Minutes of the Meeting of the Parish Council on 15/11/22

Present:-

Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr P Dawson, Cllr M O’Connor, Cllr J Oxley and Cllr J Padley

 

Also Present:  Mrs A Harrison (Clerk)

1.  Apologies for Absence - Cllr A Longmate

Resolved: That apologies be accepted from above member of the Council.  

 

2.  To receive declarations of interest in accordance with the 2011 Localism Act:-

3.  Notes of last meeting on 18th October 2022, to be approved as minutes:-

  • Notes be signed as a true record.  

 

4.  Chair and Council’s Comments:- 

  • Cllr Dawson reported he had received complaints from various parishioners about the condition of the hedges at East View on Low Church Road and The Mallows and Lynholm on Gainsborough Road – Clerk to write to homeowners to request hedges be cut back

 

5.  Reports from District and County Councillors 

WLDC Matters: 

  • Cllr Bunney informed the Council that a New Inspector has been assigned and he requests that any issues to be sent to the local policing team.  He accepted that the staffing levels in our Neighbourhood Policing Team are low and as such has instructed them not to attend Parish/Town Council meetings unless the Council in question has specific issues to put to the police
  • Cllr Bunney briefly discussed the Emergency Plan Meeting held at the Festival Hall on Monday 31st October and was attended by a few Middle Rasen Parishioners and Cllr Dennis

LCC Matters:  

  • Cllr Bunney has set up regular online meetings with Highways and will put any parish major issues to them on our behalf.  One issue Cllr Bunney is discussing with Highways is the Mill Lane issues
  • £750,000.00 has been given to improve internet access in the area.  Cllr Bunney asked the Council to consider any buildings which would benefit, the Village Hall was suggested

 

6.  Crime and Vandalism: - no report received

 

7.  Clerks Report on Matters Outstanding:-

  • LALC contacted and ten copies of The Good Councillor’s Guide received
  • Notice of Vacancy on Parish Council posted and WLDC have informed me that the Parish Council can Co-Opt 
  • Letter sent to Richard Littlewood, Tree Specialist at LCC, informing him that the Parish are happy with his plans for the lime trees on the A631 
  • Letter sent to homeowner of property next to the footpath between Church Street and Dovecote to request hedges cut back Highways contacted to report the deterioration on the footpath between Church Street and Dovecote and the inaccessible steps – reply received below

 

Following your report of various issues along PF 176, I inspected on Tuesday this week.

Regarding the overgrown hedge, we’ve sent the landowner a letter to trim, and this will follow whatever course dictated by his/ her actions or lack of them.

I’m forwarding the surface state issue to Highways to look at as this is a tarred path and beyond what we can do I countryside. I didn’t think that the path is in a generally poor state apart from some minor broken tar at the west end nearest the steps and some surface mud on the bends in the middle.

We’re going to have to give some thought about the feasibility of removing the steps at the west end leading to Church Street. We could remove the chicanes, but removal of the steps would leave a steep slope straight onto the live trafficked lane of the road without any pedestrian pavement. I’m not sure that reducing the slope is feasible as we’re limited with room due to the narrowness of the path in between the fences. Were we to grade the path down further along to reduce the slope, we would weaken the fences with all the ensuing problems. Whilst not dismissing this, it’s one that requires some serious thought regarding feasibility, costs and indeed safety issues and again I’ll pass over to highways and Chris to look at and decide.

 

  • Highways contacted to fit new sign at the junction of Old Gallamore Lane and Gallamore Lane stating Leading to Woodhill
  • Notice of Vacancy on Wilkinson Trust Board placed on noticeboards around the village 
  • Subsidence on Stockmoor Lane reported to highways – reply received:

 

We are sorry but we are not taking immediate action with this report.  We are fully aware of the location, and this currently sits with the asset team who are in the process of arranging a re-tread scheme to deal with the lane. This involves the whole road surface being planned up and re-laid with additional binder and material. This then deals with the profile as well. Currently this is programmed for 23/24 financial year This is a countywide programme and as such is subject to change Thank you for reporting this matter.

11. Reports from meetings: 

Cllr Stamp attended the Poppy Parade to lay a wreath on behalf of the parish

Cllr Dennis attended the Emergency Plan Meeting and will attend the next on 23rd November

 

Clerk went to leave the meeting, Councillors all agreed to let the Clerk stay

 

12. To Discuss 2022/23 pay awards and change to Clerk’s Salary

NALC pay awards and calculations given to Councillors prior to meeting

Proposed by Cllr Dawson and seconded by Cllr Dennis

Resolved:  That pay award agreed

 

 13. To Discuss and Resolve on Donation to Poppy Appeal

Proposed by Cllr Stamp and seconded by Cllr Pattison

Resolved:  That a donation be made for £50 to the Poppy Appeal with includes payment for the wreath of £25

 

14. To Discuss and Resolve on Grass Cutting Contracts for 2023-24/2024-35

Areas for cutting distributed to Councillors and contractors. Comments from contractors also discussed

Proposed by Cllr Pattison and seconded by Cllr Padley

Resolved:  That Lincolnshire Landscapes awarded contract for areas 1 and 2 and Green Grass given area 3.  Additional cuts that may be required to be added to contractual details

 

15. To Discuss Parish Council Vacancy

The Clerk informed the Council on the one application received.  It was agreed that the Clerk contact the successful applicant

Resolved:  That Penelope Sexton be co-opted to the Parish Council
