MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 16/2/21
Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr T Smith, Mr J Oxley, Mr M O’Connor,
Mr P Dawson, Cllr A Longmate and Mrs G Dennis
Also Present: Mrs J Trotter (Clerk)
Visitors:- Cllr S Bunney (WLDC), Cllr I Fleetwood and 1 member of the public
A parishioner spoke to the Council regarding to the state of the footpaths/cycle paths particularly just outside of the parish.
1) Apologies for Absence:-
Cllr J Padley and Cllr J McNeil.
Resolved: To accept apologies from Councillors listed above.
2 ) To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3) Notes of last meeting on 19th January 2021, to be approved as minutes:-
Notes be signed as a true record.
4) Chair and Council’s Comments:-
- Cllr Stamp commented on the numerous potholes in the parish.
- Cllr Longmate commented that there are massive potholes on Skinners Lane
- Cllr Dawson asked, and Council agreed to Clerk sending thank you correspondence to countryside team regarding repairs to Naylors Drive footpath
- Cllr Dennis reported that the village drain behind Naylor’s Drive has been cleared at The Chestnuts
- Cllr Dennis reported that the stocks have slipped – Chairman to check
- Cllr Dawson commented about the winter maintenance protocol during the inclement weather and short discussion ensued regarding decision making
- Cllr Pattison commented that the damaged sign has not been repaired at the end of Dovecote.
Cllr T Smith joined the meeting at 7.35pm.
5) Reports from District and County Councillors:-
WLDC:
Cllr Bunney reported on WLDC matters as follows:
- A number of complaints about potholes and flooding received which are being actioned.
- WLDC have been reviewing budgets for next financial year, and officer support may be brought into Market Rasen to improve High Street and Heritage areas of town.
- Preparation of climate sustainability survey for district.
- Speed 20 launch – agreed cross party campaign to get road speeds reduced in built-up areas.
- Speedwatch to be re-introduced when COVID restrictions are lifted appropriately.
- Footpaths and cycle ways to be included in the district campaign to support.
- WLDC Councillor to take up reporting and fixing of potholes due to reporting issues.
LCC:
Cllr Fleetwood reported on LCC matters as follows:
- Gritting was undertaken by LCC teams on main roads.
- Pothole reporting issue addressed regarding ongoing damage due to climate. Public are encouraged to report issues via LCC website with photo and details.
- Stockmoor Lane repairs addressed.
- Government funding is not always being received by Local Authorities, therefore reserves are being utilised currently and this may have a future impact on public services.
- LCC responsibilities for speed reduction for roads clarified.
A short discussion ensued referencing pothole repair on lower graded roads in the parish - LCC Councillor outlined the new repair method trialled in other areas of the county.
6) Crime and Vandalism: -
The Clerk stated that she had reported an incident regarding suspicious behaviour.
A Councillor reported that on livestock rustling on outskirts of parish.
A Councillor asked that the Clerk report the dangerously parked car on Manor Drive.

Planning application for single storey side extension including replacement conservatory roof. No objections.
142309 - Land Off Gainsborough Road, Middle Rasen, LN8 3JX
Planning application to erect 5no. dwellings with garages, access drive, associated landscaping and boundary treatments being variation of condition 1 of planning permission 141082 granted 6 July 2020 - approved drawings. No comment.
142302 - Land off Gallamore Lane, Market Rasen, LN8 3HZ
Outline planning application to remove all buildings on site and erect a food store and coffee shop drive thru and associated works - access to be considered and not reserved for subsequent applications.
141921 – Land adj The Limes Hotel, Gainsborough Road, Market Rasen, LN8 3JW
Planning application for development of a dry leisure centre, together with external sports pitch being to vary conditions 6 & 15 of planning permission 139552 granted 14 November 2019 – amendments to drawings for drainage and landscaping. No Comment.
142357 – Land Off Gainsborough Road, Middle Rasen, LN8 3JX
Planning application to erect 1no detached dwelling with detached garage. No objection.

10) Finance and Accounts for Payment

Resolved: All Invoices were passed for payment.
11) Reports from meetings:- None.
12) To discuss and resolve on costs for waste and dog waste bins
Council considered information provided by Clerk, and short discussion ensued regarding necessity for waste bin at Manor Drive location.
Cllr Dennis proposed and Cllr O’Connor seconded
Resolved: That bins be fitted at Church Street and Manor Drive bridge locations, with maximum cost of £260 +VAT and Clerk to review arrangements for fitting of dog waste bin at Low Lane.
13) To discuss and resolve on fencing costs for field behind burial ground
The Chairman reported that the additional interested applicant has now withdrawn. Fencing options for livestock/horses were discussed.
Cllr Dennis proposed and Cllr Dawson seconded
Resolved: Further quotes for horse mesh only be sourced by Clerk.
14) Update on responsibility for village drain
The Clerk reported that IDB have reviewed Brimmer Beck and Rase – no issues to report. Drainage behind Heath Court Estate is clear following inspection. Naylor’s Drive is overgrown but flowing.
Resolved: Clerk to liaise with Highways Officer regarding stretch of drain from A631 to Heath Court.
15) To discuss and resolve on response to parishioner regarding play equipment on Furlongs Estate
The Council noted that the play equipment was not adopted by the Council, and
Cllr M O’Connor proposed and seconded by Cllr T Smith
Resolved: That the Council write to the developer regarding the state of the play equipment and outline Council responsibilities and actions to the parishioner.
16) To discuss and resolve on burial query
Resolved: That rates be applied in usual manner.
17) To discuss and resolve on painting of fire hydrant on Mill Lane
The Council discussed the hedging works and the general state of the hydrant, and
Cllr P Dawson proposed & seconded by Cllr T Smith
Resolved: Clerk to write to hedging contractor, and arrange quote for hydrant refurbishment.
18) To discuss and resolve 8 street names for new development on Caistor Road
Council reviewed names with rationale outlined in developer correspondence. A discussion ensued regarding time lapse on the permission.
Resolved: The Council had no comment to make on the street names given.
