Minutes of the Meeting of the Parish Council on 21/1/2025
Present:-
Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr G Dennis, Cllr M O’Connor, Cllr J Padley, Cllr P Sexton and Cllr A Miller
Also Present: Mrs A Harrison (Clerk)

1. Apologies for Absence – none
2. To receive declarations of interest in accordance with the 2011 Localism Act:- none
3. Notes of last meeting on 17th December 2024, to be approved as minutes:-
Resolved: Notes be signed as a true record.
4. Chair and Council’s Comments:
- Cllr Stamp commented again on the state of the roads on Manor Drive and North Street – this has been reported
- Cllr Dawson informed the Council that the hedge at Marion Field needs cutting back as it is obstructing drivers view when coming out of Gallamore Court – Clerk to write to homeowner
- Cllr Dennis had been asked by a parishioner if there was, previously, a drain outside Clarke’s Farm on North Street which has now been removed – Clerk to ask the question to Highways
- Cllr Dennis brought up the issue of Mill Lane around flooding, and freezing – Cllr Bunney dealing
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney let the Parish Council know that West Lindsey District Council would prefer for the District Council to remain but does not feel this will be the case
- Cllr Bunney mentioned that RAF Scampton is still under negotiation regarding development
LCC Matters:
- Cllr Bunney has a meeting with LCC Highways and Internal Drange Board on 22nd January 2025 to look at the issues on Mill Lane and other flood areas in the village
6. Crime, Vandalism and Neighbourhood Watch
- Crime statistic received for December received from Inspector Head
- Cllr Padley stated there are gangs of rouge builders about knocking on doors saying work needed on property – Clerk to post warning on Middle Rasen Facebook Page
7. Clerks Report on Matters Outstanding:-
- Email sent to Cllr Bunney and Highways to report the poor condition of the whole of North Street with potholes, standing water and blocked drains.
- Letter sent to parishioner who is parking his vehicle on the bend on Church Street asking if they would kindly park further round to allow better vison for vehicles coming around the corner.
- Reply received from Methodist Church on Gainsborough Road regarding placing bollards to prevent parking. At their last meeting the Church Council had no objections to bollards being placed alongside the chapel

Application for approval of reserved matters to erect 15no. dwellings considering appearance, landscaping, layout and scale – following outline planning permission 144158 granted 22 August 2022 – no comments

11. Reports from meetings: none
12. To discuss and sign off on precept for 2025-26
At the October 2025 meeting the Parish Council agreed an estimated Precept for 2025-26 of £19,800.00 which showed a tax increase of 2.36%. After receiving updated information from WLDC a 0% tax increase would mean a Precept of 19,923.98. Requesting £20,000.00 would be a tax increase of 0.38%
Proposed by Cllr Pattison and seconded by Cllr Miller
Resolved: That the Precept be set at £20,000.00 for 2025-26
13. To Discuss Options for Co-Option of Councillor
Proposed by Cllr Stamp and seconded by Cllr Dawson
Resolved: That a poster be put on all noticeboards to advertise the vacancy
14. Items for next meeting
- To discuss purchasing bollards for outside the Methodist Church on Gainsborough Road
There being no other business the meeting closed at 8.18pm.
