MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 16/3/21

 

Present:-             Mr M Stamp (Chairman), Mr D Pattison, Mr T Smith, Mr J Oxley, Mr M O’Connor, 

Mr P Dawson, Cllr A Longmate and Mrs G Dennis 

 

Also Present:  Mrs J Trotter (Clerk)

 

Visitors:-   Cllr I Fleetwood and 1 member of the public

 

The parishioner raised correspondence from WLDC regarding the Wolds Festival and the additional funding for making safer walk spaces for women following recent events.

 

1. Apologies for Absence:-  

Cllr J Padley, Cllr S Bunney and Cllr J McNeil (Prosperous Committee)

Resolved:  To accept apologies from Councillors listed above.

 

2. To receive declarations of interest in accordance with the 2011 Localism Act:- None.

 

3. Notes of last meeting on 16th February 2021, to be approved as minutes:-

 Notes be signed as a true record. 

 

4. Chair and Council’s Comments:- 

  • Potholes in the road and paths with no repairs.
  • Parishioner thanks received for waste bins
  • Parishioner thanks for bench in Ernie’s garden
  • Parishioner query regarding entry to God’s Acre
  • Parishioner query regarding installation of new bench on Low Lane
  • Parishioner complaint regarding children’s behaviour in the front church yard – Vicar informed
  • Dovecote sign has been straightened but dog waste bin has slipped down again
  • Comments with regard to damage to verges on Low Lane and Low Church Road junction and rectification of verges
  • Surface dressing plan does not address North Street (School to Low Church Road, and South Lane to Mount Pleasant) only Gallamore Lane and Old Gallamore Lane

Clerk to contact Highways Officer and WLDC officer to discuss issues raised.

  • Fix my street has been used by Councillors to report issues.

 

5. Reports from District and County Councillors:- 

WLDC:

Cllr Bunney sent an e-mail report on Councillor actions as follows: 

  • Caistor Road Flooding
  • State of the Roads
  • Helping a local business with a grant application
  • Conversations with new owners of land at the South Lane junction on Gainsborough Road

 

 

 

LCC:  

Cllr Fleetwood reported on LCC matters as follows:

  • Comments with regard to the additional funding brought for consideration in the public forum
  • Encouragement to report potholes via fix my street with photographic/measurement evidence 
  • Ruts on roadsides are less likely to be repaired unless it is affecting the carriageway

 

6. Crime and Vandalism: - 

Unscrupulous traders operating in the parish

Reports of stalking in the parish

 

7.  Clerks Report on Matters Outstanding:-

Inconsiderate parking reported to PC Devlin for action

Bench repairs undertaken under emergency spending powers

Planning applications comments submitted

Highways matters reported

Cllr Dennis and parishioner have undertaken another round of litter picking

Development Company and parishioner correspondence regarding play equipment

Clerk to write to parishioner regarding grant funding application process.

Bench at Manor Drive repaired under emergency spending powers due to H&S concerns

Condolence Letter sent to MRTC

Waste Bins fitted with Dog Waste Bin location agreed by WLDC officer and Council to be informed prior to fitting.  Clerk to arrange fitting in agreed location.

Planning application for timber clad summer house/garden room.       

 

142290 - Ingledene Gallamore Lane Middle Rasen Market Rasen LN8 3UB

Planning application to change the use of land to domestic curtilage, to erect domestic detached garage and alter the internal layout and elevations of the proposed dwelling subject to prior approval 142011 given on 10 February 2021.     

142588 - South Highfield Barn Lincoln Lane Middle Rasen Market Rasen LN8 3RZ

Planning application to erect conservatory to front   

 

142357 - Land Off Gainsborough Road Middle Rasen LN8 3JX

Planning application to erect 1no. detached dwelling with detached garage.        

 

The Parish Council agreed that there were no objections to all above applications.

10. Finance and Accounts for Payment

Resolved: All Invoices were passed for payment.

 

11.  Reports from meetings:- None.

 

12.  Update regarding widening of public footpaths

The Senior Highways Officer confirmed that works will be scheduled to be undertaken on some paths, however, we are still awaiting a reply from the “safer travel” team at LCC.

 

13. To discuss and resolve on fencing costs for field behind burial ground

Deferred to next meeting until third quotation is received.

 

14. To discuss and resolve on further fencing for new burial field

Rationale for fencing explained by Chairman and Vice Chairman.  

Cllr Stamp proposed and Cllr Pattison seconded

Resolved:  Clerk to ask for contractor quotes for iron fencing for discussion at April meeting.

 

15. Update on responsibility for village drain

The Clerk reported on information from Highways Officer and clarification was given on area of original flooding. Confirmation of flooding site answered (field behind Heath Court development). 

 

16. To discuss and resolve on refurbishment of fire hydrant on Mill Lane

Quote had been received from contractor.

Cllr Dawson proposed and seconded by Cllr Longmate

Resolved: Mr C Robinson - £40.00 – hydrant to be painted black.

 

17.  To review Council Risk Assessment documentation

Council had reviewed risk assessment documentation sent in the information paper.

Cllr Dennis proposed and seconded by Cllr Dawson

Resolved: That risk assessments are ratified.

 

18. To review and approve CIL Funding Report 20-21

 Funding report had been submitted for approval. 

Resolved:  That the report was approved and to be submitted to WLDC and displayed on website.

 

19.  To resolve on Parishioner Burial Ground Request

Request for planting of 2 primroses by side of public footpath.

Cllr Stamp proposed & seconded by Cllr Pattison 

Resolved:  That request be granted.
