MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 17/8/2021

 

Present:- 

Mr M Stamp, (Chairman), Mr D Pattinson, , Mr M O’Connor, Mrs G Dennis, Mr J Padley, 

Mr J Oxley, Cllr A Longmate and Mr T Smith

 

Also Present:  Mrs A Harrison (Clerk), Mrs J Trotter (Outgoing Clerk),

1. Apologies for Absence 

Cllr J McNeill, Mr P Dawson and Cllr A Longmate

Resolved: That apologies be accepted from above member of the Council.

 

2. To receive declarations of interest in accordance with the 2011 Localism Act:- None

 

 

3. Notes of last meeting on 20th July 2021, to be approved as minutes:-

  • Notes be signed as a true record.  

 

4. Chair and Council’s Comments:- 

  • Chair commented on the number of potholes throughout the village
  • Chair commented on overgrown area near new development at A631/A46 junction 

 

5. Reports from District and County Councillors:- 

WLDC/LCC Matters: 

  • Cllr Bunney to meet with highways monthly 
  • Potholes big issue but the budget is about 20% of what is needed so priority on major roads
  • New household bin (purple) for card and paper to be introduced 
  • Complimentary bins when moving into a property
  • Requested better bus transport between the Rasen’s and Gainsborough 
  • Cllr Padley asked Cllr Bunney to investigate the poor frequency of the Rasen to Caistor Bus

 

6. Crime and Vandalism: - 

Letters from Police HQ received and acknowledged

 

7. Clerks Report on Matters Outstanding:-

Structure in the highway form signed and returned by Highways

Mr Robinson instructed to install bench outside God’s Acre

Insurance Policy updated with regard horse fencing and new hand gate – no charge but there will be an additional £13.00 increase in the premium.

Correspondence sent to Occupier of Lyndholme, Gainsborough Road re hedges – resolved

All matters raised from previous meeting reported.

Planning application for extension of residential curtilage, construction of double garage and wood store and revise internallayout.       Submitted “no further comments” – 29/7/2021.

 

143376 - Land Off Gainsborough Road Middle Rasen  LN8 3JX

Planning application to erect 5no. dwellings with garages, access drive, associated landscaping and boundary treatments being variation of condition 1 of planning permission 142309 granted 26/03/2021 - approved drawings.    

  

143281 – Mount Pleasant – Prior Approval

 

143455 - Land at Casitor Road Middle Rasen Market Rasen

Planning application for temporary sales cabin including car parking, access and advertisement. – no objections

 

143456 – Land at Caistor Road Middle Rasen Market Rasen

Planning for advertisement consent for 6n0. Flags and 2no. signs at entrance.- no objections

 

143408 – Cullen, Walesby Road Middle Rasen Market Rasen

Planning application for single storey extension. – no comments

11. Reports from meetings: None.

 

12. To discuss and resolve on CLLP Response

Response agreed and to be forwarded to planning

Proposed by Cllr Smith and seconded by Cllr Stamp

Resolved:  Response circulated agreed.  Clerk to forward to CLLP

 

13. To discuss and resolve on decision regarding unveiling of bridge sign (Parry’s Bridge)

Sign to be passed directly to a member of the Parry Family by A Gibson

Proposed by Cllr Dennis and seconded by Cllr Stamp

 

14. To discuss and resolve on parish maintenance matters

The Clerk provided a quote from Mr Robinson for the general maintenance for consideration

Proposed by Cllr O’Connor  and seconded by Cllr Pattinson

Resolved: That Mr Robinson’s quote be accepted for all items with the exception of the burial ground fencing for sum of £830.00.  Identified priority works undertaken prior to other agreed listed maintenance

 

15. To discuss and resolve on signature of bank mandate to change details of Clerk/RFO

 

Proposed by Cllr Dennis and seconded by Cllr Oxley

Resolved:  That the mandate be updated with new Clerk’s details and to ensure that all signatories are up to date

 

 

 

16. To discuss and resolve on winter maintenance

The outgoing Clerk updated the Council on an issue raised during the previous winter period for Council’s consideration

Proposed by Cllr O’Conner and seconded by Cllr Pattinson

Resolved:  Contract for snow clearance only (not gritting) to be awarded to Green Grass Contracting for Winter Maintenance period 21 - 22

 

17. To discuss and resolve on parishioner concerns on Mill Lane

Matter had been raised to Parish Council by Cllr Bunney as WLDC 

Proposed by Cllr Dennis and seconded by Cllr Padley

Resolved:  That the matter be referred back to Cllr Bunney given that parishioner has not contacted the parish council directly on this matter

 

18. To discuss and resolve on Parish Council policies:

      a. Safeguarding – Safeguarding officer to change from Jo Trotter to Allison Harrison

      b. Equal Opportunities – Confirmed policy  not changed since last review

Proposed by Cllr Smith and seconded by Cllr Oxley

Resolved:  That polices be accepted as tabled

 

19. To discuss and resolve on Clerk’s training course fees - £110.00

Clerk to attend next available New Clerk and Burial Courses

Proposed by Cllr Dennis and seconded by Cllr Paterson 

Resolved:  Training course funding agreed in sum of £110.00 for Clerk’s training as identified

 

20. Items for next meeting

There being no other business the meeting closed at 8.22pm.
