MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 20/4/21
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr T Smith, Mr J Oxley, Mr M O’Connor,
Mr P Dawson, Cllr A Longmate and Mrs G Dennis
Also Present: Mrs J Trotter (Clerk)
Visitors:- Cllr S Bunney
A minute silence was observed following the death of HRH Prince Philip.
1) Apologies for Absence:-
Cllr J Padley and Cllr J McNeil.
Resolved: To accept apologies from Councillors listed above.
2) To receive declarations of interest in accordance with the 2011 Localism Act:-
Item 12 – Chair, and Item 13 - Clerk
Cllr Longmate joined the meeting – 7.32pm.
3) Notes of last meeting on 16th March 2021, to be approved as minutes:- Notes be signed as a true record.
4) Chair and Council’s Comments:-
The potholes have been identified on Manor Drive and Stockmoor Lane for repair.
Pothole on Skinners Lane has been signed posted by a member of the public.
Re-surfacing on Old Gallamore Lane has been completed and is very good.
Pothole that has been filled in on Church Street is beginning to wear at edges already.
Litter picking in the burial ground undertaken by Cllr Dennis - cellophane blowing out of the skip.
5) Reports from District and County Councillors:-
WLDC - Cllr Bunney sent an e-mail report on Councillor actions as follows:
Highlighted the Parish Council planning sessions.
Comments regarding the Caistor Road development received regarding layout and design.
Concern about road junction onto A46 which has been taken up by residents to Highways.
Flooding at the end of junction of Walesby Road has been raised.
Complaints received re A631 Glentham to North Willingham regarding safety of the road – a petition will be put forward to Highways.
It was noted by Councillors that the new speed restriction on A46 on Caistor Road is having little effect.
LCC – No Councillor in attendance.
6) Crime and Vandalism: - None.
7) Clerks Report on Matters Outstanding:-
- Highways matters reported
- Dog waste bin for Low Lane actioned
- Parishioner correspondence regarding play equipment sent
- Parishioner correspondence regarding bridge naming sent
- Police contacted with regard to Parish Stalker
- Response to enforcement officer with regard to fencing at Chapel Court
- Road Signage at the junction of Gallamore Industrial Estate has been reported to Highways and PCSO team given that they are causing obstructions to drivers.
- Blocked drains on A631 have been reported to Highways for clearance
- Reported the damaged sign at A46 Lincoln Lane junction
8) Planning:-

Outline planning application for 1no. replacement dwelling with all matters reserved – No objections.
142729 - Land at Caistor Road (Chantrey Park) Middle Rasen Market Rasen LN8 3JA
Application for approval of reserved matters for Phase 1 to erect 102no. dwellings providing details of appearance, landscaping, layout and scale - being variation of condition 2 of 138093 granted 22 July 2019 (following outline planning permission 135013 granted 22 December 2017) - amended site layout and house types. No comment to make.

9) Correspondence:-
LCC Verge ruts at NS/LCR junction and ML junctionconfirmed as reviewed, and potholes repaired
Jetting planned for North Street drainage
Works completed on potholes on North Street and road surface at Naylors Drive

Quarter 4 reconciliation was presented for review and approval.
Resolved: All Invoices were passed for payment and Quarter 4 reconciliation approved.
11) Reports from meetings: None.
The Chairman left the meeting and the Vice Chair took the chair.
12) To discuss and resolve on Chair’s Expenses
To remain the same as previous year.
Cllr P Dawson proposed and seconded by Cllr G Dennis
Resolved: £325.00 to be paid.
The Chairman returned to the meeting and the Clerk left the meeting.
13) To discuss and resolve on Clerk’s Expenses
To remain the same as previous year.
Cllr P Dawson proposed and seconded by Cllr G Dennis
Resolved: £200.00 to be paid.
The Clerk returned to the meeting.
14) To discuss and resolve on remedial works to God’s Acre:
a) Steps
Works undertaken on the gate included the steps has resolved the issue – therefore no remedial works required.
b) Re-siting of bench to grass bank to left of steps
Cllr Pattison commented that the bench at the top in the left as you enter, is not utilised and this prompted a comment about re-locating the bench to the outside of God’s Acre to the left of the steps on the verge.
Resolved: That Clerk speak with Highways to ascertain if bench can be sited as above.
15) To discuss and resolve on sign for “Parry’s Bridge”
Resolved: Defer due to information required from Highways.
16) To discuss and resolve on fencing costs for field behind burial ground
Cllr P Dawson proposed and seconded by Cllr G Dennis
Resolved: C Wright - £1,484.00 + VAT
17) To discuss and resolve on further fencing for new burial field
Cllr P Dawson proposed and seconded by Cllr D Pattison
Resolved: A Gibson - £1008.00 + VAT
18. To discuss and resolve on hedging quote for burial ground footpath hedge
Cllr P Dawson proposed and seconded by Cllr G Dennis
Resolved: That Clerk liaise with Countryside Officer about clearance of path, given that the school had cut back the hedging.
19. To discuss and resolve on request for “Slow – bikes/horse” signs at strategic points in Parish
Cllr P Dawson proposed and seconded by Cllr M Stamp
Resolved: That list of strategic points for signs be forwarded to Clerk for discussion with Highways Officer.
20. To discuss and resolve on further contract for pest control at burial ground
Cllr P Dawson proposed and seconded by Cllr G Dennis
Resolved: S Thompson - £250.00 pa.
21. To discuss and resolve on forward dates for 2021-22 Parish Council Meeting

Resolved: That dates be accepted as presented.
22. To discuss and resolve on meeting venue for 2021 Parish Council Meetings
Cllr D Pattison proposed and seconded by Cllr G Dennis
Resolved: That the Village Hall be booked for May meeting, and further discussion to be undertaken about future venues at May meeting.
