MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 21/6/22

 

Present:-

Cllr M Stamp, (Chairman), Cllr D Pattinson, Cllr P Dawson, and Cllr M O’Connor

Also Present:  Mrs A Harrison (Clerk)

 

Visitors:-  Cllr S Bunney and 1 Member of the Public

 

The member of the public was concerned that parishioners do not know where the defibrillators are in village and would like some small noticeable signs (just a sticker on an existing sign that glowed).  The MOP would like more promotion of the defibrillators.  Councillor suggested putting in a small write up in Community Sprit monthly with the locations and simple instructions on use.  Cllr Bunny also said Market Rasen will be holding a course on the use of defibrillators. 

 

1.  Apologies for Absence

Resolved: That apologies be accepted from above members of the Council. No apologies received from Cllr Padley

 

2.  To receive declarations of interest in accordance with the 2011 Localism Act:- None.

 

3.  Notes of last meeting on 17th May 2022, to be approved as minutes:-

  • Notes be signed as a true record.  

 

4.  Chair and Council’s Comments:- 

  • Cllr Stamp informed the Council that a parishioner is interested in using the Top Field in the Graveyard with the understanding they keep the field in good order.  The parishioner is to cut back the field, bail and then put a horse in the field.  Council happy with the agreement.
  • Cllr Dawson had an issue with the purple bin collection.  If the bin men find anything in the bin that shouldn’t be there, they are taking it out of the bin and putting on the floor.  Cllr Bunney has taken this to WLDC.
  • Cllr Pattison reported that the trees on Gainsborough Road are blocking 30mph speed signs – Clerk to report on fix street.
  • Cllr Dawson reported that the hedge at the side of the post office is blocking 30mph sign and restricting road users view at junction of Gainsborough Road – Clerk to report to highways  
  • Cllr Pattison reported that the hedges on North Street need cutting back – Clerk to write to property owner
  • Cllr Dawson reported that the tree near stocks needs feathering – Clerk to contact Rob Parry to ask him to carry out the work at a time best suited for the tree and himself

 

5.  Reports from District and County Councillors:- 

WLDC Matters: 

  • Verge on Gainsborough Road near Alms House still not cut - Cllr Bunney to follow up
  • Footpath on Low Road near Walesby Road needs cutting back – Cllr Bunney to follow up
  • Cllr Bunney informed the Parish Council that they have had complaints from a Parishioner who is not happy with the use of weedkillers by the Council

 

LCC Matters:  

  • Potholes are still a big problem in the area
  • Flooding down Mill Road to be chased.  Flooding on Snow Drift has been sorted 
  • Inquiry has been held regarding the straw bail fire at Hemswell.  The issue is poor communication to the local area and a lack of an emergency policy

7.  Clerks Report on Matters Outstanding:-

  • Comments passed to planning regarding change of use from agricultural to business on South Lane
  • Highways contacted regarding supplying and fitting 2 dog waste bins at the village playground.  Simon Smoothey has contacted me with his recommendations.  He believes one bin, banded to the fence at the entrance to the field from the carpark will be enough.  This will cost the council £95.00.  It will face towards the car park making it easy to empty.  He believes putting another bin at the Abbotts Close entrance to the field is not necessary as one on the street 100 yards away.
  • Letter of thanks sent to Mr Robinson who has asked me to pass on his appreciation and he also sent  a letter of thanks to the Council for their patience in completing the maintenance work and hope the parishioners can now enjoy using the benches
  • The trap in the road between Braemar Farm and the field footpath has been cleared of silt
  • Cllr Dennis has also discovered that the remove of dead animals at the side of the road is the responsibility of WLDC not highways
