MIDDLE RASEN PARISH COUNCIL

 

Minutes of the Meeting of the Parish Council on 15/02/22

 

Present:-   Cllr M Stamp (Chair), Cllr D Pattison (Vice-Chair), Cllr J Oxley, Cllr P Dawson, Cllr G Dennis, Cllr M O’Connor, and Cllr J Padley, 

Also Present:  Mrs A Harrison (Clerk) 

Visitors:-  Cllr S Bunney

 

1.   Apologies for Absence:- Cllr T Smith and Cllr A Longmate

 

Resolved:  To accept apologies from Councillors listed above.            

 

2.   To receive declarations of interest in accordance with the 2011 Localism Act:-  None

 

3.   Notes of last meeting on 18th January 2022, to be approved as minutes:- Notes be signed as a true record.

 

4.   Chair and Council’s Comments:-

  • Cllr Stamp commented on the state of potholes throughout the parish
  • Mr A Gibson has completed the repairs to the stocks on Church Street
  • Cllr Dennis stated that a gate has been placed next to the style on low lane 

 

5.   Reports from District and County Councillors:-

WLDC:

  • LCC received email regarding comments from Parish Council on the council tax increase. The Council have agreed to an increase to council tax of 5%.  1.9% (about 12 million) will be for road works (i.e., potholes) and 3% for adult social care
  • WLDC bid for community funding for Playground has gone in front of the panel for a decision which should come through shortly
  • Middle Rasen will be getting access to fibre broadband in the near future
  • Lincolnshire Road Partnership are looking at the speeding problems through the village and the Parish may be able to purchase a new speed reactor sign which would cost the parish £2500

7     Clerks report on matters outstanding:-

  • Formal request in writing sent to Highways via Cllr Bunney requesting bollards to be fitted on

     Gainsborough Road, next to junction with Mill Lane to prevent inconsiderate parking  

  • Letter of thanks sent to Andrew Gibson for his great work on the sign for Parry’s Bridge and for his generosity in completing the work free of charge
  • Feedback sent to LCC regarding the proposed council tax increase of 3% that the Parish

     Council was not in agreement with the increase

  • Potholes on Stockmoor Lane reported and works scheduled
  • Blocked drains on North Street, Church Street and Manor Drive have been logged work is
  • Overgrown pavement on North Street has been logged and is being investigated
  • Streetlight No 15 fixed
  • Parishioner reported streetlight No 4 on Church Street obstructing pavement, Streetworks team are working on resolving the issue
  • No cycling sign being too obscure was reported and highways have investigated with the response resolved:

“ We are sorry, but we are not taking immediate action with this report because an Officer has walked Woodhill in both directions and the no cycling signs are clearly visible. Please see attached photos. Thank you for reporting this matter”.

Email of thanks received from Rob Parry:-

 

I am writing on behalf of myself and my brothers Jonny and James , we would like to send our gratitude and a kind thank you to the people of Middle Rasen parish for their kind gesture putting forward to the parish council the idea of naming the bridge on low church road ‘Parry’s Bridge’ in tribute to our mother and father and our family being a part of Middle Rasen, also the fact the bridge has been known as that from it being a meeting place for local children to play and a starting point for the new year duck race for decades. 

Middle Rasen will always be my home no matter where I am living, and I look forward to continuing helping keep the village looking it’s best with my grounds work for the parish council.

My brothers and I would also like to say a massive thank you to the parish council itself for granting this proposition to go ahead and spending time going through all the formal procedures required for it to be done.

Last but certainly not least a huge thanks goes to Andrew Gibson for supplying, expertly getting the sign made and securing it in place hopefully to be seen for years to come.

Please pass on our message and once again a big thank you for this lovely gesture.

 

 

10  Finance and Accounts for Payment

Resolved: All Invoices were passed for payment.

 

11   Reports From Meetings  - none

 

12  To Discuss Planting of Fruit Trees to Commemorate the  Platinum Jubilee 

 

Clerk contacted LCC Highways requesting permission to plant the trees. To apply for a highways licence or permit we require: 

 

A location plan

A copy of your public liability insurance certificate

NRSWA accreditation for a supervisor

NRSWA accreditation for an operative

A start and end date for your work

 

Clerk contacted Lincolnshire Landscapes, but they do not hold the required accreditation.  The Parish council decided to look at other options and placements for trees

 

Proposed by Cllr  Pattison, seconded by Cllr Stamp

Resolved:  Agreed Cllr Stamp and Cllr Pattison to look at land in graveyard to place flowering trees

 

13.   To Discuss and Resolve options for hand tools and mower stored in the graveyard outbuilding

 

Inventory taken:        1 Saw, 1 Mower, 1 Strimmer,  1 Litter Cart

                                    2 Rubbish Bins, 1 Toolbox

                                    3 Spades, 1 Fork

                                    2 Rakes, 1 Lawn Edge Cutter

                                    3 Petrol Cans, 1 Sprayer

                                    1 Brush, 1 Barrow

                                    7 Small Garden Trowels, 1 Tree Pruner

                                    1 Large Shed, 1 Skip

                                    £2,200.00

 

Clerk has contacted various garden tool repairers in the area, but no interest shown.  Greenstripe

suggested putting the items in the weekly auction in Market Rasen.  A Matthews Garden Machinery offered £60 for mower and strimmer but will also clear the everything out of the shed

Resolved: Council decided to ask Clerk to contact Mr Shaw from De Aston School to ask if they would  want the small tools to help with their new Gardening Programme and contact Perkins, George and Mawer regarding the next auction at the racecourse to move the larger items

14   To Discuss the Diversion of Footpaths 1127 and 1147

 

Feedback received:

 

Cllr Dennis - I was the one who went to the original hearing about the footpath adoption and the noted problems of gardens now on the path line. I see the suggested re positioning as a good compromise and the need to get everything sorted before the new houses are built in the field

 

Cllr O’Connor -Seeing as we have waited so long for the public footpath to be recognised as a public footpath then I'm sure that the developers of the estate that is being constructed, which the public footpath crosses, will have an objection !!!  I have no more comment to make other than I'm sure that the County Councils Public Rights of Ways section will have their own way without taking any notice of comments made during the consultation period 

 

Cllr Stamp – Feels this is the right decision

 

Cllr Padley – Excellent idea, solves the issue of the gardens encroaching on the footpath

Resolved: Clerk to pass comments on to Countryside Services at LCC

 

15   To Discuss and Resolve Grant Application from Middle Rasen Bowling Club

 

Grant application received from Middle Rasen Bowling Club for £500 to help replace cracked irrigation tank

 

Proposed by Cllr  Pattison, seconded by Cllr Dawson

Resolved:  Parish Council agreed to allocate £500 to the Middle Rasen Bowling Club

 

16    Items for next meeting

 

  • Discuss options on where to plant Trees with funds from Platinum Jubilee Grant
  • Discuss options for contents of shed in Graveyard

 

There being no other business the meeting closed at 8.20pm.
