Minutes of the Meeting of the Parish Council on 27/9/22
Present:-
Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr M O’Connor, Cllr J Oxley, Cllr A Longmate, and Cllr J Padley

The Chairman opened the public forum.
The MOP was against raising a traffic restriction order Mill Lane (item 14 on agenda) as feels it will cause a bigger issue in Market Rasen and they have lived there nearly 50 years and does not think the problem of HGV use has increased. MOP also feels we should be supporting local hauliers.

3. Notes of last meeting on 23rd August 2022, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Longmate asked the council to recognise a local tree felling firm for future works – Clerk to add details to contractor list
- Cllr Pattison commented that the field being used by horses at the back of the graveyard is being kept in good condition
- Cllr Stamp raised the issue that WLDC Planning Team are not feeding back regarding granted and refused applications – Clerk to write to Planning Department to express concerns
- Cllr Pattison raised an issue with North Street starting at the School going North has hazardous potholes – Clerk to report to highways
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney mentioned that over 100 properties where affect with the recent floods in the Rasen area. The whole of the flood area will be investigated as one area on how to deal with in an emergency, Market and Middle Rasen will have to raise the emergency plan as one group to set flood wardens, etc.
- WLDC continues to investigate the effectiveness of policing in the area. In recent weeks a number of ideas have been looked at promises have been made but as yet these do not seem to have come to fruition. As part of the improvement process Chief Inspector Boxall has emailed a questionnaire to all Parish and Town Clerks in WLDC – the consultation period is still open and so it is not too late to submit a response.
- From October there is a fresh number of PSCOs starting their training. They will be joining Neighbourhood teams in the New Year. West Lindsey will receive three more bodies – one based in Market Rasen, One in Gainsborough and the third?.
- WLDC is conscious of fly tipping in the area and is doing what it can to clear the rubbish and also prevent it from happening. They are prepared to [and have] prosecute anyone they can prove to be responsible. I and other councillors are petitioning LCC to increase the number of days and opening hours of Household Recycling Centres. We will also be pushing for the trade waste arrangements to be simplified etc – in the hope that less people will resort to fly tipping.
- Healthwatch Lincolnshire is undertaking a survey on people’s experience of getting a referral from a GP and NHS Support, like physiotherapy, talking therapies, hospital scans and consultations. The intention is to share their findings with the NHS and help improve their service. LCC Matters:
- The Financial Performance Review of the 2021/2022 Accounts have now been published. LCC spent just over £1.1 billion on public services in the year this includes the schools. This figure represents £1443 for every person in Lincolnshire. Education and schools represents the largest figure of this expenditure – approx. 50% Over half of this expenditure figure is money directly funded by Central Government Grants, Business Rates etc. Council tax and other locally raised sums contributes to around ½ of the sum. During the year there was a budget underspend of approximately £31m. £17m of this sum was money earmarked for Schools and has been retained by the Education Sector for future expenditure. Other departments were able to bid for money to be held over to the current financial year leaving an effective surplus of £7.3m. Of this surplus £5 m has been allocated to additional Highway Expenditure with the remaining £2.3m set aside to help mitigate against future inflation costs.
- Highways the current budget is for approximately £82m – this is to cover repairs and minor road improvements. Major capital schemes – like the Southern Bypass - are funded by direct Government Grants. It is anticipated that Inflation will mean this figure will have a buying power of around £19.3m less than last year. The situation therefore remains tight. LCC is lobbying Government for more money but then are so most if not all the rural councils. The number of outstanding pothole jobs is down but still significantly high at around 3000 sites requiring work at any one time.
- LCC is actively pursuing the Greater Lincolnshire Project – whereby Lincolnshire CC, North Lincolnshire and NE Lincolnshire work as one unit under an elected Mayor/Governor. A consultant has been appointed to prepare an evidence-based assessment on the benefits of such a programme to communities, visitors and businesses throughout the area. A detailed analysis of the benefits brought about Devolution in Nottinghamshire and Derbyshire is to be carried out.

- Crumbling footpath on A46 at Post Office heading West reported to Highways – in progress
- Lincolnshire Landscapes contacted to remove dead trees at stone bridge near Manor Drive
- Letter sent to Landowner requesting they clear footpath and cut back tree on North Street
- Letter sent to Cllr Smith regarding his seat on the Parish Council
- Comments from Council and Parishioners regarding development on Mill Lane sent to Planning
- Subsidence on Stockmoor Lane reported to Highways – investigating
- Laptop Issues – reported to AMS IT who stated the motherboard has gone and not fixable, current laptop 6 years old. AMS IT can be contacted to supply replacement.

Email received from Cllr Smith - “Thank you for my letter, as you can imagine with the vast area I cover as a county councillor this makes attendance difficult, if it is the wish of the chairman and council that I stand down because of my difficulties in attending due to other duties and responsibilities, I shall of course oblige. It has been a privilege to serve with a great bunch of councillors but above all else great people. If I can be of any assistance to the parish in future even if not as a member, please do get in touch.”

16. Discuss and Resolve Wilkinson Trust Parish Council Member
Email received from Cllr Dawson – “Following the AGM of the Community Fund Charity and the John Wilkinson Trust the trustees present expressed a concern regarding the PC appointed trustee Mr. John Padley. Mr. Padley failed to show at the AGM meetings without apology and has in fact failed to show at any trustees meeting since before the Covid outbreak, once again without apology to any of the meetings. Could you please confirm whether Mr. Padley wishes to continue in the post and if not please nominate his replacement to the Charities.
