MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 18/07/2023

 

Present:-

Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr P Dawson, Cllr O’Connor, and Cllr J Padley 

 

Also Present:  Mrs A Harrison (Clerk)

 

Visitors:-  Cllr S Bunney (LCC & WLDC)

 

1.  Apologies for Absence – Cllr A Longmate, Cllr A Miller and Cllr P Sexton

Resolved: That apologies be accepted from above members of the Council

 

2.  To receive declarations of interest in accordance with the 2011 Localism Act:- 

 

3.  Notes of last meeting on 20th June 2023, to be approved as minutes:-

  • Notes be signed as a true record.

 

4.  Chair and Council’s Comments:- 

  • Cllr Stamp commented on the good work by highways repairing roads in the village
  • Cllr Dennis requested the Clerk request the capacity report from the sewage works under the freedom of information act
  • Cllr Dennis had been informed by a parishioner that a bin lorry, whilst travelling through the village, had rubbish flying out.  Cllr Dennis reported this issue to WLDC 
  • Cllr Dennis reported a large pothole at the end of Green Lane via Fix My Street 
  • Cllr Padley mentioned that the road resurfacing work was completed on Walesby Road, but Anglian Water are about to begin new work 
  • Cllr O’Conner informed the Council that the hedge at Ernie’s Garden needs cutting back.  Clerk to ask Lincolnshire Landscapes to cut back
  • Cllr Pattison stated that the tree in garden next to church is overhanging the driveway into the graveyard.  Clerk to write to homeowner to ask that the tree be cut back
  • Cllr Pattison commented that the tree at Willoughby House needs cutting back.  Clerk to write to landowner  
  • Cllr Pattison had been informed by a parishioner that the first streetlight on footpath from Dovecote to Church Street is not working.  Clerk to report to highways
  • Cllr Dennis reported that the streetlight near the stocks is not working.  Clerk to report to highways
  • Cllr Stamp gave the Council options for locks to secure the shed in the graveyard.  The council agreed on a lock and Cllr Stamp to organise purchase 
  • Cllr Dawson commented on a displaced kerb at the layby outside the Post Office.  Clerk to report to highway as this is a trip hazard 

 

5.  Reports from District and County Councillors:

WLDC Matters: 

  • Cllr Bunney informed the Council that Heath Court is now an adopted road
  • Cllr Bunney expressed that any ASB to be reported to the police.  He also gave a contact at WLDC who deals with Licensing and Community Safety
  • Cllr Bunney updated the Council on the Rave which caused various noise complaints.  The organiser, who had no licence, where unknown so landowner was informed that if it happens again the police would confiscate any equipment

LCC Matters:

  • Cllr Bunney informed the council that the bus stop requests for Gainsborough Road are being looked at 

 

6.  Crime and Vandalism

  • Cllr Bunney reported on children causing disruption in the church, throwing hymn books, riding electric scooters through gardens, etc
  • Cllr Dennis mentioned children going around the village asking for a mobility scooter
  • Cllr Padley reported an attempted break in on Walesby Road

 

7.  Clerk's Report on Matters Outstanding:-

  • Letter sent to Cllr Bunney to take to meeting with Highways Department to request the placing of two bus shelters and a pedestrian crossing on Gainsborough Road
  • Concerns around increase in traffic flow due to development of holiday lodges at Poplar Farm (Application 146812) passed to planning department 
  • The overgrown verges/hedges on Gainsborough Road up to the junction with Lincoln Road reported to highways – investigating
  • Thank you letter sent to A Gibson for his great work on the fencing in the church yard 
  • Email sent to WLDC CIL Officer to start appeal against lost CIL Funds from Lancaster Approach 
  • Letter sent to LCC Highways Department on the poor condition of the footpath running along Gainsborough Road, requesting a response as none received from previous requests
  • Expression of Interest Form completed to request funding for speed indication devises (SID) and two bus shelters

12.  To Discuss and Complete Updates to Bank Mandate

Proposed by Cllr Pattison and seconded by Cllr Stamp

Resolved:  That new mandate be signed and sent to bank 

 

13.  To Discuss and Resolve on Parish Maintenance Matters

Clerk issued a paper on works needed following the parish health and safety review with the Chair

Proposed by Cllr Dennis and seconded by Cllr O’Connor

Resolved:  That Clerk report all issues to responsible parties
