Minutes of the Meeting of the Parish Council on 09/09/2025
Present:-
Cllr Stamp, Cllr D Pattison (Vice Chair), Cllr M O’Connor, Cllr P Dawson, and Cllr A Miller
Also Present: Mrs A Harrison (Clerk)

1. Apologies for Absence – Cllr G Dennis, Cllr P Thomas, and Cllr S Cartwright
Resolved: That apologies be accepted from above member(s) of the Council
2. To receive declarations of interest in accordance with the 2011 Localism Act:- none
3. Notes of last meeting on 19th August 2025, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Miller had been approached by a parishioner who stated she found it difficult to take her husband in his wheelchair down North Street due to the hedges growing halfway over the pavement, this is also an issue on Gainsborough Road near the junction with Low Church Road – Clerk to send letters to both property owners requesting the hedges be cut back and the pavement cleared
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney mentioned that there still has been no final decision on the Scampton Base
- Cllr Bunney let the Council know that The Limes Hotel has been bought by a Hotel Company who are going to renovate and reopen as an hotel
LCC Matters:
- Cllr Bunney has organised a meeting on the 1st October at the Festival Hall to discuss the restructuring and Local Government Reform of Lincoln County Council as a decision needs to be made by November
6. Crime and Vandalism: - none
7. Clerks Report on Matters Outstanding:-
- Comments sent to Planning regarding Application WL/2025/00825 to remind them of the public footpath as not noted on the site plans
- The potholes on the junction of Sand Lane and Skinners Lane have been reported to the Highways Department
- Email received from a parishioner stating the upright supporting post on the stocks is rotting and needs to be repaired – clerk to contact Mr Robinson to repair
- The new bank mandate has been sent to HSBC and actioned

Planning application for proposed demolition of existing conservatory and erection of a new single storey rear extension and canopy covered area – no comments

Resolved: That the contract for snow clearance (not gritting) be awarded to Green Grass Contracting for winter maintenance period 25-26
13. Discuss and Resolve on Parish Council Policies
a). Safeguarding – Confirmed policy not changed since last review
b). Equal Opportunities – Confirmed policy not changed since last review

Resolved: That policies be accepted as tabled
14. Discuss the Progress on the Village Plan Sub Committee
Cllr Thomas has drafted terms of reference which Market Rasen are happy with. They are in the process of arranging the first meeting and Cllr Thomas will update the council at the next meeting.

15. Discuss the Progress on the Set Up of the Community Speeding Group
Proposed by Cllr Miller and seconded by Cllr O’Connor
Resolved: That a meeting be organised by Cllr Miller to complete paperwork and updates given at next meeting
16. Discuss the Progress on the Mill Lane/Gainsborough Road Parking Issues
Proposed by Cllr Dawson and seconded by Cllr Miller
Resolved: That Cllr Miller update Council at the October Parish Council Meeting after her meeting with Cllr Bunney and Highways later this month
