Minutes of the Meeting of the Parish Council on 25/04/2023
Present:-
Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr A Longmate, Cllr P Dawson, Cllr J Padley, and Cllr P Sexton
Also Present: Mrs A Harrison (Clerk)
Visitors:- Cllr S Bunney (LCC & WLDC) and 2 members of the public
Chair opened the public forum
Two parishioners from Mill Lane came to thank the Parish Council and Cllr Bunney for their assistance in applying for the TRO for Mill Lane and other issues they have brought to the Parish Council. They are concerned with the potholes on the road which is due to the flood issue and heavy-duty traffic and still want to push the issues to LCC with the Parish Council’s help.
Chair opened the Parish Meeting
1. Apologies for Absence – Cllr J Oxley
Resolved: That apologies be accepted from above member of the Council
2. To receive declarations of interest in accordance with the 2011 Localism Act:-

3. Notes of last meeting on 21st March 2023, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Stamp discussed the upcoming vacancy on the Parish Council. Cllr Sexton has had interest from two parishioners – Clerk to place vacancy notice on webpage and noticeboards
- Cllr Stamp discussed using the shed in the church yard for holding the items from the emergency kit – to discuss at next meeting
- Cllr Dawson wanted to know if we received any CIL from Lancaster Approach – clerk to contact WLDC Community Infrastructure Levy Officer
- Cllr Dennis had been approached by parishioners around the parking outside the church on Gainsborough Road – to be discussed at item 15
5. Reports from District and County Councillors:
WLDC Matters:
- Cllr Bunney updated the Parish Council on RAF Scampton being used for refugees. WLDC feel there is not enough infrastructure, and the area should be developed as previously decided. They are fighting the decision
6. Crime and Vandalism: -
- Correspondence received from PC Emma Wilson explaining current changes to Neighbourhood Policing
- The issue with the homeless man knocking on doors begging for money was discussed and it was decided the Clerk should write to the Police Inspector with the parishioners concerns
7. Clerks Report on Matters Outstanding:-
- Parish Council comments on planning applications 146242 and 146322 passed to WLDC
- Election paperwork handed in at previous meeting was hand delivered to WLDC and processed
- Highways have been contacted regarding the unofficial layby on Lincoln Lane requesting it be converted back to a grass verge
- Letters sent to Sir Edward Leigh and Police Commissioner on behalf of the Parishioners around concerns of a homeless person knocking on doors in the village asking for money. Letter also sent to HR Bourn Ltd requesting they secure the buildings on North Street as it is believed this person is sleeping there

Proposed by Cllr Dawson and seconded by Cllr Dennis
Resolved: That the expenses be increased by £25.00 to £350.00
13. To Discuss and Resolve on Clark’s Expenses
Proposed by Cllr Stamp and seconded by Cllr Pattison
Resolved: That the expenses be increased by £25.00 to £225.00
14. To Discuss and Resolve the Purchase of a Bin for outside the Post Office on Gainsborough Road
Proposed by Cllr Dawson and seconded by Cllr Sexton
Resolved: That the Parish Council purchase a 112-litre bin from WLDC
15. To Discuss the Issue of Parking outside the Methodist Church on Gainsborough Road
Proposed by Cllr Dawson and seconded by Cllr Padley
Resolved: That the Clerk write to Cllr Bunney who will contact highways to request bollards be fitted at the kerb edge
16. To Discuss and Resolve Request for Funds from Middle Rasen Bowling Club
Proposed by Cllr Dawson and seconded by Cllr Pattison
Resolved: That the request for £300 be granted
