 MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 20/7/2021

 

Present:- 

Mr M Stamp, (Chairman), Mr D Pattinson, Mr P Dawson, Mr M O’Connor, Mrs G Dennis, Mr J Padley, 

Mr J Oxley and Mr T Smith

 

Also Present:  Mrs J Trotter (Outgoing Clerk), Mrs A Harrison (Incoming Clerk)

1. Apologies for Absence 

Cllr A Longmate (H)

Resolved: That apologies be accepted from above member of the Council.

 

2. To receive declarations of interest in accordance with the 2011 Localism Act:-

Cllr Dawson – Item 15a.

 

3. To discuss and resolve moving into closed session (press and public will be asked to leave if motion is resolved

Resolved:  Council resolved into closed session.

 

Cllr Bunney and Cllr McNeill left the meeting – 7.31pm

 

4. To discuss and resolve on staffing matters

The panel gave an overview on the appointment process and the interviews and recommended candidate B for approval to the Parish Council.

Proposed by Cllr P Dawson and seconded by Cllr J Oxley

Resolved: 

Council appointed candidate B following recommendation from panel with effect from 20/7/21.

Clerk to issue appropriate documentation to new clerk.

Current clerk to complete handover including August meeting prior to leaving employment of Council.

 

Current clerk left meeting to invite successful candidate to meet the Council.  The Parish Chairman introduced the Councillors to the incoming clerk.

 

Chair opened meeting to press and public – 7.40pm.

 

Cllr Bunney and Cllr McNeill were re-admitted and introduced to the incoming clerk.

 

 5. Notes of last meeting on 15th June 2021, to be approved as minutes

  •  Notes be signed as a true record.  

 

6. Chair and Council’s Comments:- 

  • Chair stated that there are overgrown hedges in the parish
  • Footpath from Naylor’s Drive to playing field is overgrown and requires attention
  • Chair reported that horse fencing has been fitted at burial ground
  • Chair reported that steel is on order for additional fencing at burial ground

 

7. Reports from District and County Councillors:- 

WLDC Matters: 

  • Cllr McNeill apologised for non-attendance recently.  
  • Fourth tier governance review consultation is likely to go ahead at the end of the year.  Opportunity for review of PC governance. 
  • Planning permission for Old Gallamore Lane supermarket and coffee shop granted.
  • Riperian rights issues is going to be reviewed to encourage proper clearance of ditches.

 

LCC Matters:  

  • Removal of booking system for household (not trade) waste from September.
  • National bus strategy feedback submitted to appropriate department at LCC.
  • Railway feedback submitted to GNER.
  • Ongoing road improvements for Middle Rasen have already been scheduled and no new improvements planned.
  • Average speed cameras from Glentham through the A631 being considered.
  • Cllr asked for Parish Council to review issues raised to him by parishioner.
  • Planned police meeting for parishes has been delayed.

 

A short discussion ensued regarding the poor visibility of road markings on George Street.

 

8. Crime and Vandalism: - No report submitted.

 

9. Clerks Report on Matters Outstanding:-

Potholes on Stockmoor Lane actioned

PCC contacted for rebate for clock service

Church Hall booked for 21-22 meetings

Meeting with Highways Officer to discuss issues raised at June meeting

Horse fencing fitted at burial ground

Grass cutting contractor undertook field grass cutting for fencing to be fitted

Structure in the highway form for bench to be fitted outside God’s Acre signed by clerk and returned

12. Finance and Accounts for Payment

Resolved: All Invoices be passed for payment and Quarter 1 reconciliation agreed.

 

13. Reports from meetings: None.

 

14. To discuss and resolve on CLLP Response

Cllr Smith outlined the response from the Parish Council which had been submitted to Councillors for their review, highlighting areas of particular contention of the parish, including preferred sites for allocations, and it was noted that there was no overarching map for preferred sites in the consultation.  A discussion ensued to as to the allocation of the housing of the Caistor Road development which would seem imply that these have been assigned to Market Rasen.

 

Cllr McNeill and Cllr Bunney re-iterated that the Parish Council can call in contentious applications to the planning committee.

 

Proposed by Cllr D Pattison and seconded by Cllr G Dennis

Resolved:  Cllr Pattison thanked Cllr Smith for his hard work in respect of the response to date.  Clerk to collate response with Cllr T Smith, particularly in relation to allocation number, and item re-scheduled for August meeting.

 

15. To discuss and resolve on grant funding requests:

a) Village Hall

Replace worn out junior and infant swings and chains - £630.68

Cllr Dawson left the meeting in order for the Council to discuss the grant funding application.

Proposed by Cllr M O’Connor and seconded by Cllr J Padley

Resolved:  To approve funding as requested.

 

Cllr Dawson returned to the meeting.

 

b) Lincolnshire Lowland Search and Rescue 

£10.00 – to help fund Search Dog Team

Proposed by Cllr M O’Connor and seconded by Cllr D Pattison

Resolved:  To approve funding as requested.

 

16. To discuss and resolve on decision regarding unveiling of bridge sign (Parrys Bridge)

Contractor has confirmed that sign will be ready by August Parish Council meeting. Deferred to August meeting.

 

17. To discuss and resolve on parish maintenance matters

The Clerk issued a paper on works to be considered following the parish H&S review with the Chairman.

Resolved:  That Clerk to gain quotes from contractors outlined on the maintenance sheet

To discuss and resolve on signature of bank mandate to change details of Clerk/RFO
