Minutes of the Meeting of the Parish Council on 21/4/20
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr J Oxley, Mr T Smith,
Mr M O’Connor, Mr P Dawson, and Mrs G Dennis
Also Present: Mrs J Trotter (Clerk)
Visitors:- Cllr S Bunney
Cllr Stamp opened the virtual meeting, welcomed Councillors and thanked them for embracing this new style of meeting during the “stay at home” lockdown phase. He thanked the Clerk for her work in organising the meeting for the Council.
1) Apologies for Absence:- Cllr J Padley, Cllrs J McNeill and Cllr L Strange
Resolved: To accept apologies from Councillors listed above.
2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3) Notes of last meeting on 17th March 2020, to be approved as minutes:-
Resolved: That the minutes be signed as a true record by the Chair.
4) Chair and Council’s Comments:-
• Cllr Stamp reported that potholes at end of Stockmoor Lane marked.
• Cllr Stamp reported that there is a new highways manager for the area.
• Cllr Dawson reported that the bridleway from Stockmoor Lane to Prospect Farm is dangerous to traverse. Noted that this is utilised via the land owner to move machinery. Clerk to contact Countryside Officer – Chris Miller.
• Cllr Dawson reported that parishioners have commented that there is nice footpath from Manor Drive to West Rasen.
Cllr J Oxley joined the meeting – 7.38pm.
5) Reports from District and County Councillors:-
WLDC Councillor Report:
• There have been no Council or Committee Meetings since lockdown at the beginning of March. Arrangements are now in place for them to start, using video conferencing. Planning Committee to meet virtually.
• WLDC have been very proactive in allocating grants to small businesses. A number of grants have yet to be paid either because individual businesses have not yet applied for them or because there are issues with the paperwork. If any Councillor is aware of any firm who is having difficulty receiving their grant please refer them to myself.
• A number of complaints have been made about work continuing on the sports centre, with regard to social distancing issues both on site and when utilising local shops. The contractor has been contacted and adequate responses have been given. The situation continues to be closely monitored.
• Other complaints in the locality have been investigated and resolved.
• Re-opening of waste recycling sites conversations are being undertaken.
• The circus big top has been erected for practice – noted that the lights are on at night.

Permission Granted:
140602 – Land off Gallamore Lane
Outline planning application to erect 1no dwelling with attached garage – all matters reserved

• Q4 reconciliation presented.
Resolved: All Invoices were passed for payment, CIL Report for 2019-20 and Quarter 4 reconciliation approved.
11) To discuss and resolve on further contract for pest control at burial ground
The Council had reviewed the short report from Clerk with options for consideration.
It was proposed by Cllr D Pattison, seconded by Cllr M O’Connor and
Resolved: To accept 12 month quote Mr Thompson for £250.00.
12) To discuss and resolve on correspondence to LCC regarding closure of recycling site
Cllr Bunney confirmed that the sites had been closed in relation to the COVID19 pandemic as a national decision. County Councillors are now considering this option. Clerk to also copy in WLDC Officer. It was agreed that it is an essential journey, and is impacting on fly tipping and mental health.

13) To discuss and resolve on renewal of annual insurance policy
Paper provided.
It was proposed by Cllr P Dawson, seconded by Cllr D Pattison and
Resolved: To stay with current insurance provider – Zurich and proceed with further 3 year contract - £373.92
14) To discuss and resolve on funding for LIVES during COVID19 pandemic
Information had been provided to Council.
It was proposed by Cllr P Dawson, seconded by Cllr M Stamp and
Resolved: £250 to be paid to LIVES fund
15) To discuss and resolve on forward dates 20-21
Forward dates sheet had been provided for consideration.
Resolved: To accept forward dates as presented.
16) To discuss and resolve on Parish Council’s COVID Contingency Planning & Policy
Papers were presented for Council consideration.
It was proposed by Cllr P Dawson, seconded by Cllr M O’Connor and
Resolved: To continue to meet remotely and accept and approve the addendum to the standing orders.
17) Items for next meeting
Annual Meeting of Parish Council items.
The chair thanked the Councillors and Clerk for their efforts.
There being no other business the meeting closed at 8.14pm.
