MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 15/12/20

 

Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr T Smith, Mr J Oxley, Mr M O’Connor, Mr P Dawson, Cllr A Longmate and Mrs G Dennis 

Also Present:  Mrs J Trotter (Clerk)

Visitors:-   Cllr S Bunney (WLDC) and Cllr I Fleetwood (LCC)

 

1. Apologies for Absence:-  Cllr J Padley and Cllr J McNeil.

Resolved:  To accept apologies from Councillors listed above.

2. To receive declarations of interest in accordance with the 2011 Localism Act:- None.

3. Notes of last meeting on 17th November 2020, to be approved as minutes:- Notes be signed as a true record. 

4. Chair and Council’s Comments:- 

Cllr Stamp reported that the concrete block is to be removed by Anglian by the weekend.

Cllr Stamp reported that there is an ongoing issue with potholes on Stockmoor Lane and around the parish.

Cllr Dawson reported the water hydrant on Mill Lane is overgrown and surrounded by hedging which requires cutting back.  (Clerk to contact Anglian Water.)

Cllr Dennis reported that she had repaired a piece of fence at end of Naylors Drive by river.

Cllr Dennis reported that there was a significant amount of water running into the river from the road pipe on Church Street.

Cllr Oxley: A complaint has been received from residents at Chapel Close regarding the erection of a 6ft fence by the developers at Church Street site, which is blocking light into their garden.  (Clerk to contact enforcement officer.)

5.  Reports from District and County Councillors:- 

WLDC:

Cllr Bunney reported on WLDC matters as follows: 

  • Council meetings undertaken virtually.
  • Drainage issues chased up to stop flooding given that water table is currently high in locality.
  • Planning update on new retail store.
  • Consultation on climate and sustainability.
  • Working with schools to provide Christmas boxes etc for children/residents.
  • Leisure Centre hedging to be staked in near future.
  • Pigeon issue in Market Rasen is in hand.

 

Cllr Pattison thanked Cllr Bunney for his assistance with the abandoned car.

LCC:

Cllr Fleetwood introduced himself to the Council and explained his varying roles and offered to assist the Council in his capacity as the designated Lincolnshire County Councillor.

Cllr Longmate joined the meeting – 7.45pm.  Cllr Longmate apologised for his late arrival and stated that he had issues accessing the virtual meeting.

 

6. Crime and Vandalism: - None in parish.

 

7.  Clerks Report on Matters Outstanding:-

Livestock owner written to with receipt of letter acknowledged.

H&S walk around with Chair conducted.

Highways issues reported and meeting with Highways Officer conducted.

Conversation with developer of Church Street development undertaken.  New dog waste bin fitted and confirmation that drop kerbs to be fitted in due course.

Liaison with Countryside Officer regarding footpath issues including burial ground.

Contractors for burial ground contacted

Grass Cutting contractors confirmed

Tree works contractor confirmed and works undertaken 

Tree branch removal undertaken at Old Gallamore Lane

Memorial bench fitting underway

Estimate precept submitted and acknowledged

New LCC accessible website in use with further works to ensure that all records are available.

 

8.  Planning:-

142011 Poultry House 1 - Ingledene, Gallamore Lane, Middle Rasen, Market Rasen, LN8 3UB

Prior approval for proposed change of use from agricultural building to 1no. dwellings.  No comments.

Applications Granted:

141734 Hartsholme, Gainsborough Road, Middle Rasen, LN8 3JS

Planning application for first floor extension including rendering to new and existing side and rear extensions.

141783 – White House, Gainsborough Road, Middle Rasen, LN8 3JU

Planning application for single and two storey extension

Applications Withdrawn:

141780 - Land adj Rosslyn Church Street Middle Rasen LN8 3TR

Planning application for the erection of 1no. bungalow

 

9. Correspondence:

  • Livestock owner e-mail confirming receipt of Parish Council letter and confirming that fencing had been re-instated.
  • LALC – E-news, NALC consultation on standards (2) 
  • WLDC – WLDC Climate Strategy - Phase 2 Consultation
  • LCC – Cllr Marfleet’s e-briefs
  • Confirmation from Appleyard Family that bench maintenance will be undertaken by family for memorial bench on Low Church Road.
  • Grass Cutting Contract confirmation received from Green Grass
  • E-mail from Morbaine regarding consultation response
  • E-mail request for grant funding from East Lindsey CAB
  • Confirmation of payment from ICO
  • Request for survey re COVID 19
  • Census Webinar information for Parish Councils

The Chairman thanked the Clerk for her hard work over the course of the year.

 

10. Finance and Accounts for Payment

Income:- Burial Fees                                                               £75.00

Invoices:-   Lincolnshire Landscapes – Grass Cutting            £595.00

                  Green Grass Contracting – Grass Cutting            £60.00

                  Hill Top Tree Services                                           £780.00

                  Salaries                                                                 £458.53

Resolved: All Invoices were passed for payment.

11. To retrospectively resolve emergency spending on gate for burial ground - £620.56 + VAT

The Chair reported on the situation with livestock in the burial ground – no damage was sustained to the grave stones.  A short discussion ensued with regard to the fencing of the stock and the sharing of the costs of the livestock owner.

Cllr Stamp proposed and Cllr Smith seconded 

Resolved:  AC Gibson quote – 620.56 + VAT.  Clerk to write to livestock owner to ask for half the costs of the erection of the gate.

 

12.  To discuss and resolve on lease for field tenancy. 

The Chair reported that this is unresolved to date.  

Resolved:  To be deferred to future meeting, with consideration to April letting.

 

13. To discuss and resolve on update to Standing Orders 

Resolved: That Standing Orders be updated as presented by Clerk.

The Chair thanked all the Councillors for their attendance and hard work over the year, and a Happy Christmas and New Year 2021.
