12) To discuss and resolve on costs for waste and dog waste bins

Below as agreed by WLDC Officer

1.           Waste bin x 2:

1x waste bin - located at junction of North Street/Church Street by bench near Church Hall – this bin can be installed on an existing pole located on the opposite side of the road to the bench (see attached pic 131153) or on an existing pole on a track running up the side of the church (see attached pic 131230) – agreed location existing pole located on the opposite side of the road to the bench (see attached pic 131153)

1x waste bin - located at Manor Drive Bridge location – this bin can be installed on an existing pole opposite the dog bin (see attached pic 130914) - this picture is now attached 

 

2.           Dog Waste bin x 1:

Suggested location on Low Lane on the public footpath pole – I was not sure regarding this location, if the bin is to be installed on an existing post next to the bridge on Low Church Road (see attached pic 131543) then a bin could be installed, if the bin is to be installed on an existing post on Low Lane then this would not be possible, the lane / track leading down to the location is full of pot holes, is very bumpy and there would be a high risk of damage to our vehicle.

Cost for the supply of the bins – no posts would be required as allocations have an existing post to use (if agreeable).

2x litter (standard) £55 per bin + VAT

1x dog  £100 + VAT or 1 x dog with post £150 + VAT

Total £210 + VAT or £260 + VAT (dependent on post for dog waste bin)

It has been agreed with the WLDC Officer that a discussion and agreement in principle for a dog waste bin by the Council may be agreed for the Low Lane site, but the location for the bin would be agreed at a site visit with the Clerk in order to ensure that the bin is place in an appropriate location rather than the bridge location suggested.  If no site can be agreed then no bin would be fitted.

13)  To discuss and resolve on fencing costs for field behind burial ground

One quote has been received at the time of issue of report (10/2/21).  Other quotes are likely to be delayed beyond meeting date. 

 

  • • On basis of current quote and advice given, it would seem sensible for the Council to take a decision on what sort of fencing be installed for quoting purposes?

 

Quote provided is based on a measurement taken on site visit, and final bill will be subject to actual lengths installed and subject to VAT.  Figures below do not include VAT.

 

  • • Wooden fencing quotes vary from £2438 to £1428 – dependent on post choice
  • • Horse between £1166 to £1484 – dependent on post choice
  • • Stock net between £774 – £1007 – dependent on post choice
  • • Costs for removal of old fence to be considered as a factor also.

 

Height and photos of horse net and stock net to be confirmed at meeting.

 

14)  Update on responsibility for village drain

IDB been contacted and Council is aware of response.  Further investigations ongoing by clerk into matter.

 

15) To discuss and resolve on response to parishioner regarding play equipment on Furlongs Estate

Consideration to be given to parishioner correspondence to fund new equipment.

 

16)  To discuss and resolve on burial query

To discuss and resolve on reduction in rate for burial.

 

17) To discuss and resolve on painting of fire hydrant on Mill Lane

Following contractor cutting of hedge, the hydrant needs attention to restore.

 

 

 

18)  To discuss and resolve 8 street names for new development on Caistor Road

I write in respect of Chestnut Homes up and coming development on Caistor Road which has recently been granted planning permission. For your reference the applications are available to view below:

After an initial discussion with West Lindsey District Council we believe several new street names will be required for this development and as such we wish to consult with yourselves. We have undertaken some local research and wish to put forward the following names, and have provided a short explanation to the local context: 

 

• Brocklesby Court

• Southwold Road

• Burton Lane

Our research has shown that one of the former horse racing sites was just north west of the development site on Caistor Road – north of Low Lane. This area is also in the geographical location where these three hunts met: Brocklesby, Southwold and Burton packs.

 

• Lucas Way

Victor Lucas - A prominent figure in local horse racing running the local course from 1945 until his death in 1971. 

 

• Lyall Close

The first race was won at the modern day race course by ‘Have a Care’, owned by Mr G Lyall and ridden by R Lyall. 

 

• Cartwright Lane

1923 at the Steeplechase Committee – at this committee Mr Wilfred Cartwright reported that, at ta recent auction he had purchased land conveniently situated between Willingham and Legsby Road for the purchases of holding annual steeplechases. The makes of the current Market Rasen horseracing site.

 

• Rowell End

• Kerman Court 

Gentlemen were both main publicans organising the local meetings in the 1800’s.

 

To re-cap I would be very grateful if the following 8 proposed new street names could be considered at your next Parish Council meeting which I believe is on Tuesday 16th February 2021:
