landscapes - £125.00. The Clerk to ask contractor to trim the hedge on the school boundary. Cllr Pattison informed the Council that whilst visiting the burial ground over the Christmas period, visitors complimented the upkeep of the burial ground.

14) Discuss and resolve on change of date to February Parish Council Meeting
Wednesday 13th February – Church Hall – apologies from Cllr Dennis. The Chairman brought a further meeting date for amendment to the Council’s attention – May. To be resolved at February meeting.
Resolved: Wednesday 13th February 2019.
15) Discuss and resolve on response to Planning Inspectorate regarding Map Modification Order
for Footpath 1147
The Council resolved to present a case, and it was further agreed that Cllr Padley will compile the case to be submitted at the appropriate time to the planning inspectorate.

16) Items for next meeting
Discuss and resolve on change of meeting date in May 2019 from 21/5/19 to 14/5/19 in light of election timetable
