MIDDLE RASEN PARISH COUNCIL

Minutes of the Meeting of the Parish Council on 18/11/2025

 

Present:-

Cllr Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr M O’Connor, Cllr P Dawson, Cllr G Dennis, Cllr A Miller, Cllr P Thomas, and Cllr S Cartwright

Also Present:  Mrs A Harrison (Clerk)

 

Visitors:-  

 

Cllr Dawson passed a letter he received from a parishioner to be discussed at the open meeting.  The letter outlined the parishioners concerns with the constant flooding at the junction of Low Church Road and Dovecote.  It was agreed that the Clerk would contact highways to complete further investigations. It was also recommended that the Parish Council report the drainage issues in the village regularly to keep Highways updated

2.   To receive declarations of interest in accordance with the 2011 Localism Act:- none

 

3.   Notes of last meeting on 21st October 2025, to be approved as minutes:-

  • Notes be signed as a true record.

 

4.   Chair and Council’s Comments:- 

  • Cllr Stamp wanted to thank Cllr Miller for her time and efforts in clearing the mess left behind after the hedges were cut back on North Street 
  • Cllr Thomas had been in discussions with Cllr Bunney regarding the absence of a footpath from the new supermarket along Gallamore Lane towards the village. They are exploring available funding to create a cycleway. In the meantime, it was agreed to cut back the grass on the verge, so pedestrians do not have to walk on the road. Cllr Thomas will investigate whether the Parish Council can use its contractor to cut the grass and claim back the costs from West Lindsey District Council (WLDC).
  • Cllr Miller discussed the quotes she had received for fitting bollards on Gainsborough Road.  Highways have been asked to supply service maps. The Company completing the works will need to provide risk assessments and method statements.  The Parish Council agreed unanimously to use TLM Groundworks to fit the bollards

 

5.   Reports from District and County Councillors:-

WLDC Matters: 

  • Cllr Bunney sent an email in his absence with the following updates:

 

Whilst not directly in Middle I can report that the police have followed through the recent spate of shoplifting in Market Rasen.  A number of properties have been raided and a number of arrests made.   One person has been returned to prison who was out on license at the time of their offence.   The police are in the process of applying for orders to prevent persistent offenders from living in and visiting Market Rasen. West Lindsey is in the process of setting up a shop-watch scheme to help prevent further major outbreaks.

 

LCC Matters:

  • No representative 

 

6.   Crime and Vandalism: - 

  • Notification received on Policing Reforms to abolish Police and Crime Commissioners by the end of 2028

 

7.   Clerks Report on Matters Outstanding:-

  • Environment Agency contacted regarding the weed issue in the River Rase from Parry’s Bridge to the Bridge on Church Street which could affect the running of the annual New Years Day Duck Race
  • Missing rail on the footbridge on Church Street reported to highways
  • Precept estimate sent to WLDC as agreed at last meeting
  • Paperwork completed to join the Lincolnshire Road Safety Scheme
  • Quotes requested from four local Tree Service Companies to cut back trees in Gods Acre, will discuss at item 13

Application for approval of reserved matters to erect 4no. dwellings considering appearance,

landscaping following outline planning permission 145411 granted 26 October 2022 – granted with 

conditions

12. Discuss and Resolve on Applying for Tree Preservation Orders for two aoks in the village. 

Proposed by Cllr Stamp and seconded by Cllr Pattison

Resolved:  That in the absence of Cllr Padley who wanted to discuss this item it would be added to the next agenda for the December meeting

 

13. Discuss and Resolve on Contracting Out Works to Cut Back Trees in Gods Acre

Proposed by Cllr Thomas and seconded by Cllr Miller

Resolved:  That the clerk to go back to all companies who quoted to get like for like quotes for works and a new quote for what it would cost to remove poplars completely

 

14. Discuss the Progress of the Village Plan Sub Committee

Cllr Thomas provided the following updates:

  • WLDC have been asked to provide digital maps to include a planned new cycle path 
  • The Sub Committee are in the process of sorting IT needs for easier access for all members
  • The Sub Committee is hoping the Plan will be up and running within six to twelve months

Proposed by Cllr Thomas and seconded by Cllr O’Connor

Resolved:  That Cllr Thomas update the Parish Council at the next meeting
