MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 14/12/21

 

Present:-  Mr M Stamp (Chair), Mr D Pattison (Vice-Chair), Mr J Oxley, Mr P Dawson, and Mrs G Dennis 

 

Also Present:  Mrs A Harrison (Clerk) 

 

Visitors:-  Cllr S Bunney

 

1.   Apologies for Absence:- Mr M O’Connor, Cllr Longmate and Mr T Smith

 

Resolved:  To accept apologies from Councillors listed above.  No apologies received from Mr J Padley            

 

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- Cllr Dawson declared an interest but not on a personal level for item 13.

 

3.    Notes of last meeting on 16th November 2021, to be approved as minutes:-

            Notes be signed as a true record.

 

4.    Chair and Council’s Comments:-

  • Cllr Stamp stated there is a very large pothole near Chez Nous, North Street which has damaged a parishioner’s car.  It is extra dangerous as near a lamp post and a telegraph post.  Clerk to report on fix my street and to highways at WLDC

 

5.     Reports from District and County Councillors:- 

WLDC:

  • County Council writing to Government to apply for extra funding to make repairs to roads
  • Each Local Policing team to put out a monthly newsletter but none received for last 2 months. Clerk to contact PC Emma Devlin chase newsletter and request public forum in Middle Rasen
  • Cllr Bunny  would like any queries received about getting hold of lateral flow tests passed on to himself
  • WLDC closed the refuse depot on Gallamore Lane and moved to Caenby Corner, Clerk to contact Simon Smoothey to report on any roads that require cleaning and to ask for Manor Drive and the top end of Church Street to be cleaned
  • Each Cllr at WLDC has been give funds to plant a tree in February commemorating the Platinum Jubilee, the Parish Council have requested a Red Oak to be planted on Gallamore Lane opposite the Oak planted previously

 

6.    Crime:-  No report received

 

7.    Clerks report on matters outstanding:

        Footpath issues raised by 3 parishioners reported to highways via FixMyStreet

i).     The metalled part of the footpath from Naylor's Drive to the playing Field is covered in moss making it dangerous to walk on - We are sorry, but we are not taking immediate action with this report. Currently due to higher priority works this is not something that we can attend to at this time. Should the issue get worse in the future, and it is re-reported, we will re-investigate and deal with as necessary. Thank you for reporting this matter. 

ii).     Signpost on corner of Naylor’s Drive and Church Street has been repaired

                            iii)     The stile that I believe is the subject of the report is at Low Grange Farm on PF 99. I have inspected and am happy with the condition, all secure and solid and well maintained by the             owner. There is an issue regarding the initial step height and pending the following I will request that this is addressed. The lack of a vertical grab rail is compensated by having a secure top rail which I am happy with and provides in my opinion a more secure and versatile hold whilst using the stile and is less of a potential obstacle than a vertical grab rail. I am going to propose to the landowner that with their permission LCC replace the stile with a gate (1980 highways Act section 147 za) and they would lose the right for a stile. I believe that this is an ideal place for this as being a hard surface, it’s more accessible to those with mobility problems and is in line with our policies and duties under various mobility acts. Having previously met the owners I am hopeful that this will happen and as this is the first report in 4 years concerning this stile, I propose no further action until permission to instal the gate is either given or refused

 

  • 2nd Letter sent to Landowner regarding cutting back the hedge at the end of Stockmoor Lane. This has been completed except for a small area where a parked car was blocking the hedge
  • Grant application paperwork sent to Chair of Village Hall

Planning application to alter and extend agricultural building to form one dwelling, erect domestic garage and boundary treatments and change the use of agricultural land to form domestic curtilage – no comments

 

144014 – 10 Fern Drive, Middle Rasen

Planning application for extension to rear – no comments.

Resolved: All Invoices were passed for payment.

 

11. Discuss bank issue re Clerk’s wage cheque

Cheque unpaid for third time by bank, bank suggest setting up a standing order to pay in future

Proposed by   Cllr Dennis        seconded by   Cllr Dawson

Resolved: Agreed to hold on setting up standing order but Chair to write to bank to query why cheques not being paid  

 

12.   Information from WLDC regarding footpaths 1127 and 1147 near Gatehouse Lane

 

Chris Marsh LCC Footpaths officer has confirmed that there are no plans to close or move Footpath 1127. During the development phase 2 the footpath may have to be temporarily moved. This as yet, has not been planned, when it is the developers will work with LCC and WLDC to ensure that correct process is followed. Chris will endeavour to keep us up to date.

 

13. Progress of Grant Funding for Village Playground 

Grant application received.  Sum of £10,000.00 agreed and cheque to be issued

14. Removal of tree adjoining 2 Gainsborough Road at expenses of Parishioner

Proposed by    Cllr Pattison       seconded by Cllr Dennis

Resolved:  Clerk to contact parishioner to confirm no objections from Parish Council

 

15. Discuss need for Platinum Jubilee Grant in the Parish

All Councillors to come to next meeting with ideas to commemorate the Queens Platinum Jubilee next year

  • To discuss and resolve ideas for using Platinum Jubilee Community Fund
