MIDDLE RASEN PARISH COUNCIL
Minutes of the Meeting of the Parish Council on 16/12/2025
Present:-
Cllr Stamp (Chair), Cllr D Pattison (Vice Chair), Cllr M O’Connor, Cllr P Dawson, Cllr G Dennis, Cllr J Padley, Cllr A Miller, Cllr P Thomas, and Cllr S Cartwright

1. Apologies for Absence – none
2. To receive declarations of interest in accordance with the 2011 Localism Act:-

3. Notes of last meeting on 18th November 2025, to be approved as minutes:-
- Notes be signed as a true record.
4. Chair and Council’s Comments:-
- Cllr Stamp reported two large potholes on North Street and also the floods at the Primary School, at the junction near the Post Office and at the junction on Low Lane to Dovecote – Clerk to contact Highways with all issues
- On behalf of all Parish Councillors, Cllr Stamp expressed sincere appreciation to Cllr Adele Miller for her efforts in coordinating the installation of bollards on Gainsborough Road and for arranging refreshments following the meeting. He also extended thanks to Cllr Dave Pattison for storing the bollards and acknowledged my ongoing contributions to the Parish Council throughout the year.
- Cllr Thomas stated the Council cannot reclaim funding from WLDC for cutting grass along Gallamore Lane to the new supermarket unless all WLDC cuts are cancelled, which is not cost-effective. The Parish Council will explore hiring contractors for extra cuts - clerk will request quotes.
5. Reports from District and County Councillors
WLDC Matters:
- Cllr Bunney suggested when reporting flooding in the village that it is reported as "water across the road"
- Councillor Bunney proposed that all Councillors have council-approved email addresses - Clerk will investigate this matter.
LCC Matters:
- Cllr Bunney informed the Council that the request for a pelican crossing on Gainsborough Road was rejected

7. Clerks Report on Matters Outstanding:-
- Updated quotes requested from tree specialists – to be discussed at item 14
- Parishioners letter regarding flooding on Low Church Road sent to Highways with Parish Councils comments and requests for prompt action

12. Discuss and Resolve on Applying for Tree Preservation Order for two trees in the village.
Proposed by Cllr Padley and seconded by Cllr Stamp
Resolution: That the Clerk is requested to verify whether preservation orders exist for the two trees located in Chantry Park.
13. Discuss and Resolve on Grant Application by PCC to Purchase Music Equipment
Resolved: That Cllr Cartwright withdraw the Grant request
14. Discuss and Resolve on Contracting Out Works to Cut Back Trees in Gods Acre
Quotes sent to Parish Councillors prior to meeting
Proposed by Cllr O’Connor and seconded by Cllr Miller
Resolved: To remove the poplars and assign the work to Wold Tree Works. Clerk to inform all suppliers of the decision.
15. Discuss the progress of the Village Plan Sub Committee
Cllr Thomas provided the following updates:
- The group is actively developing the plan, holding regular monthly meetings. With access to new data, they are optimistic about the increased potential offered by the recent Government Reform.
Resolved: That Cllr Thomas will continue with updating the Council at the next meeting
16. Discuss and Sign Off on Precept for 2026/27
Proposed by Cllr Dawson and seconded by Cllr Dennis
Resolved: That the final Precept be set at £21,340.96

There being no other business the meeting closed at 8.30pm
