MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 18/3/2025
Present:- Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr G Dennis, Cllr M O’Connor, Cllr J Padley, Cllr A Miller, and Cllr P Thomas

1. Apologies for Absence – none
2. To receive declarations of interest in accordance with the 2011 Localism Act:-

3. Notes of last meeting on 18th February 2025, to be approved as minutes:-
- Notes be signed as a true record
4. Chair and Council’s Comments:
- Cllr Stamp was happy to inform the Parish Council that the potholes on Manor Drive had been fixed
- Cllr Miller let the Councillors know that the second bus stop for Gainsborough Road was fitted today
- Cllr Thomas commented on the state of dog fouling on Church Street – Cllrs Stamp and Pattison to place anti fouling signs in the area and clerk to put a write up in the Community Spirit
- Cllr Dennis arranging a litter pick on Saturday 22nd March around the village
5. Reports from District and County Councillors:-
WLDC Matters:.
- At the requests of residents, Cllr Bunney is pursuing the possibility of placing dog waste bins on the recreation areas to the north of Chantery Park off the Caistor Road.
LCC Matters:
- Cllr Bunney confirmed that the elections to Lincolnshire County Council and The new Greater Lincolnshire Mayor will take place on May 1st, 2025, as scheduled
- Cllr Bunney had meetings with Highways Officers, Flood Management Officers and representatives of the local residents into the flooding issues on Mill Lane and North Street. Works have started on the Mill Lane issues [carried out at public expense but without prejudice - as the owners of the land cannot be traced] and are planned for North Street at the end of the month.
6. Crime, Vandalism and Neighbourhood Watch :-

7. Clerks Report on Matters Outstanding:-
- Email sent to Highways requesting permission to place 3 or 4 bollards on the kerbside, outside the Methodist Church, on Gainsborough Road to prevent cars parking on the footpath and obstructing the view of drivers pulling out of Mill Lane – reply received:
“Unfortunately, this is not something that Lincolnshire County Council would undertake. This would be classed as an additional carriageway assets which would not be necessary. At this location, we would also not authorise the installation of bollards as from previous cases around the county, it will only move the issue along the road causing further problems elsewhere. We have carried out a visibility assessment as marked out in the design manual for street construction, with the speeds of the roads being 30mph there has to be 45m visibility for the safe use of this junction. In this case it was measures at 65 metres. This is over the recommended amount required. As a result of the points raised, no further action is required.”
- The poor condition of Manor Drive reported to Highways – Works Completed
- Letter sent to homeowner of Brook Cottage requesting they cut back the hedge to make walking on the footpath easier
- Second letter sent to the homeowner of Marienfield to request they cut back the hedge and if not completed within a month then we will request Highways to cut it back and bill the homeowner

12. To Discuss and Resolve on the venue and dates for May 2025 - April 2026 Parish Council Meetings
Church Hall Fee - £10.00 per hour
Village Hall Fee - £12.00 per hour
Proposed by Cllr Stamp and seconded by Cllr Thomas
Resolved: That the Parish Meetings be held in the Church Hall on the 3rd Tuesday of the Month and that the Village Map picture be placed in the Village Hall due to the redecoration of the Church Hall
13. To Discuss and Resolve on 2025-26 Annual Pay Increment to Clerks Salary
Current pay scale 8 £13.47 increase to scale 9 £13.69
Proposed by Cllr Pattison and seconded by Cllr Dennis
Resolved: That the increment be implemented as of April 2025
14. To Discuss and Resolve on resignation of Cllr P Sexton
West Lindsey District Council informed, and notification of vacancy has been displayed on noticeboards
Proposed by Cllr Miller and seconded by Cllr O’Connor
Resolved: That any interested party be asked to attend the meeting next
15. To Discuss Placing Yellow Lines on Gainsborough Road Outside the Methodist Church
Proposed by Cllr Stamp and seconded by Cllr Dawson
Resolved: That the Parish Council feel Highways would not agree and, also, yellow lines would hinder funeral vehicles attending the chapel
16. To Discuss ongoing Drain Issue on North Street
Cllr Bunney had informed the Parish Council that works are planned on North Street by the end of March
Proposed by Cllr Stamp and seconded by Cllr Pattison
Resolved: That this be discussed again at next meeting to check on progress
17. To Discuss and Resolve on Chantrey Park Development New Street Name
Chestnut Holmes have put forward the name “Bellamy Way”. Context: The local church, St Peter’s (dating from the 12thcentury) was restored in 1861 by Pearson Bellamy and John Spence Hardy, of Lincoln
Proposed by Cllr Dennis and seconded by Cllr Miller
Resolved: That the Parish Council have no objections to the new street name
