MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 26/4/22

 

Present:- Mr M Stamp (Chairman), Mr D Pattison, Mr J Oxley, Mr M O’Connor, Mr P Dawson, and Cllr J Padley

Also Present:  Mrs A Harrison (Clerk)

Visitors:-   Cllr S Bunney

 

1.   Apologies for Absence:-  Mr T Smith, and Mrs G Dennis

Resolved:  To accept apologies from Councillors listed above.

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- 

      Item 12 – Chair, and Item 13 and 14 - Clerk

3.    Notes of last meeting on 15th March 2022, to be approved as minutes:-

      Notes be signed as a true record.  

4.    Chair and Council’s Comments:- 

  • Cllr Stamp enquired what the circus staff on Lincoln Lane had in place for amenities 
  • Cllr Pattison had been approached by two residents of Woodhill who would like a sign placing on the eastern side with the area name so anyone visiting would find the house easier.  There were especially concerned if an emergency service needed to find the area – Clerk to report to highways

5.   Reports from District and County Councillors:- 

      WLDC 

  • Cllr Bunney to collect the litter barrow from shed in graveyard 
  • The development on Lincoln Lane for the Circus  had Planning granted 2018 and shows amenities have been installed as to the original plan.  Permission for 6 chalets and 4 covered areas for vehicles was given but Council is not sure if chalets are in the right places to plans.  There are not allowed any circus productions on site, but they can train there.  Registered with WLDC 
  • New PCSO joined the Local Policing Team and from May new police traffic team will be in the area focusing on speeding, noise and having correct size number plates

      LCC – No Councillor in attendance.

 

6.   Crime and Vandalism: -

Statement received from PC Devlin:- We have been aware for some months of the homeless male in Market Rasen. We have been working with the outreach team at two District Councils who are supporting the male and trying to find suitable accommodation. A referral has been made to the Vulnerable Adults Panel. There have been very few reports of begging or Anti-social behaviour to the Police. Please contact 101 and report directly to us at the time, if you have concerns and Officers will be dispatched to deal appropriately. Thank you.

 

7.    Clerk's Report on Matters Outstanding:-

  • Potholes on Manor Drive (investigating) and Walesby Road (fixed) reported to highways
  • Street light number 6 on Dovecote at the start of the footpath to Church Street reported and fixed
  • Details regarding flooding issue on Skinners Lane passed to WLDC via Cllr Bunney
  • Blocked drain issues on North Street chased up with highways 
  • Churchyard shed – shed is now empty apart from the litter barrow which is to be collected shortly
  • Jubilee grant applied for, and receipt of application received 

 

8.   Planning:-

Planning application for front porch, garage to side to replace carport, side, and rear extensions and

Other alterations – no comments

 

144475 – Land at Ainsworth House, Walesby Road, Market Rasen, LN8 3EY

Planning application for proposed barn conversion including removal of existing garages, extension to

barn, and temporary siting of static caravan – no comments

 

144690 – North Moor Farm, Caistor Road, Middle Rasen, LN8 3JF

Planning application to remove farrowing house, nursery building and dutch barn and erect 4no. pig

finishing houses, a lairage, 2no. nursery accommodation buildings, 2no. slurry stores, 7no. feed bins,

electricity substation and farm track to adjoin the A1103 - being variation of conditions 2 and 5 of

planning permission 139649 granted 21 May 2020 re: demolition and construction dust management

scheme and new access – no comments

Resolved: All Invoices were passed for payment and Quarter 4 reconciliation approved.

 

11.  Reports from meetings: None

The Chairman left the meeting, and the Vice Chair took the chair.

 

12.  To discuss and resolve on Chair’s Expenses

To remain the same as previous year.

Cllr  P Dawson proposed and seconded by Cllr J Padley

Resolved: £325.00 to be paid.

The Chairman returned to the meeting and the Clerk left the meeting.

 

13.   To discuss and resolve on Clerk’s Expenses

To remain the same as previous year.

Resolved: £200.00 to be paid.

 

14.  To discuss and resolve Clerks annual pay increment

Cllr P Dawson proposed and seconded by Cllr D Pattinson 

Resolved: That annual increment given

The Clerk returned to the meeting.

 

15.  To discuss ideas for newly fenced acre of land at the rear of the graveyard

Cllr  M Stamp proposed and seconded by Cllr D Pattison 

Resolved:  Clerk to contact Mole about placing an advert to hire the land for organic hay production

 

16.  To discuss options for the shed in the graveyard once empty

Cllr M O’Connor proposed and seconded by Cllr P Dawson 

Resolved:  Chair to contact Mr Gibson about removing steel box
