MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 21/02/2023

 

Present:-

Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr M O’Connor, Cllr J Oxley, and Cllr A Longmate 

 

Also Present:  Mrs A Harrison (Clerk)

 

Visitors:-  Cllr S Bunney (LCC & WLDC) and 3 members of the public

 

The Chairman opened the public forum

 

The Members of the Public raised concerns of Mill Lane,, specifically on the water running from Jackson’s Field and the state of the road due to high HGV traffic.  They asked the Council to look at requesting speed and weight restrictions.  The Council has requested a Traffic Restriction Order previously and Cllr Bunney is dealing with the flooding and traffic issues 

 

1.  Apologies for Absence –  Cllr P Dawson, Cllr J Padley, and Cllr P Sexton

Resolved: That apologies be accepted from above members of the Council

 

2.  To receive declarations of interest in accordance with the 2011 Localism Act:- 

 

3.  Notes of last meeting on 17th January 2023, to be approved as minutes:-

  • Notes be signed as a true record.

 

4.  Chair and Council’s Comments:- 

  • Cllr Stamp commented on the appalling condition of the road on North Street after the School and towards Low Church Road – Clerk to report to highways
  • Cllr Pattison had been approached by parishioners asking for the roads to be cleared around the village as lots of leaves, mud, straw, etc on the roads which could block the drains – Clerk to request Road Sweeper from WLDC
  • Cllr Longmate commented on the amount of mud on the road next to the construction works on Gallamore lane – Clerk to write to the Contractor to pass on the comments
  • Cllr Pattison commented on the increase in dog mess especially on North Street – Council to consider putting up more signs and Clerk to send a write up to be published in the Community Spirit
  • Cllr Dennis comment on the litter especially on Gallamore Lane – Cllr Dennis to arrange a litter pick
  • Cllr Oxley had complaints on the smell of the wooden bus shelter on Gainsborough Road – Clerk to contact Dolphin to clean - proposed by Cllr Pattison and seconded by Cllr Oxley

 

5.  Reports from District and County Councillors:

WLDC Matters: 

  • Cllr Bunney stated that the mud on Gallamore Road has been reported previously  
  • Cllr Bunney stated that highways were looking at clearing the footpath from Middle Rasen to West Rasen and still looking at the footpath issues along Gallamore Road

 

LCC Matters:  

  • Cllr Bunney stated that LCC has put 7.5 million aside by LCC for works on roads and paths throughout the County

 

6.  Crime and Vandalism: - 

  • Letter of introduction received from Inspector Mike Head

 

7.  Clerks Report on Matters Outstanding:-

  • 2nd Letter sent to homeowner, West View, Low Church Road to cut back hedges
  • Church Hall informed of change of date of April Meeting and Hall booked
  • Streetlights Near North Farm and light No 14, Moor Road Reported – North Farm Fixed
  • Abandoned van on Manor Drive has been removed and destroyed

Planning application for change of use of agricultural building to workshop (class B2) – Planning Inspectorate Appeal raised 12th January 2023 – Refused 12/01/2023

 

145946 – Land off Gallamore Land, Market Rasen, (Local Plan Site Mr4)

Planning application to erect 71no. dwellings with associated car parking, gardens, roads, home-zones, pathways (foot and cycle) and public open space being variation of condition 12 of planning permission 141839 granted 21 November 2022 – minor amendments to house types and inclusion of new house type – No Comments

Planning application for a single storey timber cabin for holiday and residential use – Granted with conditions and time limits

 

145265 – Ingledene, Gallamore Lane, Middle Rasen, LN8 3UB

Planning application to alter and extend existing agricultural building and convertit to a residential dwelling being a variation of condition 3 of planning permission 143640 – alterations to overall design – Granted with conditions and time limits

11. Reports from meetings: 

 

Cllrs Stamp, Dennis and Pattison attending a meeting regarding the Emergency Plan and stated the village would need somewhere to store the emergency equipment.  It was agreed to use the shed in the burial ground which can be secured 

 

Cllr Pattison and Cllr Dennis attended a meeting where they provide information on which areas were likely to flood in the village and any snow clearance issues which could arise

 

 12. To Discuss Resolve Updates to Bank Mandate

Proposed by Cllr Stamp and seconded by Cllr Pattison

Resolved:  That the mandate be updated and sent to the bank to remove ex councillor and add new

 

 13. To Discuss and Resolve Appointment of Parish Councillor onto Board of Wilkinson Trust

 Proposed by Cllr Pattison and seconded by Cllr Oxley

Resolved:  That Cllr Dennis be appointed as a member of the Board of Trustees of the Wilkinson Trust

 

14. Items for next meeting

  • Hand in completed Election paperwork to the Clerk for delivery to WLDC
