MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 18/01/22

 

Present:-             Mr M Stamp (Chair), Mr D Pattison (Vice-Chair), Mr J Oxley, Mr P Dawson,

                         Mrs G Dennis, Mr M O’Connor, Cllr Padley, Cllr Longmate and Mr T Smith

 

Also Present:  Mrs A Harrison (Clerk) 

 

Visitors:-  Cllr S Bunney and one member of the public

 

The Chair opened the public forum

 

The member of the public raised the issue of inconsiderate and dangerous parking on the pavement on Gainsborough Road next to the junction with Mill Lane.  The vehicles parking here are making it hazardous for other road users pulling out of Mill Lane onto Gainsborough Road.  The member of the public stated his partner has had 2 near misses whilst in her car with her new baby.  This has been reported to the police previously by the council and was cleared for a few weeks but then vehicles started parking there again.  The member of the public suggested bollards being put on the pavement to fix the issue permanently.  Cllr Bunny has spoken to the Local Policing Team who have since identified the car owners and will act if not moved but have suggested that the public make a complaint to the police each time they see this issue.

3.  Notes of last meeting on 14th December 2021, to be approved as minutes:-

     Notes be signed as a true record.

 

4.  Chair and Council’s Comments:-

  • Cllr Stamp commented on the potholes getting worse throughout the village
  • Cllr Dennis reported broken drain cover near the school, blocked gutters on Church Street, North Street and Manor Drive. Clerk to report blocked drains on fix my street
  • Cllr Padley stated that the bottom of Skinners Lane has flooded due to a landowner diverting the dyke, Cllr Bunny stated landowners are being contacted, by the council, to clear the drains and dykes
  • Cllr Dawson reported pavement on North Street is overgrown and needs cutting back to re expose and widen the footpath. Clerk to report to highways
  • Cllr Pattison stated that the no cycling signs on Woodhill are too small and obscure so are being ignored.  Clerk to report the highways
  • Cllr Padley reported that the streetlight number 15 near bowling green is dull.  Clerk to report to highways
  • Cllr Pattinson commented that he had received great feedback regarding the new Parry’s Bridge sign but that it was not very noticeable.  He suggested fitting a white Perspex/UPVC behind it.  To contact Andrew Gibson if this is something he could supply and fit

5.  Reports from District and County Councillors:-

WLDC:

  • The Council are currently looking at the flooding issue on Mill Lane
  • Cllr Bunny asked the council to write to their local MPs to ask to stop the withdrawal of the highways maintenance Grant of 12 million.  More information can be found on the website https://www.lincolnshire.gov.uk/highwaysfunding
  • Average Speeding cameras may be available within next 18 months on the road between  Market Rasen to West Rasen
  • District Council looking into application for playground match funding – Cllr Dawson sending requested paperwork along with signatures from the parish to the council

 

6.   Crime:-  Newsletter received from Market Rasen Neighbourhood Policing Team

 

7.   Clerks report on matters outstanding:-

  • Pothole near Chez Nous, North Street has been fixed
  • Email sent to Local Policing Team regarding newsletter and a public forum in Middle Rasen.  Newsletter received but no news regarding a public forum
  • Clerk’s salary cheque paid without issue last month so to hold on writing to bank 
  • Parishioner informed the council had no objections to her removing the tree near her property on Gainsborough Road 
  • Lincolnshire Landscapes contacted to feather Lime Trees on A46 near Mount Pleasant 

 

8.   Planning:-

144158 – Land to the Rear of Ainsworth House, Walesby Road, Market Rasen

Outline planning application to erect up to 15no dwellings, with access to be considered and not reserved for subsequent applications.

 

143769 – The Nest, Mill Lane, Middle Rasen, Market Rasen

Planning application for two storey replacement dwelling with intergral garage and workshop, including temporary siting of static caravan and storage container.

Planning granted

 

9.   Correspondence:-

10.  Finance and Accounts for Payment

Income:-            Burial Plot       £550.00                        

Invoices:-          Salary and expenses    £441.82

                          David Beer – website management  £100.00

Resolved: All Invoices were passed for payment.

 

11. To Discuss and Resolve the Precept for 22 – 23

Proposed by Cllr  Oxley     seconded by Cllr Dawson

Resolved:  Precept set at £18500

 

12.   To Discuss ideas on how to use the Platinum Jubilee Community Fund in the Parish

Cllr Stamp Suggested planting 20 fruit trees either side of Gallimore Lane which would require prior permission from Highways.

Resolved:  Clerk to contact Highways to see if viable

 

13.  To Discuss LCC proposed 3% council tax increase

Council agreed they were not in agreement with the rise

Proposed by Cllr Dawson         seconded by Cllr Padley

Resolved: Clerk to feedback to LCC Parish Council not in agreement with increase

 

14.  To Discuss options for hand tools and mowers stored in the graveyard outbuilding

Proposed by Cllr Dawson        seconded by Cllr Dennis

Resolved: Chair and Clerk to carry out inventory of shed 

 

15.  Items for next meeting

  • Re discuss fruit trees purchase with Platinum Jubilee Community Fund
  • Review inventory of Graveyard Tool-shed and discuss options 

 

There being no other business the meeting closed at 8.30pm.
