Minutes of the Meeting of the Parish Council on 11/02/20

 

Present:- Mr M Stamp (Chairman), Mr D Pattison, Mrs G Dennis, Mrs J Ranby, Mr P Dawson,

Mr M O’Connor, Mr T Smith and Mr J Oxley

Also Present: Mrs J Trotter (Clerk)

Visitors:- 2 members of the public and Cllr S Bunney

 

A member of the public addressed the Council regarding the flooding on Caistor Road and correspondence with MP Sir Edward Leigh. It was noted that Cllr Strange had been very helpful with regard to sourcing supplies to stop flooding into the properties on Caistor Road. The Council viewed a short video showing the parishioner’s garden under significant water (8” near the property), and a brief discussion ensued with regard to the re-grading of the flood risk by the Environment Agency.

The parishioner asked if the Parish Council would be able to help with ascertaining the ownership of the land at the back of the properties at the back of Caistor Road, where planning permission has been granted. Cllr Bunney commented that he is currently working on ascertaining the name of the owners of the land, and stated that WLDC are of the opinion that the responsibility falls to the current landowner, until the developer starts building, at which point WLDC can enforce any flooding alleviation measures.

Cllr Bunney will liaise with the parishioner as to the ownership of the land. Cllr Bunney confirmed that the Environment Agency will be in attendance at WLDC to answer queries of the District Councillors.

The parishioner confirmed in answer to queries that the water has receded to a manageable level at present, but that the garden has been underwater since September 2019.

 

The members of the public left the meeting at 7.42pm.

3) Notes of last meeting on 21st January 2020, to be approved as minutes:-

4) Chair and Council’s Comments:-

• Cllr Stamp reported that the concrete reported prior to Christmas in the river has not been removed, and is drifting into the river, and may cause an issue in the near future. It was reported that contractors attended the site to remove a willow tree but no action was taken with regard to the concrete block. Clerk to contact EA.

The Council discussed the course of the river and the ramifications of lack of maintenance.

• Cllr Stamp reported that there are a number of potholes on Stockmoor Lane due to the ongoing water leak opposite the farm yard.

• Cllr Pattison has conversed with parishioner who had made representations to the Parish Council. He reported that there was a substantial lake of water outside the property on Sunday afternoon. The parishioner also commented that the property next door remains unsold due to the flooding issue.

It was noted by the Council that the parishioner has reported this issue continually to LCC, and a discussion ensued with regard to when the 90 day work order limit would expire. Concerns were raised as to whether the works order would be serviced by the outgoing contractor. The Chair has discussed this matter with the LCC Councillor. The Council discussed the problem with the flooding, and it was agreed that jetting would help alleviate the issue in the first instance, until a new pipe can be fitted. The Council were of the opinion that the clerk should ask Highways to arrange for a gully tanker to attend the site as soon as possible, and then regularly until a long-term solution is found.

 

5) Reports from District and County Councillors:-

WLDC:

• Cllr Bunney reported that he is supporting parishioners with planning and flooding issues.

• A46 road works planned for new roundabout at Dunholme which will affect parishioners travelling to Lincoln.

• Cllr Bunney visited the new Sports Centre, which although behind schedule, is making good progress and will be open in June 2020.

 

6) Crime and Vandalism:- None.

 

7) Clerks Report on Matters Outstanding:-

Highways matters reported in conjunction with Cllr Strange

Precept Form submitted

Noted that reported streetlights have not been fixed.

Clerk to send the link to fix my streetlight to all Councillors to get the correct lights identified.

 

8) Planning:-

140412 – Building adj Mount Pleasant, South Lane, Middle Rasen, LN8 3LG

Planning application for change of use of existing agricultural building to mechanical workshop and trailer repair area and associated car parking – Amended Plan Received – no objections.

 

9) Correspondence:-

Planning Inspectorate – DMMO Interim Decision

WLDC – Parish Council Charter

Correspondence regarding flooding from parishioner including letter from Sir Edward Leigh

 

10) Finance and Accounts for Payment

Income:-

Burial Fees £200.00

Resolved: All Invoices were passed for payment.

 

11) Reports from Meetings

Cllr Pattison attended the Police meeting with other local Councillors and PCSO Evans. He reported that the new sector Inspector intends to re-introduce the neighbourhood policing scheme. The new operational Inspector is introducing telephone and camera conferences between Gainsborough and Market Rasen Officers. Several drug spots identified in Market Rasen. Speeding continues to be a perennial problem. It was noted that Market Rasen have identified volunteers to undertake the speed watch programme – which was discussed briefly for information.

 

12) Discussion with regard to acceptance of bench for Ernie’s Garden

Mr Appleyard would like to donate a bench in memory of his father, which will have an engraved brass plate remembering both the deceased and Ernie.

Resolved: Council agreed to accept the donation of bench for Ernie’s Garden.

 

13) Discuss and resolve on spending of CIL Grant - £86.22

To be utilised for payment of spring planters.

It was proposed by Cllr P Dawson, seconded by Cllr J Oxley and

Resolved: That the funds be utilised for payment of planting of spring planters.

 

14) Discuss and resolve on actions following correspondence from parishioner regarding flooding

Council took into account discussion under Item 4. The Council discussed the location of the pipe and the outlet, and the necessity to undertake a short-term fix until a longer-term solution can be found. The flooding is now the full width of the carriageway.

Cllr Stamp reported that Cllr Strange contacted him regarding the flooding on Stockmoor Lane, and the Council had sight of the correspondence from LCC. The Council were of the opinion that any meeting should be facilitated by the Highways Department.

Resolved: That the Clerk write to Highways to demand that the jetter attends to clean the gully in the short term, prior to a long-term solution being found.
