Minutes of the Meeting of the Parish Council on 15/8/20
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr A Longmate, Mr T Smith, Mr J Oxley,
Mr M O’Connor, Mr P Dawson and Mrs G Dennis
Also Present: Mrs J Trotter (Clerk)
Visitors:- Cllr S Bunney and Ms H Silvester (Quickline)
Ms Silvester gave a presentation to the Council on the new Quickline Broadband “ultrafast” service.
Ms Silvester left the meeting at 7.33pm.
The Chair opened the meeting, and welcomed Cllr Longmate.
1) Apologies for Absence:-
Cllr J Padley and Cllr J McNeill
Resolved: To accept apologies from Councillors listed above.
2) To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3) Notes of last meeting on 21st July 2020, to be approved as minutes:-
Resolved: Notes be signed as a true record.
4) Chair and Council’s Comments:-
- Chair noted that hedges still need trimming due to the time of year.
- Chair has trimmed Ernie’s Garden hedge.
- Cllr Oxley reported on complaints relating to the Rosselyn building site, and matters relating to the closure of the footpath were discussed, and storage of building materials at the back of the site.
- Cllr Oxley stated that he had been informed that WLDC planning department had given prior informal permission for 27 houses prior to the current approval for the development of 7 houses.
- Cllr Pattison commented that there had been some positive feedback with regard to the current development, however the WLDC should look into the planning situation.
Cllr Bunney explained the situation with regard informal discussions between developers and planning officers and how the Parish Council can ask for call in to planning committee approval. Discussions ensued with regard to pre-application planning application information and previous allowed decision, size of the field, flooding issues, access to other sites, housing allocation of Middle Rasen in CLLP, the new Government directive for building, and consideration of planning statement or neighbourhood plan.
- Cllr Dennis reported that the bench at the end of Old Gallamore Lane be raised in order to be utilised. Clerk to contact the contractor to get a quote to raise benches (end of old/new GL and re-site and Low Church Road junction.)
5) Reports from District and County Councillors:-
WLDC:
Cllr Bunney reported that the district had been quiet during August.
The speedwatch meeting progressed last week. Training of any further volunteers can be dealt with on an ad hoc basis. The registration with the police for appropriate sites to be submitted in the next month. Cllr Pattison stated that the training is not onerous.
The heavy rains on 17/8/20 flooded several parts of Market Rasen, and no specific areas were identified in Middle Rasen. Cllr Bunney will further report the block of concrete in the River Rase.
There has been a request to put a zebra crossing on the A631 to ensure safe pedestrian travel to the new sports centre.
6) Crime: - No report submitted from PCSO Team.
7) Clerks Report on Matters Outstanding:- As per submitted report.

The Clerk reported that a cheque had been cancelled and re-issued due to error in July.
Resolved: All Invoices were passed for payment.
11) To discuss and resolve repair costs of 2 benches at Village Hall
Proposed by Cllr O’Connor and Seconded by Cllr Pattison.
Resolved: Benches be repaired by Mr Robinson at cost of £190.00.
12) To discuss and resolve decisions as appropriate following Tree Survey (God’s Acre)
Clerk reported that surveyor will also review trees in Ernie’s Garden within confirmed fee of £400.00. Deferred to September 2020 meeting due to workload of Tree Surveyor.
13) To discuss and resolve on winter maintenance contracting arrangements
Proposed by Cllr Dawson and seconded by Cllr Stamp.
Resolved: Winter maintenance contract to be awarded to Green Grass Contracting at £30ph.
14) To discuss and resolve on costs for new website document transfer
Clerk outlined requirements to meet accessibility requirements on new website. Proposed by Cllr Dawson and Seconded by Cllr O’Connor.
Resolved: To contract Intellitech Services Ltd to complete contract in line with quote of £250.00
15) To discuss and resolve on Grant Funding Application from Methodist Church - £500.00
The Council reviewed their legal powers.
Resolved: That funding could not be granted. Clerk was asked to inform applicant.
16) To discuss and resolve on Council Policies:
a) Safeguarding – No change from model policy as previously adopted.
b) Grants – Councillors review policy as previously amended in 2019.
Resolved: Policies to remain as previously adopted.
