Minutes of the Meeting of the Parish Council on 17/11/20

 

Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr J Oxley, Mr M O’Connor, Mr P Dawson,

Mr A Longmate and Mrs G Dennis

Also Present: Mrs J Trotter (Clerk)

Visitors:- 1 Parishioner

 

The developer from the A631 “Lancaster Approach” site addressed the Council with regard to the appropriateness of the name of the site and outlined the rationale behind the proposed site name. The Council thanked the developer for the explanation and unanimously agreed that they would support the name “Lancaster Approach” for the new development.

 

1) Apologies for Absence:-

Cllr J Padley, Cllr T Smith, Cllr S Bunney and Cllr J McNeil.

Resolved: To accept apologies from Councillors listed above.

 

2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.

 

3) Notes of last meeting on 20th October 2020, to be approved as minutes:-

Resolved: Notes be signed as a true record.

 

4) Chair and Council’s Comments:-

• Cllr Stamp reported that Manor Drive has been swept.

• Cllr Stamp stated that potholes still require fixing.

• Cllr Dawson asked that the manhole covers on A631 be reported to be fixed.

• Cllr Dawson reported that the North Street road sign is on the bankside by the bridge and needs re-instating.

• Cllr Dawson reported that the agenda on Noticeboard on Wilkson Drive needs double pinning.

• Cllr Pattison reported that the dog waste bin at Heath Court has been removed in an incident and will need replacing.

Clerk to contact site foreman to ask that the bin is replaced.

• Cllr Dennis reported that the sign with attached dog waste bin at Dovecote is still in disrepair.

Clerk to contact Highways.

• Cllr Pattison reported that the Meadowfield entrance requires attention due to pot holes.

• Cllr Dawson reported a trip hazard following new concreting on footpath opposite Herondale.

• Cllr Dawson stated that the footpaths are all in disrepair.

• Cllr Dennis reported that there are a number of large pot holes in Naylors Drive, and at the entrance to Church Street.

• Cllr Dawson commented on both the state of the footpath and lack of drop kerbs on the new houses on Church Street.

Clerk to liaise with the development company.

• Cllr Dennis reported that a parishioner has cleaned the path and steps at Gods Acre of leaves.

Given the large number of highways issues reported it was agreed that the Clerk and Chair would conduct review of the areas highlighted.

Cllr Oxley left the meeting due to internet connection issues.

 

5) Reports from District and County Councillors:-

WLDC:

Cllr Bunney had sent apologies but asked the Clerk to relay any Council feedback with regard to the new development and the proposed discount store/coffee shop.

 

6) Crime and Vandalism: -

Cllr Stamp reported that there has been a spate of burglaries within the locality but not in the parish.

 

7) Clerks Report on Matters Outstanding:-

Highways officers contacted with regard to issues at Church Street Development

Website liaison meeting conducted with contractor

Liaison with Church Street Developers to outline issues to be raised in correspondence

 

8) Planning:-

141839 – Land off Gallamore Lane, Middle Rasen, Market Rasen, LN8 3HZ

Planning application to erect 80 no dwellings with associated car parking, gardens, roads, home-zones, pathways (foot and cycle) and public open space.

The Parish Council were in agreement that in principle the development is within the CLLP, however the proposed density of housing, and the lack of available infrastructure and services within the locality, along with the ongoing historic flooding issues, and sewage capacity is of great concern.

141780 - Land adj Rosslyn Church Street Middle Rasen LN8 3TR

Planning application for the erection of 1no. bungalow - Amended dwelling design submitted, alteration to the position of the dwelling within the plot and change to the parking arrangements

The Parish Council comments are as per the previously submitted comments to application no: 141780.

141921 - Land adj The Limes Hotel Gainsborough Road Market Rasen Lincolnshire LN8 3JW

Planning application for development of a dry leisure centre, together with external sports pitch being to vary conditions 6 & 15 of planning permission 138607 granted 7 February 2019 - amendments to drawings for drainage and landscaping

No comments to submit.

Consultation for discount foodstore/coffee stop

The Parish Council were in agreement that there are sufficient retail outlets in Market Rasen to sustain the current locality without further options required. The Council expressed reservations about the siting of a retail outlets so close to the proposed residential area, and there were further concerns raised about future flooding implications, noise and traffic pollution, and the Council further noted that this site has previously been given permission for residential housing.

Planning application for loft conversion consisting of the installation of 2no. dormer windows and single storey side and rear extension.

 

9) Correspondence:-

• E-mails from Parishioners with regard to horses in the cemetery

• LCC – Cllr Marfleet’s e-brief, COVID 19 funding information

• PCSO Team – Abandoned vehicle on Church Street

• E-mail regarding proposed development on Gallamore Lane

• E-mail from parishioner regarding Parish Council responsibility for play equipment

• E-mail response from School Land Developments

The Council noted in response:

• The footpath is fenced off every night for development security which impedes legal right of way to footpath.

• The maintenance of the grass between the footpath and the dyke was queried.

• It was noted that the black smoke from the bonfire could not have been due to wood and cardboard only.

• A discussion ensued about abdication of duty of the developer for the contractors installing the services for the development.

Clerk to contact Countryside Officer for definitive footpath position.

 

10) Finance and Accounts for Payment

Invoices:- Intellitech Services Limited £300.00

Lincolnshire Landscapes – Grass Cutting £570.00

Green Grass Contracting – Grass Cutting £ 60.00

Salaries £639.78

Resolved: All Invoices were passed for payment.

 

11) To discuss and resolve on quote for burial ground maintenance and tree works

Mr C Robinson – Pathway maintenance - £150.00.

Lincs Landscapes – Tree Works - £125.00.

Resolved: To accept quotes as submitted by Mr Robinson and Lincs Landscapes as above.

 

12) To discuss and resolve on Grass Cutting contractor for 21-23

The Council reviewed the quotes as presented.

Cllr G Dennis proposed and Cllr D Pattison seconded that

Resolved: Lincs Landscapes and Green Grass Contracting as quoted.

 

13) To review budget 2020 and discuss and resolve on proposed budget and estimate precept 21-22

Cllr Pattison and Cllr O’Connor proposed that the precept remains at current level.

Resolved: That estimate precept is to be submitted at £18,000.00.

 

14) To discuss and resolve on correspondence regarding car parking outside the school

The Council noted that cars parked outside school at drop off and pick up times are leaving engines idling which is an offence, and also causes harmful emissions.

Resolved: That the Clerk write to the Board to Governors to highlight this issue and ask that it be resolved.

 

15) To discuss and resolve bench fitting to Ernie’s Garden

The Clerk outlined the e-mail sent by the parishioner for Council information.

Resolved: That the parishioner’s request to place the bench at the corner of the junction and lay and fit the current bench in Ernie’s Garden be accepted. Parish Council contractor to make repairs to bench prior to fitting.

 

16) To discuss and resolve decisions as appropriate following Tree Survey (God’s Acre and Ernie’s Garden)

The Parish Council reviewed the quotes and it was proposed by Cllr Dawson and seconded by Cllr Stamp that the red and orange areas be undertaken are undertaken immediately, with green areas undertaken at a later date. Noted that there was an error in total costs which was rectified to Council at meeting.

Cllr Dawson declared an interest in respect of choice of contractor due to personal connection.

Cllr Pattison proposed P Appleyard Services, and Cllr O’Connor counter-proposed Hill Top Tree Services.

Resolved: Red and orange areas are undertaken (unanimous vote) and by a majority vote that Hill Top Tree Services be contracted at £650 + VAT to undertake these works as soon as possible.

 

17) To discuss and resolve on decisions for updating of new website

The Clerk reported that a revised quote of £240 per year had been submitted by Intellitech.

Resolved: That the quote from David Beer be accepted and that the Clerk thank Intellitech for services to date.

 

18) To discuss and resolve on lease for field tenancy

To be deferred to next meeting following information provided by the Chairman.
