Minutes of the Meeting of the Parish Council on 19/08/2025
Present:-
Cllr Stamp, Cllr D Pattison (Vice Chair), Cllr G Dennis, Cllr P Dawson, Cllr J Padley, Cllr P Thomas, and Cllr S Cartwright

1. Apologies for Absence – Cllr A Miller and Cllr M O’Connor
Resolved: That apologies be accepted from above member(s) of the Council
2. To receive declarations of interest in accordance with the 2011 Localism Act:- none
3. Notes of last meeting on 15th July 2025, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Stamp commented on the state of the road on Manor Drive – Cllr Bunney to give updates on road resurfacing at item 5
- Cllr Dawson informed the Parish Council that there are two large potholes on the junction of Sand Lane and Skinners Lane – clerk to report to highways
5. Reports from District and County Councillors:-
WLDC Matters:
- Flood warnings scheme has been amended to include more properties around the River Rase
- The River Rase is currently being cleared of foliage by the IBA
- Food waste bins to be issued which will be collected weekly
LCC Matters:
- The discussions on 20 mph zones have been put on hold throughout the county
- Road resurfacing has been scheduled for Skinners Lane, then North Street, then Manor Drive
- Under Local Government Reform District Councils are going to go and we should find out by February 2026 which area we will come under. This may mean the Parish Council could have to take on extra responsibilities previously completed by WLDC. We could have to form joint committees with Market Rasen to deal with shared services such as Medical, Schools, libraries
- A temporary traffic restriction for speed limits is presently being looked at by highways for Gallamore Lane when new Supermarket opens
6. Crime and Vandalism: -
- Lincolnshire Police: Streetsafe campaign – This is a national service for anyone to anonymously tell us about public places where they have felt unsafe and the reason for it, such as street lighting, abandoned buildings, vandalism, being followed or verbally abused. It is a way to voice your concerns about things that perhaps do not warrant a call to 101 but are still very important. This will help Lincolnshire Police target work with partners to build a safer Lincolnshire. If there is a location you do not feel safe, for whatever reason, please use this tool to feed this in, especially about persistent issues that can have a very negative impact on our communities. It is anonymous, quick, and simple to use. The data gathered will be mapped alongside other reported incidents in order to identify hotspot areas. Lincolnshire Police can then look at sharing To flag up an area you don’t feel safe, just go to: www.lincs.police.uk/notices/street-safe/street-safe/
7. Clerks Report on Matters Outstanding:-
- Email sent to Community Spirit asking if we would incur any fees for placing a regular article in the monthly magazine
- The Highways job to fix the potholes on South Lane is still showing as scheduled
- The overhanging trees on the bridge on Church Street have been cut back by Lincolnshire Landscapes
- Parishioner concerned about the height of trees on the Furlongs – reported to Highways

Resolved: That the new mandate be implemented but the online payments be put on hold
14. Discuss and Resolve on Grant Request from Middle Rasen Village Hall
Grant request received for £1937.05 to cover Insurance costs

Resolved: That the grant be approved
15. Discuss the Aim and Purpose of the Parish Council and How to Enhance the Village
NALC and .Gov description of the Aim and Objectives of a Parish Council distributed prior to meeting

Resolved: That the Parish set up a Facebook page and place regular articles in the Community Spirit
16. Discuss the Option of Setting Up a Village Plan Sub Committee

Resolved: That Cllr Thomas and Cllr Cartwright meet with Cllr Bunney to look at the Parish working on a joint Plan with Market Rasen

Information received from Lincolnshire Road Safety Partnership forwarded to Councillors

Resolved: That Cllr Miller update the Parish Council at the September Meeting
18. Discuss the Progress on the Mill Lane/Gainsborough Road Parking Issues
Cllr Miller has had no response from Lincolnshire County Council, so she has contacted them again to chase a reply
