Minutes of the Meeting of the Parish Council on 18/10/22
Present:-
Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr P Dawson, and Cllr J Padley

1. Apologies for Absence

Resolved: That apologies be accepted from above members of the Council. No apologies from Cllr A Longmate
2. To receive declarations of interest in accordance with the 2011 Localism Act:- None.
3. Notes of last meeting on 27th September 2022, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Dennis reported that the footpath linking Dovecote and Church Street is deteriorating. There is also an issue with bad lighting and the step down from the path onto Church Street is inappropriate and not accessible for wheelchairs. The Clerk to report parishioners’ concerns to highways and write to homeowner of property next to the path to request they cut back the hedges as they are blocking the light.
- Cllr Dennis brought to the attention of the Council that a dog had bitten a parishioner on the leg whilst walking on the playing field on the 6th October – Cllr Dennis has passed the details of the attack to the Community Spirit Team to make parishioners aware and Cllr Bunney to pass onto police as a matter of intelligence
- Cllr Pattison informed the Council that the residents of Woodhill were thankful for the new sign but feel a further sign at the end of Old Gallamore Lane would also be of benefit – Clerk to go back to highways to request “Leading to Woodhill” be added to the Old Gallamore Lane sign at the junction with Caistor Road
- Cllr Pattison reported that the Parishioner at Mallowfield, off North Street had a flooding issue in their garage. The Parishioner believes a drain could be blocked – Cllr Bunney to speak to parishioner and report the issue as part of the ongoing flood investigations
5. Reports from District and County Councillors
WLDC Matters:
- Cllr Bunney suggested the need to arrange a joint meeting to discuss an Emergency Plan with Market Rasen and involve the community – Cllr Bunney to arrange the meeting
LCC Matters:
- The Council are investigation and working on flood issues in the parish including Mill Lane, Lincoln Lane and Church Street
6. Crime and Vandalism: - no report received
7. Clerks Report on Matters Outstanding:-
- Letter sent to Planning Department to complain about lack of notification on applications the council had commented on – no response received yet
- Potholes starting at the School on North Street reported to Highways - Fixed
- Comments on planning application 145411, Chez Nous, Gainsborough Road around rainwater management and responsibility of private road passed to Planning Department
- Requested official letter of resignation from Cllr Smith to be sent to the Chair and Monitoring Office contacted to publish vacancy
- Request sent to highways to start the process of applying a Traffic Restriction Order for Mill Lane due to speed and size of vehicles using the Lane
- Requested information from Mrs C Sellers on rules and tenures of members on Wilkinson Trust and Community Fund – email received from new Clerk to discuss on item 15
- Contact made with Lincolnshire CC Trees Specialist for assistance with removing some of the Lime Trees on A631 and works will hopefully commence in December 2022

Cllr Stamp met with the tree specialist from LCC to discuss thinning out the Lime Trees on the A631

Resolved: That the precept for 23-24 be set at £19000.00

14. To Discuss making sure all Councillors have a copy of the Councillor’s Rule Book
