Minutes of the Meeting of the Parish Council on 18/2/2025
Present:- Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr G Dennis, Cllr M O’Connor, Cllr J Padley, and Cllr A Miller
Also Present: Mrs A Harrison (Clerk)
Visitors:- Cllr S Bunney (WLDC), Mr P Thomas and eight members of the public
Chair opened the Public Meeting
Mr P Thomas attended the meeting to put forward his interest in joining the Council as a Co-opted Councillor.
The eight members of the public were at the meeting to discuss their concerns on the drains on North Street as the road floods every time it rains. The water will run down the drive of Mallowfield, round the house, over the lawn and into the garage leaving mud deposits. If the homeowner were to use sandbags to divert the water it would then run into the neighbours’ properties, flooding the home. The smell after the water has receded is disgusting. The homeowner has to clean up the mess himself afterwards and would like to know if there was an option for the Council to clean up the silt and take away the silt. The residents of North Street believe the whole drainage system need renewing as it is not fit for purpose. When WLDC send a team to clear the drains they work for about one hour before blocking with silt again.
Cllr Bunney addressed the public and gave out to everybody information he had collated on the issue which he is in the process of bringing to The Flood Management Team and Lincolnshire County Council Highways Department. He agreed that the best option would be drainage works but also, in the short term, regular cleaning work help.
The residents thanked Cllr Bunney and requested feedback from any meetings and, if possible, representatives at any meetings held with Highways.

4. Chair and Council’s Comments:
- Cllr Stamp commented on the state of Manor Drive again with potholes – Clerk to report
- Cllr Dawson mentioned that the hedge at Marienfield was still overgrown – Clerk to send second letter to request it is cut back
- Cllr Dennis informed the Council that the hedge which runs from Brook Cottage to Brimmer Beck needs cutting back as obstructing the footpath making it difficult to walk one and forcing pedestrians onto the road – Clerk to write to the landowner to request it is cut back
5. Reports from District and County Councillors:-
WLDC Matters:
- Cllr Bunney informed the Council that he was concerned with the issue of having less policing in the area which we all need to be aware of as this issue will have various knock-on effects
- The empty house on Dovecote is still an issue and has been brought to the attention of WLDC asking if it would be possible for them to send a clean-up crew and charge any costs to the estate
LCC Matters:
- Cllr Bunney discussed the Local Government Reform and the Mayoral elections in May which will probably see the end of District Councils
- Cllr Bunney let the Council know that Government are not wanting to build on RAF Scampton but may look at selling off the land but keep any historical buildings
- Cllr Bunney informed the Council the village is due for more resurfacing on roads

7. Clerks Report on Matters Outstanding:-
- Email sent to Highways and Cllr Bunney to request bollards be placed on Gainsborough Road to prevent parking outside the Methodist Church
- The broken railing on the foot bridge on Low Church Road has been fixed
- Letter sent to the homeowner of Marienfield, Old Gallamore Lane, requesting they cut back their hedges as causing obstruction to drivers pulling out of Gallamore Court

Planning application to remove existing detached garage, and the erection of a 2-storey extension to form integral garage, utility space and master suite – no objections

Proposed by Cllr Dawson and seconded by Cllr Pattison
Resolved: That we wait until we hear from Highways to see if we can purchase and place bollards in the area
Mr P Thomas left the meeting
13. To Discuss Co-Option of Councillor
Proposed by Cllr Dawson and seconded by Cllr Pattison
Resolved: That Mr P Thomas be Co-opted to the Parish Council
Mr P Thomas rejoined the Meeting and was welcomed to the Council

- To discuss and resolve on dates and venue for 2025-26 Parish Council Meetings
- To discuss and resolve on 2025-26 annual pay increment to Clerks salary
- To discuss the placing of yellow lines on Gainsborough Road, outside the Methodist Church
- To discuss the ongoing drain issue on North Street
There being no other business the meeting closed at 8.20pm.
