Middle Rasen Parish Council

Minutes of the Meeting of the Parish Council on 16/06/20

 

Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr T Smith, Mr J Oxley, Mr P Dawson and Mrs G Dennis

Also Present: Mrs J Trotter (Clerk)

Visitors:- Cllr S Bunney and 1 Member of the Public

The member of the public thanked the Council for the option of joining the meeting and asked if the public forum is well attended. A discussion ensued with regard to the promotion of the meeting within the community to encourage participation.

The member of the public left the meeting at 7.30pm.

 

1) Apologies for Absence:-

Cllr J Padley, Cllr O’Connor and Cllr J McNeill.

Resolved: To accept apologies from Councillors listed above.

 

2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.

 

3) Notes of last meeting on 19th May 2020, to be approved as minutes:-

Resolved: Notes be signed as a true record.

 

4) Chair and Council’s Comments:-

The Chair informed the Council that he had received Cllr Jane Ranby’s letter of resignation, and the Council agreed that Cllr Ranby had been an asset to the Council during her tenure.

The Chair thanked Cllr Dennis for sending cards to Cllr Ranby and to the family of Cllr L Strange.

The Chair formally announced the passing of Cllr Lewis Strange, and all Councillors agreed that he had worked tirelessly for the Parish and always achieved an agreed goal and cited projects such as the recycling site and the flooding scheme.

The Chair asked the Councillors and attendees of the meeting to observe a minutes silence for Cllr Strange.

 

5) Reports from District and County Councillors:-

WLDC:

Cllr S Bunney reported:

• The recycling site is opened for limited waste – no news as to full opening as yet.

• Cllr G McNeill to talk to Cllr Hill to review which LCC Cllr will be covering the parish.

• Sports Centre – an update was given on costings, expenditure, site readiness, management company, and answered Councillor queries with regard to facilities. No formal opening date has been agreed but it is likely that it will be held either in the Autumn or early next year.

• Monies for signage for COVID19 for parishes, for shops and pavements available via WLDC.

• Budget consultation referred to.

• WLDC Council meetings were postponed in April and May and all Council meetings are now being run on TEAMS.

 

6) Crime: - No report submitted from PCSO Team.

 

7) Clerks Report on Matters Outstanding:-

All matters raised with Local and District Authority Officers as per previous meeting minutes.

External Audit paperwork submitted to Auditor and displayed as per transparency regulations.

VAT claimed.

 

8) Planning:-

141097 - Land adjacent to Clare Lodge, Gallamore Lane, Middle Rasen, Market Rasen, LN8 3HZ

Planning application for conversion of former stable block into 1no. dwelling. No objections.

141082 - Land Off Gainsborough Road, Middle Rasen, LN8 3JX

Planning application to erect 5no. dwellings, with garages, access drive and associated landscaping and boundary treatments being variation of condition 8 of planning permission 132946 granted 12 January 2017 - approved drawings. The Council have no further comments.

141103 - Building adj Mount Pleasant, South Lane, Middle Rasen, Market Rasen, LN8 3LG

Planning application for change of use of existing agricultural building to commercial building housing trailer repair business - resubmission of 140412. No objections.

APP/N2535/W/20/3251778 - Land North of Old Gallamore Lane, Middle Rasen, Market Rasen, LN8 3US

Outline planning application for the erection of 2no. dwellings with all matters reserved - 140658

The Council were in agreement that the case submitted to the planning inspectorate was very thorough, and no further comments other than those previously submitted were required.

Permission Granted:

1139649 – North Moor Farm, Caistor Road, Middle Rasen

Planning application to remove farrowing house, nursery building and dutch barn and erect 4no. pig finishing houses, a lairage, 2no. nursery accommodation buildings, 2no. slurry stores, 7no. feed bins, electricity substation and farm track to adjoin the A1103.

10) Finance and Accounts for Payment

Invoices:- Lincolnshire Landscapes – Grass Cutting £570.00

Green Grass Contracting – Grass Cutting £ 60.00

LALC – Zoom Payment £ 78.40

Salaries £735.47

Resolved: All Invoices were passed for payment.

 

11) Discuss and resolve on joining Speed Watch Scheme

A discussion ensued with regard to the costs of the scheme, and the idea of sharing the costs with other parishes was muted. It was recognised that speeding in the parish is an issue.

Cllr Bunney reported to the Council that Market Rasen Town Council would be happy to share equipment, and that the notice in the Market Rasen mail had attracted a number of Middle Rasen parishioners to join the scheme. A discussion ensued that the 40mph stretch of road between Market and Middle Rasen is an area of concern.

Resolved: The Parish Council resolved on joining the Speed Watch Scheme via a “Rasens” scheme. The Clerk to put an article in the Community Spirit to encourage volunteers to be part of the scheme.

 

12) Discuss and resolve on request from British Red Cross Grant Funding of £500.00

Cllr Dennis suggested that grant funding be set at a standard amount to ensure parity across charities.

Cllr Pattison muted concerns regarding the low levels of charitable donations during COVID 19 which is affecting all local and national charities and the ramifications on the services given lack of funding.

The Chair asked that the Council to give consideration to the further grant funding request to be considered and after discussion (including consultation with the Clerk regarding budget) it was proposed that both requests receive £500.00.

Resolved: That grant funding of £500.00 is paid to the charity.

 

13) Discuss and resolve on request from Marie Curie for Grant Funding

Resolved: That grant funding of £500.00 is paid to the charity.

 

14) Discuss and resolve on naming request for new Development on Church Street

Cllr Dawson report that he had spoken with family members and that options to consider were either Heath Court or Heath Close.

Resolved: The Council resolved to put forward “Heath Court”.

 

15) Discuss and resolve on naming request for new Development off Gainsborough Road

The Council discussed the suggested name “Lancaster Approach”. The Council were not aware of a link to the proposed name to the site. After lengthy discussion with regard to the heritage of the site – “Rother Café”, it was agreed that the Clerk would contact the developer to outline the Council’s concerns with regard to the proposed name (being too similar to that of Lancaster Drive), and ask that they reconsider the name and ask them to consider including some reference to “Rother” in line with the previous heritage of the site “Rother Café”.

Resolved: Clerk to contact the developer in line with submitting an alternative suggestion which ties into the heritage of the site in line considerations raised by the Council.

 

16) Consideration to dog fouling in the parish

Cllr Pattison reported that dog fouling in the parish is more prevalent in certain areas, and dog owners are not always being responsible and clearing up after their pets. The Council noted that due to the COVID 19 pandemic more parishioners are walking and utilising walkways in the parish, and therefore dog owners should not only clean up after their pets but ensure that any deposits are placed in the appropriate waste bins. There is also a concern with regard to dog fouling in the burial ground.

Resolved: The Council resolved that the Clerk put a further notice in the Community Spirit, and that spare notices are erected as appropriate including burial ground gates.

The last item for discussion at the next meeting prompted a discussion with regard areas of particular concern.
