MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 16/11/21

 

Present:-             Mr D Pattison (Vice-Chair), Mr J Oxley, Mr M O’Connor, Cllr Longmate, Mr J Padley, Mr P Dawson and Mrs G Dennis 

Also Present:  Mrs A Harrison (Clerk) 

Visitors:-  Cllr S Bunney 

 

1)  Apologies for Absence:- Mr M Stamp and Mr T Smith  

 

Resolved:  To accept apologies from Councillors listed above.

 

2)  To receive declarations of interest in accordance with the 2011 Localism Act:- Cllr Dawson declared an interest but not on a personal level for item 12.

 

3)   Notes of last meeting on 19th October 2021, to be approved as minutes:- Resolved: Notes be signed as a true record.

 

4)   Chair and Council’s Comments:-

  • Cllr O’Conner wanted to know why Middle Rasen was receiving no money from the Section 106 funds from the development on Caistor Road. 
    • Market Rasen Primary School                                               £199,895
    • Market Rasen Surgery                                                           £42,000
    • Market Rasen Skate Park                                                      £45,000
    • Signage and white lines to provide a safe pathway for pedestrians and cycle path between the development and Church Bridge                         £3,500

 

Cllr Bunny stated the division of the funds was agreed four years ago. Cllr Dawson also stated the village needs a footpath from Caistor Road to Gallamore Lane. Cllr Bunny said that the new development was considered as Market Rasen even though in Middle Rasen Boundaries. The feeling is Middle Rasen is being forgotten by the Planners. 

  • Cllr Dennis raised concerns from three parishioners on footpaths, Clerk to report all three to highways via Fix My Street:
  1. The metalled part of the footpath from Naylor’s Drive to the playing field - mossy and dangerous and the sign is still laying on the grass in Church Street 
  2. The exit from the ginnel from Dovecote onto Church Street, nothing to hang onto as you step down
  3. The style between the footpath off Gallamore Lane past where the strawberry fields were onto Low Lane which leads then onto North Street. The style steps are too far apart and there is no pole to hang on to so even a fit 40 year old found it difficult never mind the older person who reported it
  • Hedge at the end of Stockmoor Lane still overgrown, Clerk to send a stronger letter to landowner

 

 

5)  Reports from District and County Councillors:- 

WLDC:

  • County Council looking at clearing drains from car wash on Gainsborough Lane to junction with A46. 
  • Cllr Bunny to ask for Match Funding for playground equipment

 

6) Crime: - Newsletter to be emailed out 

 

7)  Clerks Report on Matters Outstanding:-

  • Street Light Issues on North Street and Church Street reported on Fix My Street – works complete for North Street and further works required for Church Street

·      Overhanging hedges at Post Office Junction reported to highways on Fix My Street – reply received: 

Currently our resources are such that we must restrict our efforts to dealing with encroachments that are considered a significant danger or nuisance to users of the highway. In this instance we do not intend to take any immediate action, however we will continue to monitor the site as part of our routine inspections of the highway and will review the situation as necessary. Thank you for reporting this matter. 

  • Information regarding Skinners Lane resurfacing issues received via Cllr Bunny:

 

The full length of Skinners Lane is over 2km, the area selected for resurfacing was 420m in length based on the worst area of the road. While we would like to complete works on full stretches of road every time we attend, it’s unfortunately just not feasible, increasing this scheme to 5x the size would have made it not viable within our programme, a line needs to be drawn somewhere. This programme of works was out of the Rural Road Fund as opposed to our standard resurfacing budget based on the condition of Skinners Lane it is unlikely it would have received any treatment of this nature with selection for this programme due to the reduced funding from DFT this year.

 

The reactive gangs used to repair pothole safety defects are reactive gangs paid on a per defect price model, the design and works for the patch and overlay scheme were separately subcontracted, the type of work is entirely different due to the planning and surfacing plant used. So, it's unfortunately not a case of allowing the small works gang to carry out the resurfacing or vice versa with the surfacing contractor.

 

As for potholes remaining this is something I will have to investigate and will ask that an officer visits site to order repairs as necessary.

 

For your information the reports we have received that resulted in pothole repairs were worded as such: 

 

"CW: Pothole 40mm> - YOU APPEAR TO HAVE SURFACE MARKED ONLY HALF OF THE LANE REQUIRING ATTENTION. Part of the problem has been caused by inferior repairs on the last occasion that you " repaired" sections of this road. The section of the lane which joins the A46 on Caister road has been marked for the workmen to surface. However, the termination point, according to the markings, is far short of the section requiring attention. This termination should end. at the junction to Osgerby nearer to Prospect Farm I would respectfully suggest that, instead of a man with a wheelbarrow, this time you send several men with the appropriate equipment. The council draws Council Tax and road tax from the users of this fairly busy thoroughfare, so please don't insult our intelligence by saying there are no funds. (Enquiry 400410) (63 | CW Pothole >40mm)"

 

Just to update you on this, the area referenced by the customer that still has defects has been added to our JetPatcher programme, they currently have a large backlog of works and will be impacted by adverse weather, but the intent will be to get this carried out this year.

 

  • Estimate Precept of £19000.00 sent to WLDC but to reduce to £18500 so increase in Council Tax only 2.79% as £1000 will increase Council Tax over 5% requiring a full report to verify  
  • Paperwork for Application of Borrowing Approval received and forwarded to Cllrs via email to discuss at point 12 and offer of face to face meeting from Matthew Snee at WLDC around funding
  • Letter issued to HSBC again to change address to new clerks’ 
  • Email sent to Chris Marsh at LCC regarding overhanging branches on Gatehouse Lane and reply received:

 

Gatehouse Lane is a bridal way and is assessed for access for horses; pedestrians; etc but not for farm vehicle access. If access is required to maintain surrounding fields it would be the responsibility of the landowner to sort access

 

  • Email sent to WLDC asking if any CIL monies due from Caistor Road and Gallamore Lane Developments and reply received:

 

I can confirm that if the application on Gallamore Lane (141839) is approved then this would be CIL liable. The amount of CIL will be subject to calculation once the final housing mix, type and tenure has been established.

The development on Caistor Road (135013) was approved before the Council adopted their CIL charging schedule and as such the development is not subject to a CIL charge.

Planning application for the conversion of storage barn to 1no dwelling (amended drawings) – no objections

 

143870 – Grange Farm, Stockmoor Lane, Middle Rasen

 

Application for hedgerow removal notice – remove 240m of hedgerow – objections around environmental issues, age of hedging and if re-planting elsewhere being completed by applicant

11. Progress re the opening of footpaths 1127 and 1147 near Gatehouse Lane

 

Cllr Paley discussed the re-opening of 1127 as no change of use given  and no footpath signage in place

Proposed by Cllr Padley and seconded by Cllr Dawson

Resolved: Clerk to contact Cllr Smith and Cllr Bunny to take to WLDC 

 

12. Funding information gathered for Village Playground

 

Estimate costs £34000 (£41000 with VAT), funds received/promised

Anonymous doner £22000 

WLDC match funding £8000

Cllr Dawson requested a grant for up to £10000 from Parish Council as donation so all responsibility stays with Village Hall.

Proposed by Cllr Dennis second Cllr O’Conner

Resolved: Council unanimously agreed to a grant of up to £10000. Clerk to send grant application paperwork to Chair of Village Hall
