MIDDLE RASEN PARISH COUNCIL

Minutes of the Meeting of the Parish Council on 15/07/2025

 

Present:-

Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr P Dawson, Cllr J Padley, Cllr M O’Connor, Cllr A Miller, Cllr P Thomas, and Cllr S Cartwright

 

Also Present:  Mrs A Harrison (Clerk)

1.   Apologies for Absence – Cllr M Stamp (Chair) and Cllr S Bunney (WLDC)

Resolved: That apologies be accepted from above member(s) of the Council

 

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- none

 

3.   Notes of last meeting on 17th June 2025, to be approved as minutes:-

  • Notes be signed as a true record.

 

4.   Chair and Council’s Comments:- 

  • Cllr Miller discussed the issue of vehicles speeding around the village.  It was suggested the Parish Council set up a Community Speeding Group which would need a minimum of six people to partake in the training. Cllrs’ Miller, Thomas, Dawon, Pattison, O’Connor and Mrs Harrison (clerk) all volunteered to join the group
  • Cllr Dawson stated that the Mill Lane junction is still an issue with obstructed view due to vehicles parking on the pavement outside the Church on Gainsborough Road.  Cllr Miller has taken this issue to highways and is waiting for a reply

6.   Crime and Vandalism: - 

  • Crime statistics received from Inspector Head

 

7.   Clerks Report on Matters Outstanding:-

  • Pothole issues on North Street, South Lane and Mill Lane reported to Highways – North Street and Mill Lane completed, and South Lane scheduled
  • Pavement encroachment on North Street reported to Highways – no action required
  • Lincolnshire Landscapes asked to feather trees at Stocks and cut back the trees overhanging the footbridge on Church Street near Naylors Drive
  • Letter sent to homeowner of Elm Cottage requesting the cut back their hedge
  • Garden bonfire etiquette leaflet placed on noticeboards, web page and sent to Community Spirit to request placed in next available issue
  • A Gibson contacted to fit Middle Rasen Parish Council sign to the noticeboard at The Brambles

Planning application for the erection of a residential care home for the elderly (Use Class C2) with associated access, parking, landscaping and ancillary buildings

 

WL/2025/00164 – Rasebrook Farm, North Street, Middle Rasen, LN8 3TS

Lawful development certificate for a lean-to extension to the North side of an existing detached building, gravel drive area and domestic outbuildings as well as use of land as domestic garden area

12.  Discuss Options for CIL Funding

Cllr Dawson requested a grant of £19037.09 from CIL funding for the Village Hall to help keep the Hall open by paying the increased insurance premium

Proposed by Cllr Thomas and seconded by Cllr Dennis

Resolved:  That the Council discuss and resolve at next Council Parish Meeting

 

13.  Discuss and Resolve on Updates to Bank Mandate

The Clerk is still awaiting mandates from HSBC bank

Proposed by Cllr Pattison and seconded by Cllr Padley

Resolved:  That this be Discussed and Resolved at the next Parish Meeting

 

14.  Items for next meeting

 

  • Discuss and resolve on burial regulations and fees
  • Discuss and resolve on bank mandate updates and setting the option to pay invoices online
  • Discuss and resolve on grant request from Middle Rasen Village Hall
  • Discuss the aim and purpose of the Parish Council and how can we enhance the village
  • Discuss the option of setting up a Village Plan Sub Committee 
  • Discuss the progress on the set up of the Community Speeding Group
  • Discuss the progress on the Mill Lane/Gainsborough Road parking issues
