MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 21/03/2023

 

Present:- Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr J Oxley, Cllr A Longmate, Cllr P Dawson, Cllr J Padley, and Cllr P Sexton

Also Present:  Mrs A Harrison (Clerk)

Visitors:-  Cllr S Bunney (LCC & WLDC) and 2 members of the public

 

Chair opened the public forum at 7:10pm

 

The member of the public brought concerns on planning application 146242, specifically bungalow number 2 which will be directly behind their property.  They are concerned with drainage issues as water already comes off the land into a small dyke which can flood.   They also are concerned that the proposed garage back wall will be right up against the boundary fence which will cause issues with maintenance.  They also brought to the Councils’ attention paperwork showing the land could contain contamination which could be disturbed if the land is developed.  Council to discuss further at item 8 and send comments to Planning Department. 

 

Chair closed the public forum and opened the Parish Meeting at 7:35pm

 3.   Notes of last meeting on 21st February 2023, to be approved as minutes:-

  •  Notes be signed as a true record.

 

4.   Chair and Council’s Comments:- 

  • Cllr Stamp commented on the pothole works on Stockmoor Lane, the larger holes have been fixed but further works due.
  • Cllr Dennis organised a litter pick around the village and found Lincoln Lane dyke was full of rubbish which could not be removed by hand.  This has been reported and highways are clearing.  Over 20 bags of rubbish were collected from the litter pick.  Cllr Dawson suggested asking highways to remove the layby as it is not an official layby and there is a layby just up the road.  Clerk to write to highways to suggest turning the unofficial layby back to a grass verge and it was also suggested to ask WLDC if a bin was placed outside the Post Office in the village that they would empty it free of charge
  • Cllr Pattison mentioned that the street lamp on North Street has been repaired 
  • Cllr Pattison also commented that the sweeper had been around the village but that it would benefit from another sweep

 

5.   Reports from District and County Councillors:

WLDC Matters: 

  • Cllr Bunney did mention that the sweeper will be back with shovels to assist with backed up dirt
  • Cllr Bunney commented that various potholes have been fixed but still more work needed
  • Cllr Bunney discussed the speed survey for Gainsborough Road and suggested that the Council still push the issue with Lincolnshire Road Safety Partnership and the Neighbourhood Policing Team
  • The Scampton Ex RAF Camp mentioned as WLDC were looking at using the site and develop as a new village, but they will not be buying the land to develop if government uses it as a refugee centre 

                                   

LCC Matters:  

  • Cllr Bunney discussed the drainage issues in Middle Rasen which are been looked into including Mill Lane
  • Cllr Bunney is taking the issue of HGV Traffic on Mill Lane further as various lorries are using the Lane as a through road to Wragby and not just access traffic from the farms
  • LCC have put more money into the budget for road safety issues

7.   Clerks Report on Matters Outstanding:-

  • Green Dolphin contacted to clean the wooden bus shelter on Gainsborough Road after Cllr Bunney removed the various bottles stacked inside
  • Appalling condition of North Street from School to Low Church Road reported to Highways – work completed
  • WLDC contacted to send the road sweeper into the village to clean up the leaves, mud, straw, etc – completed 
  • Write up sent to Community Spirit around dog fouling in the village
  • Up-dated bank mandate sent to the bank
  • Clerk of Wilkinson Trust officially informed of the appointment of Cllr Dennis as Trustee
  • Streetlight number 14 on North Street fixed
  • Stockmoor Lane potholes, mud, loose chippings, and subsidence reported to highway and the work has now been completed

Planning application for removal of existing outbuilding and the erection of 2no. bungalows – Objections due to drainage issues and soil contamination in the area 

 

146188 – Ingledene, Gallamore Lane, Middle Rasen, LN8 3UB

Planning application for the change of use of 2no. silos and agricultural land to holiday accommodation, including alterations and extensions – no comments

 

146322 – Vine Cottage, Gainsborough Road, Middle Rasen, LN8 3JU

Outline planning application to erect 4no. dwellings, erection of replacement ancillary garage and formation of accesses – all matters reserved – Objections around concerns with drainage coming from fields behind, the density of the buildings and highway access including the repositioning of the bus stop

 

Planning Granted

 

145946 – Land off Gallamore Lane, Market Rasen

Planning application to erect 71no. dwellings with associated car parking, gardens, roads, home-zones, pathways (foot and cycle) and public open space being variation of condition 12 of planning permission 141839 granted 21 November 2022 - minor amendments to house types & inclusion of new house type – Granted with time limits and conditions

Resolved:  That the increment be implemented as of April 2023

Proposed by Cllr Dennis and seconded by Cllr Pattison

Resolved:  That the Clerk hand delivers all the completed forms to WLDC
