MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 21/09/21
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr J Oxley, Mr M O’Connor, Mr P Dawson and Mrs G Dennis
Also Present: Mrs A Harrison (Clerk)
Visitors:- Cllr S Bunney and 2 members of the public
The Chairman opened the public forum
The members of the public raised the issue of speeding through the village, especially on Gainsborough Road. A discussion ensued around speeding and the “bike meet” nights. This has been brought up for discussion on various occasions and Cllr Bunny advised he had a meeting planned to discuss this very issue at Lincolnshire County Council level.
1. Apologies for Absence:- Mr A Longmate, Mr T Smith and Cllr J McNeill
Resolved: To accept apologies from Councillors listed above.
2. To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3. Notes of last meeting on 17th August 2021, to be approved as minutes:-Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Chair commented on the need for feathering of recently planted lime trees near Mount Pleasant – Clerk to report to Fix My Street
- Hedges on North Street need attention – Chair advised he would complete the work himself
- Cllr Dawson advised that at the AGM of the Wilkinson Trust it was agreed the previously nominated trustees would remain.
- Cllr Dawson wanted to discuss the responsibility of building a new playground at village hall and if it should be responsibility of the public purse. He also wants to know what the CIL monies received by WLDC from housing developments in Middle Rasen was spent on. Clerk to contact WLDC to discuss playground provision for the parish also Cllr Bunny and Cllr McNeill are meeting with CEO Ian Knowles on 6th Oct, he will bring up this issue at the meeting
5. Reports from District and County Councillors:-
WLDC:
- Pothole works are commencing next week on Caistor Road, Skinners Lane and Naylors Drive
- CC meeting Friday – speeding issue raised – looking at extending speed restrictions, speed monitor cameras
- Money has been put aside for flood work, fixing pipes, water coursing. Cllr Bunny asked council for known areas with flood issues, council gave Naylor Drive, Mill Lane, Brimmer Beck, Walesby Road/Tealby Road junction. A site meeting suggested to check for any other flood concerns
6. Crime: - No report submitted from PCSO Team.
7. Clerks Report on Matters Outstanding:-
- Mr Robinson instructed to start works on Parish Maintenance as per his quotes, leaving Burial ground driveway fencing until April 22, starting with the five prioritised works
- Bank Mandate updated adding new clerk
- Response forwarded to CLLP
- A Gibson instructed to pass sign direct to member of Parry family
- Correspondence sent to Green Grass re contract for winter maintenance 2021-2022 for snow clearance only
- Parishioners concerns regarding Mill Lane passed back to Cllr Bunny
8. Planning:-
143546 – Braemar Farm, North Street, Middle Rasen, LN8 3TS
Planning application for the conversion of storage to 1no. dwelling – no objections
143635 – The Bungalow at the Grange, Stockmoor Lane, Middle Rasen, LN8 3TT
Planning application for single storey side and rear extension including other alterations – no objections
Planning granted.

10. Finance and Accounts for Payment
Income:-
Invoices:- Lincolnshire Landscapes – Grass Cutting £ 595.00
Green Grass Contracting – Grass Cutting £ 120.00
Salaries and Expenses £1445.07
Resolved: All Invoices were passed for payment.
11. To discuss and resolve changes to bank T’s and C’s, Correspondence address and signing rules
To discuss and resolve monthly fee of £8.00, changing correspondence address to new Clerk’s details and who can sign the cheques. Clerk also supplied information from other banks regarding switching to open a new community account:
NatWest/TSB/Lloyds/Santander – Hold on opening new community accounts
Barclays – if not a registered charity, then normal business fees apply
Proposed by Cllr Stamp and seconded by Cllr Pattison.
Resolved: To stay with HSBC and letter to be sent to update statement address to new Clerk
12. To discuss and resolve on Burial Regulations and Fees
Clerk presented the current burial fees for consideration
Proposed by Cllr Dennis and seconded by Cllr Dawson.
Resolved: That the fees remain at current levels
13. To discuss and resolve on burial ground plot refund
Clerk presented letter from parishioner wishing to relinquish a burial plot purchased in May 2020
Proposed by Cllr Dawson and seconded by Cllr Pattison.
Resolved: a full refund to be given to the parishioner
14. To discuss and resolve on outstanding quotes for parish maintenance matters
The clerk reported that quotes had been received from Lincolnshire Landscapes for spaying weeds at the burial ground and from Green Dolphin to clean the 2 bus shelters
Proposed by Cllr Dawson and seconded by Cllr Dennis.
Resolved: Both quotes accepted and clerk to contact both companies to commence works
15. To discuss and resolve deferred tree works
Deferred tree works discussed from last Tree Schedule
Proposed by Cllr Oxley and seconded by Cllr Pattinson.
Resolved: Hilltop Tree Services chosen to complete deferred works, clerk to contact
16. To discuss and resolve overhanging branches on Gatehouse Lane
Deferred until next meeting as Cllr Padley who proposed item not in attendance
17. To discuss and resolve on Council Policies
(a) Equal Opportunities – policy as stands
Proposed by Cllr O’Connor and seconded by Cllr Dawson.
Resolved: Policy accepted as tabled
18. Items for next meeting
- Discuss new play area and funding for village hall
- Overhanging branches on Gatehouse Lane
- Flooding issues in parish
There being no other business the meeting closed at 8.23pm.
