Minutes of the Meeting of the Parish Council on 15/04/2025

 

Present:-  Cllr M Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr P Dawson, Cllr M O’Connor, Cllr J Padley, Cllr G Dennis, Cllr A Miller and Cllr P Thomas

 

Also Present:  Mrs A Harrison (Clerk)

1.   Apologies for Absence – Cllr S Bunney (WLDC)

Resolved: That apologies be accepted from above member(s) of the Council

 

2.   To receive declarations of interest in accordance with the 2011 Localism Act:-

3.   Notes of last meeting on 18th March 2025, to be approved as minutes:-

Notes be signed as a true record.

 

4.   Chair and Council’s Comments:- 

  • Cllr Stamp stated that there are still lots of potholes on North Street and Manor Drive even though LCC Highways have been and repaired some – Clerk to report again
  • A parishioner approached Cllr Stamp to inform the Council that work had been carried out on the drainage issue on North Street, and they thanked the Council for their assistance 

 

5.   Reports from District and County Councillors Received :- 

 

  • Mill Road and North Street Flooding:

Highways have carried out the exploratory and cleaning works as promised – further works will possibly be needed but as yet, no firm plans have been made or costed.  As suspected the 6-inch traditional drainage pipes on North Street are definitely too small for current surface water demand.

Local residents have commented to me how polite and informative the work gangs were who carried out the exploratory works.  I have conveyed this to LCC’s Highways Manager.

 

  • Former RAF Scampton Site:

The Home Office/MoD have confirmed that they are exploring the possibility of the private sector purchasing and developing the site for commercial housebuilding.   West Lindsey/Scampton Holdings industrial proposal remains open and will be considered favourably if the private sector does not come forward for a better financial deal.  (WLDC/Scampton Holdings are sticking to their original price – which clearly will not compensate the Government for the monies spent on the preparation of the site for a potential asylum processing centre).

 

6.   Crime and Vandalism

  • Cllr Thomas mentioned that there had been reports of thefts in the village from sheds and outbuildings

 

7.   Clerks Report on Matters Outstanding:-

  • Email sent to LCC Highways Department asking if mirrors can be placed opposite the Mill Lane/Gainsborough Road junction to assist in vision when vehicles are parked on the pavement outside the Methodist Chapel – reply received:-

 

We are sorry that due to guidance issued by the Department for Transport we do not allow mirrors to be placed on the highway. This is because experience shows that rather than improving safety, a mirror could increase safety risks which include:

 - Reflect Light and interfere with a driver's vision

- Reduce the ability to judge an oncoming vehicle's speed

- Create an unreasonable dependence on the mirror

- If dirty, distort or restrict the view

- Be an easy target for vandals 

 Any mirrors which are found in the highway may be subject to enforcement action by the local officers as an encroachment in the highway under the terms of The Highways Act 1980.

Whilst we do understand the customer's concerns when exiting their property Lincolnshire County Council will not give formal permission for the placement of mirrors in the highway in any circumstance. Mirrors are not a legal or regulated item of street furniture and are also not included in the National Traffic Sign Regulations. If seen Lincolnshire County Council may consider enforcement action and removal dependant on their position and circumstance. The customer should always consider whether or not the adjacent hedges or other obstructions on private land can be reduced/removed to improve visibility if possible.

 

  • Church Hall booked for future meetings May 2025 to April 2026 and dates sent to all Councillors 
  • Chestnut Homes informed the Parish Council had no objections to the new street name, Bellamy Way, on Chantrey Park, Caistor Road
  • Community Spirit have been contacted requesting that the Anti Dog Fouling Poster be placed in the next issue
  • Email sent to WLDC CIL Department to chase payment from ALDI and Starbuck Site – reply received “The parish proportion of CIL along with any other amount collected up until 31 March 2025 will be paid to you before 28 April 2025 in accordance with the CIL regulations”
