Minutes of the Meeting of the Parish Council on 15/09/20
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr T Smith, Mr J Oxley, Mr M O’Connor,
Mr P Dawson and Mrs G Dennis
Also Present: Mrs J Trotter (Clerk)

1) Apologies for Absence:-
Cllr J Padley, Cllr Longmate and Cllr J McNeill
Resolved: To accept apologies from Councillors listed above.
2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3) Notes of last meeting on 18th August 2020, to be approved as minutes:-
Resolved: Notes be signed as a true record.
4) Chair and Council’s Comments:-
• Cllr Dennis reported that she had received a complaint regarding the lack of dropped kerbs at the end of The Orchards, but state that some are fitted further into The Orchards rather than at the end of the road.
• Cllr Dennis also reported the public footpath is to be re-instated by the developer in September.
• Cllr O’Connor had submitted a comment to report that the grit bin on North Street/Low Lane has been completed destroyed – Clerk to report to Highways.
• Cllr Dawson reported that drainage works have been undertaken on Low Church Road, and damage has been repaired. Therefore it is hoped that flooding issue is resolved.
• Cllr Pattison reported that the gulley on Church Street near bowling green is blocked – Clerk to report.
• Cllr Pattison reported that a parishioner had made a complaint about the grass cutting around the benches on Gainsborough Road. Clerk to contact landowners to request hedging be cut back.
5) Reports from District and County Councillors:-
WLDC:
Report on reply to Stockmoor Lane highways issue.
Heavy plant machinery is on site at Sports Centre to resolve drainage issues.
Electric vehicle charging points marked.
Speedwatch sites approved (in 30 and 40mph zones only) – and volunteers to be deployed shortly. Cllr Pattison confirmed availability on dates given.
Grit bin may be available at the Festival Hall if needed.
Cllr G McNeill has stepped down temporarily for personal reasons as Leader of the Council.
The Council agreed that the new sign (installed by contractor) at the Sports Centre is less than desirable. Cllr Bunney to submit Council’s comments to the WLDC.
A query regarding boundary fencing arrangements at the sports centre was answered.
Cllr O’Connor joined the meeting and Cllr Longmate confirmed apologies to Clerk at 7.47pm, which were accepted by the Council.
6) Crime: - No report submitted from PCSO Team.

10) Finance and Accounts for Payment
Income:- Burial Fees £100.00
Invoices:- Lincolnshire Landscapes – Grass Cutting £570.00
Green Grass Contracting – Grass Cutting £ 60.00

Resolved: All Invoices were passed for payment.
11) To discuss and resolve decisions as appropriate following Tree Survey (God’s Acre and Ernie’s Garden)
Clerk outlined reason for deferral to October meeting.
Resolved: To be deferred to October meeting
12) To discuss and resolve on burial regulations and fees
Clerk outlined required update to fees.
Proposed by Cllr D Pattison and seconded by Cllr Dennis.
Resolved: That current fees remain unchanged, however additional documentation charges of £10 for Exclusive Rights of Burial and £25 for transfer of Exclusive Rights of Burial be implemented.
13) To discuss and resolve on maintenance repairs of benches
Both benches to be raised by 125mm with tree pruning at Old Gallamore Lane site.
Quote received from Mr Robinson - £132.00.
Proposed by Cllr and Seconded by Cllr
Resolved: That contractor undertakes work to raise benches for £132.00. Clerk to seek quote from Lincolnshire Landscapes for tree branch management.
14) To discuss and resolve on support for pedestrian crossing in vicinity of the new sports centre on A631
Proposed by Cllr Dawson and Seconded by Cllr Pattison
Resolved: The Council agreed to support a pedestrian crossing in the vicinity of the new sports centre. Clerk to write to Market Rasen Town Clerk to confirm support for crossing.
15) To discuss and resolve on Council Policies:
a) Equal Opportunities -
Proposed by Cllr Dawson and Seconded by Cllr Dennis
Resolved: Policies to remain as previously adopted.
16) To discuss and resolve on update to bank mandate
Clerk reported that bank mandate requires updating to include all Councillors.
Proposed by Cllr Stamp and Seconded by Cllr Dennis
Resolved: That the bank update be updated and signed by all Councillors as currently elected.
