Middle Rasen Parish Council

Minutes of the Meeting of the Parish Council on 17/9/19

 

Present:- Mr M Stamp (Chairman), Mr D Pattison, Mrs G Dennis, Mrs J Ranby, Mr P Dawson,

Mr M O’Connor, Mr J Padley, and Mr J Oxley

Also Present: Mrs J Trotter (Clerk)

Visitors:- Cllr S Bunney, 1 Member of the Public and Cllr L Strange

 

Public Forum:

A planning consultant for the proposed development informed the Council that issues raised by Highways have been resolved.

 

1) Apologies for Absence:- Cllr J McNeill, Cllr McCartney and PCSO Harrison

 

2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.

 

3) Notes of last meeting on 20th August 2019, to be approved as minutes:-

Resolved: That the minutes be signed as a true record.

 

4) Chair and Council’s Comments:-

Cllr Dennis asked for clarification of ownership of benches at Village Hall – VH Committee confirmed.

Cllr Oxley reported that green refuse bins are being filled by persons other than residents on Dovecote – Cllr Pattison to liaise with the residents to resolve the issue.

 

5) Reports from District and County Councillors:-

LCC Councillor:

• Update re lowering of speed limit of A46 in progress including review of speed limits on Gallamore Lane.

• Main Road at Usselby Bends is to be re-constructed – diversions to be put in place.

• Comments regarding highways issues for proposed application for pig units – LCC Councillor has recommended that that RSP are consulted re high accident rates.

WLDC Councillor:

• Proposed application for pig units is being reviewed by the planning authority with considerations next month. Emergency access highlighted as a concern by WLDC Councillors.

• Modern Day Slavery training sessions undertaken.

• Housing Grants review.

• A police liaison meeting – Monday 30 September – 6.00pm at the Festival Hall

– apologies to be sent - Cllr Pattison unable to attend.

• No start date for development on Caistor Road as yet confirmed.

 

Cllr Strange left the meeting at 7.38pm.  

 

6) Crime

The Clerk reported that the local PCSO team had been in contact and apologised for lack of attendance at meetings of late. Statistics have been logged in the correspondence bag.

Cllr Pattison stated that there are still vehicles being parked on the path at the Methodist Chapel.

 

7) Clerks Report on Matters Outstanding:-

• FOI request received and dealt with (information published).

• Field Gate permission for removal from both land owner and Countryside officer.

• Drain clearance outside shop ongoing issue – LCC Councillor asked to support parish clerk.

 

8) Planning:-

139845 – Land adj Rosslyn, Church Street, Middle Rasen, LN8 3TR

Planning Permission to erect 7 dwellings

The Council discussed concerns as follows:

• Surface water drainage.

• The re-mapping of area with regard to flooding.

• Public right of way on site which has not been extinguished, and right of way noted on Inclosure Award. This is an issue which would require resolution prior to approval being granted.

• The developer had undertaken some works on the site prior to application being granted.

The Parish Council are of the opinion that it can’t support the application, and that they require significant information with regard to surface water alleviation on the site in order to be properly informed and to make a decision. The Council further note that there may be a public rights of way issue that needs to be resolved and this would also need to be resolved prior to application approval.

No comment.

The Parish Council expressed concerns about the surface water for the Lincoln Lane development and a discussion ensued as to the flooding in the area prior to building.

Cllr Bunney to take both matters regarding flooding/surface water to planning department.

The Parish Council agreed with Councillor comments regarding the new vicarage which as per the Parish Council’s objections is out of keeping with the street scene given its size.

10) Finance and Accounts for Payment

Burial Fees £ 75.00

Resolved: All Invoices were passed for payment.

 

11) Reports from Meetings:- None.

 

12) To discuss and resolve on the purchase of a seat for Ernie’s Garden

It was proposed by Cllr G Dennis, seconded by Cllr J Oxley and

Resolved: That the bench on Low Church Road is moved inside Ernie’s Garden to a site to be agreed, subject to quote to be agreed at the next meeting.

 

13) To discuss and resolve on the use of Internet Banking

The Clerk explained the options available and the ramifications of the options.

Resolved: That Council will not apply for internet banking option at the current time.

 

14) To discuss and resolve on update to PC Computer (£70.00)

It was proposed by Cllr P Dawson, seconded by Cllr J Oxley and

Resolved: To update to windows 10 (£70).

 

15) To discuss and resolve on Burial Regulations and Fees

Clerk highlighted amendments in burial paperwork, and comparison of burial fees information was presented for consideration.

It was proposed by Cllr P Dawson, seconded by Cllr M O’Connor and

Resolved: That Fees remain at current level, and amendments to regulations were agreed.

 

16) To discuss and resolve on maintenance repairs to benches

The Clerk reported that Mr Robinson had reviewed all the parish furniture - all items that require repair have been included in the quote (bench, bus stop, noticeboard in burial ground and God’s Acre Gate).

Resolved: Quote from Contractor accepted at £680. Clerk to ask contractor to review and quote, if necessary, for painting of gate at Ernie’s Garden gate. Quote to be considered at next meeting.

 

17) To discuss and resolve on quote for repair/removal of field gate for Nag’s Head footpath

In light of necessary approvals, the broken gate had been removed by a Councillor.

 

18) Items for next meeting

Consider and resolve on Climate Change Emergency decision as raised at August PC Meeting

To review Budget 2019-20 and proposed 2020-21

To discuss and resolve on costs to move bench to Ernie’s Garden and maintenance to gate
