Minutes of the Meeting of the Parish Council on 20/06/2023

 

Present:-

Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr A Longmate, Cllr P Dawson, Cllr O’Connor, Cllr J Padley, Cllr P Sexton, Cllr A Miller

Chair opened the public forum

 

One member of the public discussed the lack of bus shelters on Gainsborough Road and also the lack of a pedestrian crossing.  The bus shelter issue is to be discussed by the Parish Council at item 14.  Cllr Bunney stated that the County Highways are responsible for putting in place any pedestrian crossings.  The Parish to put forward information on where the crossing is needed to Cllr Bunney to take to highways at a meeting on 10th July.

2.  To receive declarations of interest in accordance with the 2011 Localism Act:-

3.  Notes of last meeting on 16th May 2023, to be approved as minutes:-

  •  Notes be signed as a true record.

 

4.  Chair and Council’s Comments:- 

  • Cllr Stamp informed the Council that the grass verge from the Car Wash on Gainsborough Road to Lincoln Lane needs cutting back as it is obstructing visibility for vehicles at the junction when pulling onto Gainsborough Road.  Clerk to report this to LCC Highways Department. 
  • Cllr Stamp requested a letter of thanks be sent to A Gibson for his great work on the metal fencing in the churchyard, Clerk to send a letter on behalf of the Parish
  • Cllr Dawson has had parishioner complaints of littering near the Old Churchyard, Low Church Road.  Clerk and Chair to review best location on village walk round.
  • Cllr Dawson stated that the development of four houses at Vine Cottage, Gainsborough Road, was advertised for sale with planning permission only one week of being on agenda.
  • Cllr Miller brought to the Parish Councils attention the issue with parking outside Middle Rasen Primary School.  Cllr Bunney stated this is an enforcement issue.

 

5.  Reports from District and County Councillors:-

WLDC Matters: 

  • Cllr Bunney has had various queries around the potholes in the area and he is working with highways as an ongoing issue.
  • Cllr Bunney informed the council that grants are available via WLDC for community projects, i.e., bus shelters, SIDs. Clerk to look at applying for a grant to help with the purchase of the bus shelters and speed indication devices. 

 

LCC Matters:

  • A meeting is going to be being held with Lincolnshire County Council to discuss the various flooding issues in the area.
  • LCC are discussing using funds not used in other areas for highway maintenance. 
  • County are still working on solving speeding issues in urban areas.

 

6.  Crime and Vandalism: - 

  • Correspondence received from Inspector Head around changes to Neighbourhood Policing, meetings, and newsletters.
  • The Post Office break-in was brought to the attention of the Parish Council.

 

7.  Clerks Report on Matters Outstanding:-

  • WLDC contacted to order a 112ltr litter bin for outside the post office.  I have spoken to the owner and agreed a site for the bin.  We will need to have a concrete base in place before the fitting 
  • Dates for future meetings sent to all Councillors and the Treasurer of the Church Hall for bookings
  • The response from WLDC Planning officer regarding the non-payment of CIL for Lancaster Approach forwarded to Cllr Bunney for his thoughts on the matter – to put in an appeal Sexton and Dawson
  • Annual Governance and Accountability Forms sent to the External Auditor for 2022-23
  • Cassells Accountants have been informed we would like to use their services again next year
  • Pavement encroachments on North Street and Gallamore Lane reported to Highways - investigating

Planning application for the change of use of land for siting of caravans (lodges) – resubmission of 144599 – worries around the increase volume of traffic coming through the village to be passed back

Planning application for the change of use of 2no. silos and agricultural land to holiday accommodation, including alterations and extensions, amendments added to previous application – no comments

Resolved:  Not discussed as vacancy filled

 

13. To Discuss the Pavement Encroachment on Gainsborough Road including Weed Issues

Suggested chasing LCC as this matter has been reported on various occasions and been actioned to find out why this has not been actioned

Resolved:  That Clerk to report by letter to LCC asking for a response

 

14. To Discuss the Placing of Two Bus Shelters on Gainsborough Road off Wilkinson Drive and Opposite

Proposed by Cllr Sexton and seconded by Cllr Dennis

Resolved:  That Clerk contact first Cllr Bunney then Highways to request the placement of two bus shelters on Gainsborough Road

 

15. Discuss and resolve the appointment of New Treasurer for The Wilkinson Trust and Middle Rasen Community Fund

Proposed by Cllr Dawson and seconded by Cllr Padley

Resolved:  That Neil Hollingsworth be appointed a trustee and Treasurer of The Wilkinson Trust and Middle Rasen Community Fund as the Parish Council appointee

 

16. Discuss and resolve grant request from Middle Rasen Village Hall

Proposed by Cllr O’Connor and seconded by Cllr Dennis

Resolved:  That the Village Hall be granted £1500.00 for exterior fabric refurbishment from CIL funding

  • Discuss findings from village walk round
