Middle Rasen Parish Council
Minutes of the Meeting of the Parish Council on 17/03/20
Present:- Mr D Pattison (Chair), Mrs G Dennis, Mr P Dawson, Mr T Smith and Mr J Oxley
Also Present: Mrs J Trotter (Clerk)
Visitors:- None.
1) Apologies for Absence:- Cllrs Ranby, Stamp, O’Connor, Padley, and Cllrs Strange, McNeill & Bunney
It was proposed by Cllr Pattison, seconded by Cllr T Smith and
Resolved: To accept apologies from Councillors as listed.
The meeting was chaired by Cllr Pattison, following receipt of apologies from the Chair, and it was noted that these are unprecedent times given the rapid spread of COVID19.
2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3) Notes of last meeting on 11th February 2020, to be approved as minutes:-
The minutes were signed as a true record.

Resolved: To accept the minutes as a true record.
4) Chair and Council’s Comments:-
Cllr Dennis reported that an accident on North Street had occurred due to excessive car parking along the street. Cllr Pattison commented on the amount of traffic parked at the end of the school day when he was out in the parish today. This prompted a discussion regarding the lack of footway from The Brambles to the Village, which should include a cycle path and footway, which exacerbates the parking issue.
Clerk to contact school.
Cllr Dennis reported that a litter pick had taken place recently, and reported fly tipping on Sand Lane to WLDC who have removed the rubbish.
5) Reports from District and County Councillors:- None in attendance.
6) Crime and Vandalism:- No officers in attendance.
7) Clerks Report on Matters Outstanding:-
All correspondence from February 2020 meeting undertaken.
8) Planning:-
139649 - North Moor Farm Caistor Road Middle Rasen Market Rasen LN8 3JF
Planning application to remove farrowing house, nursery building and dutch barn and erect 4no. pig finishing houses, a lairage, 2no. nursery accommodation buildings, 2no. slurry stores, 8no. feed bins, electricity substation and farm track to adjoin the A1103.
No further comments to those already submitted.
140607 - Land adjacent Wilbrook Mill Lane Middle Rasen LN8 3LE
Outline planning application to erect 2no. dwellings - all matters reserved
The Parish Council object to this application due to drainage, highways access and safety concerns.
140658 - Land North of Old Gallamore Lane Middle Rasen Market Rasen LN8 3US
Outline planning application for the erection of 2no. dwellings. No objections.
140758 - Woodlands Cottage Walesby Road Market Rasen Lincolnshire LN8 3EY
Planning application for two storey and single storey rear extensions. No objections.
140757 - Land Off Gainsborough Road Middle Rasen LN8 3JX
Planning application to erect 6no. dwellings, with garages, access drive, associated landscaping and boundary treatments - amendment to previously approved scheme 132946.
The Parish Council noted that they had objected to 132946 and that their objections still stood, but they included that all the houses are of an executive style and may not be affordable for local workforce. Furthermore, they noted that the original permission was for 5 dwellings.
Cllr Smith arrived at the meeting – 7.57pm.
The Council resolved that decisions regarding planning will be taken via e-mail in light of possible postponement of future meetings due to coronavirus.

10) Finance and Accounts for Payment
Income:- Burial Payment £200.00
Invoices:- Middle Rasen PCC - Hall Hire £ 93.00
Salaries £714.90
LALC – Annual Sub £437.85
Resolved: All Invoices were passed for payment.
The Council was informed that a new telephone banking form be signed in order for the Clerk to complete a regulatory cheque.
The Council further resolved that submitted invoices and accounts for payments would be agreed in these exceptional circumstances given that future meetings may postponed, via liaison between the Clerk, Chair and Vice Chair.
11) Reports from Meetings
The Clerk reported on a meeting with LCC for the new Parish Website.
It was proposed by Cllr P Dawson, seconded by Cllr Dennis and
Resolved: That the clerk may seek outside ICT support for the upgrade of the website to alleviate workload.
12) Discuss and resolve on response to Parish Charter Survey
Resolved: That the responses given on the online survey by the Council be accepted as a true record.
13) Flooding Update
The Clerk reported as follows:
Low Church Road – confirmation that jetter attended the site on 11th and 12th March to jet drain and carry out investigative works. If remedial works can be undertaken on site – this will be done otherwise a report will be returned to the Asset Team. The road has been marked and the gully tanker attended today. It is hoped that once the new contractor is in situ that remedial works will be undertaken in a more timely manner.
Stockmoor Lane – confirmation that Highways Officers have confirmed that they are in contact with Landowner following Council correspondence and an outcome of the meeting will be forwarded to Clerk after meeting has taken place.
14) To discuss and resolve on outstanding Highways Matters
North Street Footpath
Clerk confirmed that a parishioner fell between the church and dwelling due to the camber of the path and disintegration of the surface.
This prompted a discussion with regard to the general width and surface issues of the footpaths in the village, and it was agreed that it is easier to walk on the road than the paths. Encroachment of hedges also exacerbates the issue. The Council were in agreement that there is a lack of funding in the Highways Department to resolve these issues.
It was noted that the Highways Department are more optimistic about the completion of works with the new contractor Balfour Beatty.
Streetlighting Issues
It is noted that there are multiple lights that need attention and that parishioners should utilise the LCC Report an Issue on the LCC website, and contact the clerk with the number of the light so that these can be reported.
Potholes
Church Street – at bend near stocks.
North Street/Low Church Road junction near Ernie’s Garden
North Street to School entrance – road is deteriorating due to standing water
Wilkinson Drive entrance
Walesby Road – 2 potholes and sunken surface
Top Road - Osgodby
Gainsborough Road
2 Loose drain covers which are causing noise distress to householders.
Resolved: That clerk would contact Highways Department to report all matters.
15) Items for next meeting
It was resolved that the Clerk would update Councillors on matters pertaining to Council business via e-mail in the event that future meetings are suspended due to the extenuating circumstances and government directives.
It was further noted by the Council that it is anticipated that the Annual Parish Meeting would be postponed from the agreed April date, due to likely Government meeting restrictions due to COVID19 outbreak.
There being no other business the meeting closed at 8.55pm.
