Minutes of the Meeting of the Parish Council on 23/8/22
Present:-
Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr M O’Connor, Cllr J Oxley, and Cllr J Padley
Also Present: Mrs A Harrison (Clerk)
Visitors:- Cllr S Bunney (LCC & WLDC) and 3 members of the public
The chairman opened the public meeting. The members of the public were objecting to planning application
145276 Land opposite Rose Cottage, Mill Lane, Middle Rasen, LN8 3LE, application to build 3 detached
dwellings. This application was previously denied, and they feel, apart from now being for 3 buildings not 7,
the reasons for objecting to the application last time still stand

Resolved: That apologies be accepted from above members of the Council.
2. To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3. Notes of last meeting on 19th July 2022, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Stamp brought attention to dead trees at the stone bridge near Manor Drive – Clerk to ask contractor to remove
- Cllr Pattison commented on the footpath crumbling on the A46 from the village post office going west – Clerk to report to highways as trip hazard
- Cllr Pattison also commented that a tree at the West end of North Street near the Stockmoor Lane turning has grown around a streetlamp and the footpath has narrowed. The embankment needs cutting back – Clerk to write Landowner
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney has met with the highways officer to discuss where grass is encroaching on footpaths
- Most of the council’s time has been spent on flooding issue after last week’s downpour damaged property and infrastructure.
LCC Matters:
- Looking into policing response issues in Lincolnshire

7. Clerks Report on Matters Outstanding:-
- Footpath issues on North Street, Dovecote and Caistor Road reported to highways
North Street - Fixed
Dovecote - We acknowledge your concerns and accept that the highway has deteriorated in condition.
We have assessed the fault in accordance with our Highways Infrastructure Asset Management Plan and it does not require urgent action. If the fault deteriorates significantly, please report this again to
us. Thank you for reporting this matter. State changed to: No further action
Caistor Road - We are sorry, but we are not taking immediate action with this report. We visited site
we can see that there are some sections where the footway is narrowed due to overgrown vegetation.
This is not dangerous as there is plenty of verge, although inconvenient to footway users. This is not
something we have a resource to action immediately, however we will pass this location onto the
Asset team and ask that it be considered for the next siding programme for the path to be cleared
back to the edgings to reinstate it back to full width. This is a countrywide resource, so we cannot
provide any timescales. Thank you for reporting this matter. State changed to: No further action
- Hedges obscuring road signs on Gainsborough Road and Church Street re reported to highways
- Lincolnshire Landscapes contacted for a quote on cutting back the trees in the graveyard leading down the path towards the shed
- Reported crumbling footpath on Mayfield Crescent after report from parishioner

Planning application for proposed barn conversion including removal of existing garages, extension too barn and temporary siting of static caravan (amendments to previous application) – no comments

Planning application for single storey side and rear extension including other alterations amendment to 143635 – no comments

Resolved: That Clerk to write to Cllr Smith to ask if he intends to attend meetings and reply before next meeting

Resolved: That Clerk to report all issues discussed above to highways
15. Discuss and Resolve CIL Funding

Resolved: That the council holds back the funds until more available
