Minutes of the Meeting of the Parish Council on 16/4/19

Present:- Mr M Stamp (Chairman), Mr D Pattison, Mrs G Dennis, Mrs J Ranby, Mr P Dawson,

Mr M O’Connor, and Mr J Padley

Also Present: Mrs J Trotter (Clerk)

Visitors:- None.

 

1) Apologies for Absence:- Cllr S Smith and Cllr P Dawson

Resolved: To accept apologies from Councillors listed above.

 

2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.

 

3) Notes of last meeting on 19th March 2019, to be approved as minutes:-

Resolved: That the minutes be signed as a true record by the Chair.

 

4) Chair and Council’s Comments:-

Cllr Stamp commented that the daffodils at God’s Acre have blossomed following the treatment of bone meal over the winter period. A discussion ensued with regard to the treatment after flowering, and it was agreed that it would be prudent to deadhead the flowers, which Cllr Pattison agreed to undertake.

Cllr G Dennis had received a report regarding the overhanging tree on the grassed area near the stocks which is causing an obstruction in the Highway.

Cllr Ranby reported that the previously reported dead tree on North Street, (just passed Ernie’s garden) has yet to be dealt with.

Clerk to inform Highways Department.

Cllr Pattison highlighted the issue of dangerous parking on Church Street and the Council were all in agreement that there have been reports of a significant amount of “near misses”. It was noted that the police were called to the site due to concerns.

 

5) Reports from District and County Councillors:- None in attendance.

 

6) Crime:- No report. The Clerk informed the Council that a new PC has been assigned to the parish.

 

7) Clerks Report on Matters Outstanding:-

All highways issues reported.

Confirmation from WLDC that dog fouling letter will be sent to parishioners in late April.

Confirmation from Highways Officer that requested signage for Skinners Lane (double bend sign) and Caistor Road (horse riding signs) are not appropriate. Council agreed with Clerk’s suggestion that parishioner pursue via Lincolnshire County Councillor. Clerk outlined correspondence with parishioners following decisions.

Clerk reported on necessity to re-issue cheque in Item 10 and associated costs.

 

8) Planning:-

Permission Granted:

138387 – Gig Cottage, Gainsborough Road, Middle Rasen, LN8 3JU

Outline planning for 2 no dwellings – access, layout and scale to be considered and not reserved for subsequent applications

138683 – Ingledene, Gallamore Lane, Middle Rasen, LN8 3UB

Planning application for construction of new agricultural building

10) Finance and Accounts for Payment

Income:- WLDC – Precept £18,000.00

Invoices:- LALC – Subscription £426.36

Mr S R Thompson – Pest Control £140.00

Lincolnshire Landscapes – Grass Cutting £605.00

Salaries £430.02

CIL Report for 2018-19 presented and verified. Q4 reconciliation presented and approved.

Resolved: All Invoices were passed for payment, CIL Report for 2018-19 and Quarter 4 reconciliation approved.

 

11) Reports from Meetings:- None attended.

 

12) To discuss and resolve on further contract for pest control at burial ground

The Clerk had asked the contractor to provide a number of options for the Council to consider.

It was proposed by Cllr D Pattison, seconded by Cllr G Dennis and

Resolved: To accept 12 month quote for £250.00.

 

13) To discuss and resolve on grant application from West Lindsey CAB - £100.00

It was proposed by Cllr D Pattison, seconded by Cllr J Ranby and

Resolved: To approve grant application for £100.00.

 

14) To discuss and resolve on burial query

Clerk outlined query to Council.

It was proposed by Cllr J Padley , seconded by Cllr J Ranby and

Resolved: To charge additional inscription fee only.

 

15) To further discuss and resolve on parishioner burial ground concern

The Council considered correspondence, and resolved that the cause of action previously agreed stand.

Resolved: That previously agreed actions stand.
