Minutes of the Meeting of the Parish Council on 20/12/22
Present:-
Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr P Dawson, Cllr M O’Connor, Cllr J Oxley, and Cllr P Sexton
Also Present: Mrs A Harrison (Clerk)

1. Apologies for Absence – Cllr A Longmate. No apologies received from Cllr J Padley
Resolved: That apologies be accepted from above member of the Council.
2. To receive declarations of interest in accordance with the 2011 Localism Act:-

4. Notes of last meeting on 15th November 2022, to be approved as minutes:-
- Notes be signed as a true record.
5. Chair and Council’s Comments:-
- Cllr Stamp commented on the state of the road surface on Stockmoor Lane and the various potholes on roads around the village
- Cllr O’Connor stated the hedges at West View, Low Church Road are obstructing the footpaths – Clerk to write to homeowner
- Cllr Dennis informed the council that a streetlight is out on North Street, number 31 – Clerk to report on Fix My Street
- Cllr Dawson commented on the recent newsletter sent out stating the council are going to use innovative technology on road services and commented that this technology has been around for about 13 years old – Cllr Bunney stated that the technology is from a new contractor and new to the council
- Cllr Sexton commented on the terrible state of the pavements in the village, especially Gainsborough Road. They need clearing to make the pathway wider as currently inaccessible to large pushchairs and wheelchairs – Clerk to report to Highways
- Cllr Pattison commented that speeding in the village is getting worse – Clerk to contact Lincolnshire Road Safety Partnership to ask for assistance
6. Reports from District and County Councillors
WLDC Matters:
- Cllr Bunney updated the Council on the ongoing issues and fixes for flooding in the area
- Cllr Bunney stressed that he is still chasing the District Council around the appalling state of the pavements in the village
LCC Matters:
- Cllr Bunney asked us to promote the cost-of-living assistance available – Clerk to promote WLDC webpage Cost of living support | West Lindsey District Council (west-lindsey.gov.uk)
7. Crime and Vandalism: - no report received from Local Policing Team
- Cllr Dennis reported that robbery of outdoor furniture had been reported to her and she asked that any crime is reported so that the statistics are correct – Clerk to send write-up to Community Spirit to encourage people to report any crime to the police
- Cllr Sexton commented on the abandoned van on Manor Drive – Clerk to report to WLDC to arrange removal
8. Clerks Report on Matters Outstanding:-
- Letters sent to homeowners of East View, Low Church Road and The Mallows and Lynholm on Gainsborough Road requesting hedges cut back from public pathways
- Successful contractors, Lincolnshire Landscapes and Green Grass written to with new contracts for seasons 2023/24 and 2024/25. Also contacted unsuccessful contractors and advised will keep their details on file

12. Reports from meetings:
Cllr Dennis and Cllr stamp attended the 2nd Emergency Plan Meeting on 23rd November. The contacts for the village were chosen, Cllr Stamp and Cllr Pattison were put forward as initial contacts with Cllr Dennis as a secondary contact. Village Hall was given as an emergency meeting place for the village and will hold a box containing assorted items to assist in an emergency such as high visibility jackets, walkie talkies, torches, etc
13. To Discuss and Resolve damage to grass on Church Street near Naylor’s Drive
Cllr Sexton also stated the same issue at the west end of North Street
Proposed by Cllr Dennis and seconded by Cllr Dawson
Resolved: That Clerk contact Lincolnshire Landscapes to ask if they can look around the village and fix any verges that have been damaged
14. To Discuss and Resolve parishioner’s request for a grit bin on Mill Lane
Proposed by Cllr Dawson and seconded by Cllr Sexton
Resolved: That Clerk contact WLDC and request a grit bin for Mill Lane and that a supply of grit to be delivered to Green Grass Contractors
