MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 19/01/21

 

Present:-Mr M Stamp (Chairman), Mr D Pattison, Mr T Smith, Mr J Oxley, Mr M O’Connor, 

 Mr P Dawson, Cllr A Longmate and Mrs G Dennis 

 

Also Present:  Mrs J Trotter (Clerk)

 

Visitors:-   Cllr S Bunney (WLDC) and 1 member of the public

 

The Council were informed that a search on the internet for floods or flooding in Middle Rasen will direct users to the village website and the link for current warnings on this part of the Rase.

 

1. Apologies for Absence:-  

Cllr J Padley and Cllr J McNeil.

Resolved:  To accept apologies from Councillors listed above.

 

 

2. To receive declarations of interest in accordance with the 2011 Localism Act:- None.

 

3. Notes of last meeting on 15th December 2020, to be approved as minutes:-

    Notes be signed as a true record. 

 

4. Chair and Council’s Comments:- 

  • Potholes are getting bigger and more numerous in the parish.
  • The concrete has been removed from the river.
  • A parishioner has asked for additional rubbish bins in the parish (suggested triangle by bench on church Street and Manor Drive bridge).  Clerk to liaise with WLDC officer.
  • A parishioner request for dog waste bin on Low Lane where the public footpath crosses.  Clerk to liaise with WLDC officer to discuss location (on public footpath pole) and costs.
  • The dog waste pole at Dovecote is still not repaired.
  • Cycle path sign at spaghetti junction needs repair.  Clerk to raise issue with Highways.
  • The pathway from Naylors Drive to playing field – is difficult to navigate due to slope and mole damage.  Clerk to speak to countryside officer.
  • A parishioner has complained about a pothole at the end of Church Street junction which needs repair.  Clerk to raise issue with Highways.
  • Jetter required for North Street road drains.  Clerk has reported to LCC.

 

5.  Reports from District and County Councillors:- 

WLDC: Cllr Bunney reported on WLDC matters as follows: 

  • District speeding issues identified, WLDC agreement to establishment of plans including consultation of parishes to review and reduce speed limits.
  • MRTC is considering application for green spaces grant to survey locality which may encompass some areas of Middle Rasen given proximity to Market Rasen.

A Councillor asked for clarity on the traffic lights at the junction of Lincoln Lane.  None was available.

LCC:  No LCC Councillor in attendance.

 

6. Crime and Vandalism: - None.

 

7.  Clerks Report on Matters Outstanding:-

Livestock owner written with regard to donation to new gate.

Enforcement issue reported and officer confirmation receipt received.

Anglian Water reviewed hydrant on 22nd December 2020.  Clerk gave update.  Clerk to instruct contractor to cut hedge.  Resolved unanimously.

Cllr Dennis was confirmed as attending the census webinar.

ICT works undertaken as previously agreed.

Inconsiderate parking on Manor Drive reported and PCSO team to review.

 

8)  Planning

141040 Land adjacent Springbeck Cottage, North Street, Middle Rasen, Market Rasen, LN8 3TS.  

Planning application to remove existing and erect 1no. dwelling.  No objections.     

142242 - Maple House, Gainsborough Road, Middle Rasen, Market Rasen, LN8 3JU

Planning application for part single storey and part two storey rear extension including balcony and internal alterations.   No objections.     

142290 – Ingledene, Gallamore Lane. Middle Rasen, Market Rasen, LN8 3UB

Planning application for change of use of land to residential curtilage, and erect domestic garage.    No objections.

Planning application for conversion of existing storage barn to 1no. dwelling, including extensions to rear.

10. Finance and Accounts for Payment

Invoices:- AMS No- Dig – Computer Updates  £102.00

                Salaries              £763.46

Resolved: All Invoices were passed for payment and Quarter 3 reconciliation approved.

 

11. To discuss and resolve on Precept 21-22

The Clerk reported the correct tax base information for Councillors’ consideration.

Cllr P Dawson proposed and Cllr G Dennis seconded 

Resolved:  £18,000.00.

 

12. To discuss and resolve on lease for field tenancy

The Chair reported that the interested party had withdrawn his interest in early January.  The Chair informed the Council of the updated situation in relation to a further identified interested party.  A discussion ensued with regard to the necessity to repair the fence in order to ensure that the field is secure and the footpath is safe for use if the Council agree to the let of the field for horses, and that fencing the field would stop dog walkers using the field, as well as encourage adherence to the proper footpath.  

Cllr D Pattison proposed and Cllr M O’Connor seconded 

Resolved:  The clerk to seek 3 quotes for fencing of the paddock for discussion at the next meeting.

 

13. To discuss and resolve on Grant Application from Citizen’s Advice Bureau - £50.00

Cllr D Pattison proposed and Cllr G Dennis seconded 

Resolved:  Application granted (£50.00) to be paid next April.

 

14. To discuss and resolve on consultation response to A631 Speed limit

Cllr P Dawson proposed and Cllr G Dennis seconded 

Resolved:  To agree to support the proposal as stated by Highways.

 

15. To discuss and resolve on drainage concerns behind Heath Court Development

Resolved:  Clerk to continue investigations and report to the Council at next meeting.

 

16.  Items for next meeting

To discuss and resolve on costs for waste and dog waste bins

To discuss and resolve on fencing costs for field behind burial ground

Update on responsibility for village drain

 

Cllr Dennis updated the Council on information provided census webinar meeting which included updates to census information, along with proposed actions for Parish Councils to promote census to wider public.

 

There being no other business the meeting closed at 8.49pm.
