MIDDLE RASEN PARISH COUNCIL

Minutes of the Meeting of the Parish Council on 15/08/2023

 

Present:-

Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr O’Connor, Cllr J Padley, Cllr A Longmate, Cllr A Miller and Cllr P Sexton

 

Also Present:  Mrs A Harrison (Clerk)

1.  Apologies for Absence – Cllr P Dawson

Resolved: That apologies be accepted from above member of the Council

 

2.  To receive declarations of interest in accordance with the 2011 Localism Act:-

5.  Chair and Council’s Comments:- 

  • Cllr Stamp commented that the coned off hole on Church Street has been there for two months.  This has been reported but Clerk to chase with highways
  • Cllr Stamp informed the council that the shed in the graveyard has been cleared and fitted with a new combination lock and will be available for use as of Thursday evening for the storage of the village emergency response kit
  • Cllr O’Connor requested the Clerk chase highways regarding cutting back the hedge near the Post Office on Gainsborough Road
  • Cllr Longmate has been approached by a parishioner querying the planning permission for the coffee shop who is worrying about the car and delivery vans blocking the road on Gallamore Lane – Cllr Bunney stated this was in Market Rasen’s area and gave the planning number for comments to be made
  • Cllr Pattison stated the first streetlight at the Dovecote end of the footpath to Church Street has not been fixed – Clerk to chase with highways

 

6.  Reports from District and County Councillors:

WLDC Matters: 

  • Cllr Bunney stated WLDC are currently looking at grant requests  

LCC Matters:

  • Cllr Bunney attended a meeting with Highways and discussed the following issues in the area:
    • Skinners Lane road surface issue is planned for 24-25
    • Manor Drive road surface is down to be fixed but is not yet planned  
    • Mill Lane needs further investigations.  They are concerned about the water pooling at the end of Mill Lane and freezing so hope to sort the issue before the cold weather comes
    • New pipework has been fitted in Walesby Road to prevent flooding 
    • The requests for speed limit and weight limit changes for Mill Lane has been passed to an officer at highways

 

 

7.  Crime and Vandalism

  • Clerk informed the Council that the Police Website had not been update with crime statists since June 2023 

 

8.  Clerks Report on Matters Outstanding:-

  • A request has been put through to Anglian Water to supply information on the sewage capacity for the village – reply expected by the end of August
  • Lincolnshire Landscapes contacted to cut back the hedges at Ernie’s Garden 
  • Letters sent to homeowners of Church View and Willoughby House to cut back trees – email reply from the homeowner of Church View received by the Clerk and shared with the Council – to report to Monitoring Officer at WLDC
  • Faulty streetlights near stocks and Dovecote footpath reported to highways - fixed
  • Displaced kerb at post office layby reported to highways - fixed
  • Updated mandate sent to the bank to renew signatories on Parish Council account 
  • All maintenance issues found on village walk round reported to relevant parties.  The majority have been or will be completed

Planning application to erect rear glazed orangery, install wrought iron victorian balconies, conversion of outbuildings into habitable space and boundary treatments including fence and walls – no comments

 

147024 – Land Off Gallamore Lane,Middle Rasen, LN8 3HZ

Planning application to erect 71no. dwellings with associated car parking, gardens, roads, home-zones, pathways (foot and cycle) and public open space being variation of conditions 12 and 15 of planning permission 145946 granted 14 February 2023 - minor amendments to house types, inclusion of new house type and a change in materials being variation of condition 2 of planning permission granted 17 July 2023 - amended construction plan to change working hours – no comments

Planning application for the change of use of 2no. silos and agricultural land to holiday accommodation, including alterations and extensions – granted with time limits and conditions

Proposed by Cllr O’Connor and seconded by Cllr Dennis

Resolved:  That policies be accepted as tabled

 

14. To Discuss and Resolve Winter Maintenance

Proposed by Cllr Miller  and seconded by Cllr O’Connor

Resolved:  That Contract for snow clearance (not gritting) to be awarded to Green Grass Contracting for winter Maintenance period 23-24

 

15. To Discuss and Review CIL Funding

The Clerk presented the Council with the current CIL funding balance sheet

Proposed by Cllr Stamp and seconded by Cllr Pattison

Resolved:  That the balance sheet in line with spends
